발전국가 모델의 지속과 재구성의 정치: 비교역사적 관점에서 본 한국 발전모델의 진화

학위논문 (박사)-- 서울대학교 대학원 : 정치학과, 2017. 2. 권형기.본 연구의 목적은 한국 경제발전 모델이 과연 무엇이고, 최근까지 얼마나 어떻게 변화해 왔으며 그 변화의 원인과 메커니즘이 무엇인지를 비교역사적 시각에서 분석하는 데 있다. 1960년대 이후 한국 경제가 빠른 산업화에 성공하면서 한국 경제의 성공이 어떻게 가능했고 이러한 성공을 가능하게 한 한국 발전모델을 어떻게 규정할 것인가 하는 문제는 오랫동안 비교정치학계의 관심을 받아왔다. 특히 1990년대 이후에는 민주화, 세계화, 경제위기 등 국내외 정치경제 환경의 변화에 직면한 한국이 변화의 압력에 적응하면서 어떻게 얼마나 변화했는지에 대한 비교정치학적 관심이 지속되어 왔다. 대표적으로 신자유주의적인 입장에서는 한국 경제의 성공은 시장 순응적 정책 때문에 가능했다고 보는 반면 그와 가장 대별되는 입장으로서 발전주의 국가 이론에서는 한국 경제의 주목할 만한 성장이 국가 주도적 자본주의(state-led capitalism)에 기초해서 이루어졌다고 주장한다. 그러나 본 논문은 한국 경제발전 모델을 설명하는 기존의 연구들이 비교의 관점에서 한국 발전모델의 특성을 이해하는 데 약점을 가질 뿐만 아니라 1990년대 후반 이후의 변화를 설명하는 데도 한계를 가진다고 본다. 먼저 신자유주의 접근은 한국 정치경제 모델의 독특한 제도적 특성을 무시함으로써 한국 경제에서 차지하는 국가의 고유한 역할을 간과한다. 이 때문에 신자유주의 접근은 한국 경제발전 모델을 비교의 관점에서 이해하는 데 약점을 가지고 있다. 또한 신자유주의 접근은 기본적으로 1997년 이전이나 이후 모두 한국의 경제성장이 시장 순응적 전략에 따른 것이라고 보기 때문에 한국 발전주의의 구체적인 내용과 방식의 변화를 포착하고 그러한 변화가 왜 주목되어야 하는지를 설명하는 데 한계를 가진다. 반면 제도주의 이론에 기초한 발전주의 국가 접근은 1960년대 이후 최소한 1980년대까지 한국 경제성장에서 국가의 개입이 어떠한 역할을 해왔는지에 주목함으로써 자유주의 접근보다 한국 발전모델을 설명하는 데 더 큰 설득력을 얻었다. 그러나 발전주의 국가 이론은 1960년대-70년대에 형성된 한국 정치경제 모델의 제도적 특성을 발전주의의 전형으로 규정하고 1997년 이후 한국 정치경제 모델을 단순히 신자유주의 규제국가나 발전주의 국가의 쇠퇴로 이해함으로써 국제정치경제 질서의 변화에 적응하는 발전주의의 변형을 설명하는 데 한계를 가진다. 이들은 비교의 관점에서 보았을 때 한국 자본주의 모델을 여전히 영미식 신자유주의 모델로 규정하기 힘들다는 점을 간과할 뿐만 아니라 한국 발전주의의 지속과 변형을 하나의 분석틀로 설명하지 못하는 한계를 가진다. 본 논문은 한국 경제발전 모델을 이해하기 위해서 세 가지 질문을 제기한다. 첫째, 한국 경제발전 모델의 전형적인 특징은 무엇인가? 둘째, 한국 경제발전 모델은 얼마나 어떻게 변화했는가? 셋째, 한국 경제발전 모델의 독특한 변화의 방향은 어떻게 설명될 수 있는가? 