occurred in Korea on January 20, 2020. This means that for nearly three years, health center workers have continued to work increased due to the COVID-19 response, such as epidemiological investigations, support for responding to infectious diseases, requesting samples, reporting, and transferring patients. Usually, responding to infectious diseases is part of the various tasks faced by health center workers, but the COVID-19 pandemic continues for nearly three years, changing the work environment and life of health center workers. The COVID-19 situation has changed such as the emergence of mutant viruses, the spread of vaccines and treatments, and the threshold