본 논문은 한국이 국가 자본주의의 한 유형으로 이해되어야 한다고 주장한다. 한국은 지속적으로 국가 주도 발전주의 전략을 취해왔다. 1970년대까지 전형적인 한국 발전주의 체제에서는 국가의 강력한 지도주의(dirigisme)에 기초해서 경제에 대한 국가 개입의 방식이 직접적이고 통제의 정도도 대단히 심했다. 국가가 직접 산업과 기업을 선별해서 육성하는 방식을 취했다. 또한 한국은 1997년 이후 2000년대에는 금융 통제나 명령적 재량권에 의존하는 직접적 정책 수단은 더 이상 쓸 수가 없는 상황이 되었음에도 불구하고 여전히 산업정책의 새로운 비전을 제시하고 구체적인 프로그램을 만들어 지속적인 산업 고도화를 주도하는 국가의 역할은 지속되고 있다. 그러나 본 논문은 한국 발전주의 체제의 지속에도 불구하고 발전주의의 내용과 방식은 크게 변화해왔다는 데 주목한다. 무엇보다 대기업 중심의 요소투입형 성장 전략에서 부품소재기업 중심의 혁신주도형 성장 전략으로의 전환이 이루어졌다. 또한 성장 전략의 변화는 국가 기업 관계를 과거의 협소한 국가 재벌 대기업 간의 관계에서 중소중견기업을 포함하는 더 포괄적인 관계로 변화시켰을 뿐만 아니라 더 중요하게는 기업간 관계의 질적 변화를 가져왔다. 본 논문은 한국 경제발전 모델이 요소투입형 경제에서 혁신주도형 경제로 발전주의 전략의 내용을 변화시키고 협소한 권위주의적 방식에서 더 포괄적이고 민간 주도적인 거버넌스 체계에 의존하는 방식으로 변화할 수 있었기 때문에 발전주의를 지속시킬 수 있었다고 주장한다. 마지막으로 본 논문은 한국 경제발전 모델의 이러한 독특한 변화의 방향을 이해하기 위해서는 단순히 제도의 경로의존성이나 외생적 압력 자체가 아니라 핵심 제도 행위자들간의 정치적 상호작용의 과정에서 변화의 방향이 결정되어 온 내생적 과정에 주목해야 한다고 주장한다. 한국 경제발전 모델의 독특한 진화의 방향은 민주화나 세계화, 경제위기, 국제정치경제 질서의 변화 등과 같은 외생적 요인들 자체의 직접적인 결과물이 아니라 그러한 변화의 압력들에 적응하는 핵심 제도 행위자들의 상호작용의 정치적 결과였다. 한국 발전모델의 핵심 제도 행위자로서 국가는 국가 주도 발전주의의 유효성에 문제가 제기될 때마다 계속해서 국가 개입의 새로운 정당성을 찾아야 했고 이 때문에 끊임없이 새롭게 산업정책의 수단과 방식, 내용의 변화를 시도해야만 했다. 그러나 국가가 스스로의 역할을 정당화하는 과정은 국가에 의한 일방적 과정이 아니라 안으로는 관료 집단 내부의 경쟁에 의해 밖으로는 주요 파트너였던 대기업의 반응과 선택에 의해 때로는 인정되었지만 때로는 좌절되고 다시 수정되어야 하는 상호작용의 정치적 과정이었다.제1장 서론 1 제2장 기존 연구 검토와 이론적 대안 21 제3장 한국 경제성장의 독특성 79 제4장 한국 경제발전 모델의 전형 106 제5장 한국 발전모델의 변화와 지속 159 제6장 진화의 정치 209 제7장 결론 290 참고문헌 294 [첨부 1] 인터뷰 목록 313 [첨부 2] 설문지 319 Abstract 326Docto

발달장애 아이들과 정상 아이들의 이유식 시작시기에 관한 비교연구

보건학과/석사[한글] 정상 아이들의 이유식 시작시기와 발달장애 아이들의 이유식 시작시기를 비교하고, 정상 아이들과 발달장애 아이들의 이유식 시작시기에 영향을 미치는 요인을 알아보기 위하여 우리나라 중부지역에 있는 3개의 대학병원과 2개의 장애자종합복지관에서 치료를 받고 있는 발달장애 아이의 어머니 133명과 동일한 3개 대학병원의 육아지도소를 방문한 발달적으로 문제가 없는 정상 아이의 어머니 88명을 대상으로 1993년 4월 12일부터 5월1일까지 설문조사를 실시하여 다음과 같은 결과를 얻었다. 1. 이유식 시작시기는 정상아이들이 평균 15.83주, 발달장애 아이들이 평균 26.07주로 발달장애 아이들이 정상아이들보다 이유식 시작시기가 늦었다(P<0.01). 2. 발달장애 아이들에서 이유식 시작시기와 관련된 요인들은 아이의 구강운동기능과 장애정도, 어머니의 심리-사회적 요인 및 가족수이었다. 3. 정상 아이들에서 이유식 시작시기와 관련된 요인들은 임신기간과 가족 총 월수입이었다. 4. 발달장애 아이의 이유식 시작시기에 관련된 요인을 단계적 중회귀분석한 결과아이의 구강운동기능과 장애정도가 이유식 시작시기에 영향을 미친 요인이었고, 설명력은 76.0%이었다. 5. 정상 아이의 이유식 시작시기에 관련된 요인을 단계적 중회귀분석한 결과 임신기간이 이유식 시작시기에 영향을 미친 요인이었으나 설명력은 13.4%로 낮았다. 6. 이유식 시작시기에 영향을 미치는 요인은 발달장애 아이들과 정상 아이들에서 차이가 있었다. 이상의 결과로 볼 때 정상 아이들의 이유식 시작시기에 영향을 미치는 요인은 임신 기간이었으나 발달장애 아이들의 이유식 시작시기에 영향을 미치는 중요한 요인은 구강운동기능과 장애정도이었다. 그러므로 발달장애아이들의 이유식 시작시기를 보다더 일찌기하기 위해서는 발달장애 아이의 재활치료 및 보호자 교육을 통하여 구강운동기능의 향상과 장애정도를 최소화시킨 필요가 있다. 이 연구에서 고려하지 못하였던 요인인 이유에 관한 인식정도, 어머니의 이유에 관한 과거력 그리고 발달장애 아이들의 진단명 등의 요인을 포함한 연구가 계속되어야할 것이다 [영문] The objectives of this study were to determine the time at which weaning is initiated(weaning time) in children with developmental disability as compared with normal children, and to identify the affecting factors in these two groups. The subjects were 221 mothers, 113 of who? had children who were receiving treatment for developmental disability at two rehabilitation facilities and 3 university hospitals and 88 who were visiting well baby clinics only at the 3 university hospitals. All the facilities involved were located in central Korea. Through a questionnaire survey carried out from April 12, 1993 to May 1,1993, 221 valid questionnaires were obtained. Information on the weaning time, general characteristics for mothers and children and weaning-related factors, was gathered. Analysis of the data was done by use of t-test, ANOVA, and stepwise multiple regression. The results were as followss: 1. Children with developmental disability showed a significant delay in weaning time compared to normal children. The mean weaning time for the normal children was 15.83 weeks, while that of the children with developmental disability was 26.07 weeks(P<0.01). 2. Weaning time related factors of the children with developmental disability were: oral mDtor function, severity of disability, maternal psychosocial factors, and the number of family members. 3. Weaning time related factors of the normal children were the length of pregnancy and total monthly household income 4. For children with developmental disability, the most predictive variables for weaning time were oral motor function and severity of disability which accounted for 76.O% of the variance. 5. For normal children, the most predictive variable for weaning titre was the length of pregnancy which accounted for 13.4% of the variance. 6. Thus the factors affecting weaning time were the completely different in the two groups. The results obtained from this study suggest the need for more appropriate timing of weaning for children with developmental disability. This goal can be better achieved through maternal education combined with early treatment of their children. Further research is necessary to identify the factors affecting weaning tyro and factors not considered in the present study such as the particular diagnosis of children with developmental disability, identification of the level of maternal knowledge of weaning, and the history of the mothersope

Effect of foot reflexology on fatigue in cancer patients receiving chemotherapy

간호학과/석사[한글] 본 연구는 입원하여 항암화학요법을 받고 있는 암환자들에게 적용한 발반사 마사지가 암환자의 피로도에 미치는 효과를 규명함으로써 발반사 마사지가 간호실무에 적용 가능한 중재법으로 검증될 수 있는 객관적 기초를 마련하고자 시도된 시계열 실험연구이다. 본 연구 대상자는 경기도에 소재한 A대학 부속병원에 입원하여 2차 이후의 항암화학요법을 받는 위암환자를 대상으로 연구에 참여하기를 동의한 20명이다. 자료수집 기간은 2003년 4월 8일부터 6월 7일까지였으며 중재는 발반사 마사지 전문가의 조언을 거친 후 수정된 방법에 의해 각 발에 15분씩 총 30분 동안 적용하였다. 발반사 마사지의 피로도에 대한 효과는 Piper et al.(1998)이 개발한 것을 이은현(1999)이 번역한 19문항의 11점 척도로 구성된 RPFS(Revised Piper Fatigue Scale)을 수정한 11문항으로 측정하였으며 본 연구에서의 신뢰도 Cronbach alph= .80이었다. 연구방법은 입원 4일 동안 오전 9시부터 12시까지 대상자의 병실을 방문하여 자료를 수집하였다. 그 중 3일은 피로도 사전 조사 후 발반사 마사지를 30분 동안 시행하였으며 중재 10분 후에 피로도 사후 조사를 실시하였다. 입원 4일에는 발반사 마사지를 수행하지 않고 피로도를 측정하여 발반사 마사지의 지속효과를 파악하였다. 수집된 자료는 SPSS 11.0 프로그램을 이용하였으며 도구의 신뢰도는 Cronbach alpa로 연구결과는 서술 통계 및 Wilcoxon signed rank test, Friedman test로 분석하였으며 그 결과는 다음과 같다. 1) 대상자의 항암화학요법을 받기 전의 평균 피로 점수는 5.14(SD=1.46)였다. 2) 발반사 마사지를 받은 대상자의 평균 피로도가 제 1일(z= -3.92, p= .00), 제 2일(z= -3.88, p= .00), 제 3일(z= -3.88, p= .00) 모두 통계적으로 유의하게 감소하였다. 3) 항암화학요법을 받는 4일 동안의 평균 피로도가 통계적으로 유의한 차이가 있었다(χ2=10.97, p= .01). 결론적으로 항암화학요법을 받는 암환자에게 발반사 마사지를 실시한 결과 피로도 완화에 유의한 차이가 있었으며 발반사 마사지를 하지 않은 제 4일에도 그 효과가 지속되었다. 또한 피로도 뿐 아니라 대상자의 주관적 기분호전에도 효과가 있었다. 그러므로 발반사 마사지는 대상자의 피로도를 감소시키는 효과적인 중재임과 동시에 대상자의 치료 및 입원으로 인한 심리적 불편감을 완화시키고 안정시키는 효과적인 중재라 할 수 있다. [영문] The purpose of this study was to identify the effects of foot reflexolgy on cancer-related fatigue in patients who are receiving chemotherapy. The research design was a one-group time series experimental design. The participants for this study were 20 patients who had completed their second chemotherapy. The study was conducted from April 8, 2003 to June 7, 2003 at a university hospital located in Gyeonggi-Do, Korea. Fatigue was measured as the dependent variable. The instrument used for fatigue was the revised RPFS (Revised Piper Fatigue Scale). Cronbach alpha for this study was .80. For three days, pre and post tests were done immediately before and 10 minutes after completion of foot reflexology. Foot reflexology was performed on each foot for 30 minutes. On the fourth day, only fatigue measurement was done. Data were analyzed using frequencies, percents, Wilcoxon signed rank test, and Friedman test. The results of this study are as follow: 1. Before chemotherapy, the mean score for fatigue was 5.14 (SD=1.46). 2. After foot reflexology, the mean score for fatigue decreased significantly on the first day (z= -3.92, p= .00), second (z= -3.88, p= .00), and third (z= -3.88, p= .00). 3. For the four days of chemotherapy, the mean scores for fatigue were significantly decreased. In conclusion, foot reflexology was effective in reducing fatigue in cancer patients receiving chemotherapy, as well, the effect lasted to the fourth day of chemotherapy. On the basis of the findings, this study suggests that foot reflexology can be an effective method of reducing fatigue and improving mood in cancer patients receiving chemotherapy.ope

Analysis of dental anomaly patterns of patients with malocclusion

치의학과/석사[한글]치아 이상이란, 치아의 수, 위치, 형태 및 크기의 선천적 변이를 뜻하며, 과잉치, 결손치, 이소맹출, 만곡치, 왜소치 등과 같이 다양한 양상으로 나타난다. 이들은 환자 구강의 심미적 문제 뿐만 아니라 기능적 장애 및 치조골 발육에 영향을 주어 부정교합의 기여 인자로 작용할 수 있으므로, 이에 따른 교정의사의 조기 진단과 적절한 치료가 요구된다. 본 연구는 2007년 3월부터 2008년 3월까지 평촌 아름다운치과와 연세대학교 치과대학 병원 교정과에 내원한 환자 1460명을 대상으로 하여 임상기록과 초진 시 panorama x-ray사진을 이용하여 치아의 수, 위치, 형태, 크기 이상을 조사하여 다음과 같은 결론을 얻었다. 1. 과잉치의 발생률은 3.70%로 나타났다. 성별에 따른 발생분포는 남자에서 더 호발하였다(p<0.05). 발생위치에 따른 분포는 상악 정중부에서 가장 높게 나타났으며, 치관 방향에 따른 발생빈도는 역위가 가장 많았다. 2. 선천적 결손치의 발생률은 12.67%로 나타났다. 성별에 따른 발생분포는 통계적으로 유의한 차이가 없었다. 발생 위치에 따른 분포는 하악에서 호발하였으며(p<0.05), 치아별 발생률은 하악 제 2소구치가 가장 높게 나타났으며, 상악 제 2소구치, 하악 측절치의 순으로 나타났다. 3. 이소 맹출의 발생률은 12.47%로 나타났다. 성별에 따른 발생분포는 통계적으로 유의한 차이가 없었다. 발생 위치에 따른 분포는 상악이 하악보다 높게 나타났으며(p<0.05), 치아별 발생률은 상악 견치, 상악 제 2소구치, 하악 견치의 순으로 높게 나타났다. 4. 만곡치의 발생률은 12.05%로 나타났다. 성별에 따른 발생분포는 여자가 남자 보다 높게 나타났다(p<0.05). 발생 위치에 따른 분포는 상악이 하악보다 높게 나타났으며(p<0.05), 치아별 발생률은 상악 측절치, 상악 제 2소구치, 상악 제 1소구치순으로 높게 나타났다. 5. 왜소치는 측절치에서 발생률이 4.04%로 나타났으며, 성별에 따른 발생분포는 통계적으로 유의한 차이가 없었다. 발생위치에 따른 분포는 양측으로 발생한 경우와 편측으로 발생한 경우간에 통계적으로 유의한 차이가 없었다. [영문]Dental anomalies are congenital variations of the number, location, morphology, and size of teeth. They appear in various patterns such as supernumerary teeth, missing teeth, ectopic eruption, dilacerated teeth, and microdontia. These may affect not only the oral aesthetic issues of patients but also the functional disorders and alveolar bone underdevelopment, acting as contributing factors of malocclusion. Early diagnosis and appropriate treatment of an orthodontist are required. The subjects used in this study were 1460 patients who visited the Department of Orthodontic in Pyeongchon Beautiful Dental Clinic and the Dental Hospital of Yonsei University from March, 2007 to March, 2008. Their clinical examination records and panoramic radiograph of their first visit were used to investigate abnormalities of the number, location, morphology, and size of teeth. The following were study results. 1. The total prevalence of supernumerary teeth was 3.70%. As for the gender distribution, it occurred more commonly in males (p<0.05). The most frequently supernumerary teeth were mesiodens of median area in maxilla and the crown direction of that teeth generally was inverted impaction. 2. The total prevalence of congenital missing teeth was 12.67%. The gender distribution showed no statistically significant difference. There was higher rate in mandible than in maxilla (p<0.05). The most frequently congenital missing teeth were the lower 2nd premolar, followed by the upper 2nd premolar and lower lateral incisor. 3. The total prevalence of ectopic eruption was 12.47%. The gender distribution did not show any statistically significant difference. There was higher rate in maxilla than in mandible (p<0.05). The prevalence by tooth was the highest in the upper canine, followed by the upper 2nd premolar and lower canine. 4. The delacerated teeth showed an incidence rate of 12.05%. In the gender distribution, females appeared to be higher than males(p<0.05). There was higher rate in maxilla than in mandible (p<0.05). The prevalence by tooth was the highest in the upper lateral incisor, followed by the upper 2nd premolar and upper 1st premolar. 5. The total prevalence of peglateralis was 4.04%. There was no statistically significant difference in the gender distribution. The distribution of location showed no statistically significant difference between bilateral and unilateral cases.ope

A Study on the Legal Aspects of Maritime Safety Audit

The increasing number of ship with high-speed and large-sized ship has resulted in the occurrence of a number of maritime traffic accidents. However, many marine structures are jumbled up together under the good name of national economic growth and ensuring national competitiveness so the safe navigation area for the ship has been reduced. Furthermore, there have been no regular arrangements to ensure maritime safety coping with such social affairs, and traffic impact assessment only has been implemented using the related marine traffic simulation system and traffic flow data as the need arises. The Maritime Traffic Safety Law was revised to improve these situations in May, 2009. Therefore, the Maritime Safety Audit(MSA) will be come into force after 6 months in accordance with that law. The MSA aims to assess the traffic impact by the construction and installation of sea-based structures systematically and technically to ensure the safety of navigation and reduce the maritime traffic accident. The MSA is composed of similar scheme to the other domestic safety audit system such as a MSA institute registered by government, a evaluation of MSA report by government and a assessment at the predesign step, etc. But the system also has particular characteristics of its own such as a identification step whether the structure needs the MSA or not. This paper aims to introduce the composition of the MSA system on the legal aspect comparing with the other domestic safety audit system, and to vest the MSA system with adequacy by understanding domestic and foreign traffic safety audit systems. As a result, MSA is the first system in the world which assess the marine traffic impact in legal. And also it is the only domestic legal system to assess the marine traffic impact. To stable operation of the MSA system which is the objective and systematic audit system, therefore, I suggest some legal complements. First, the Maritime Traffic Safety Law should be the standard law to manage the marine traffic safety in general instead of the National Traffic Safety Law. Second, the stipulated method and standard needs for the 'pre-discussion' step and MSA report evaluation step.
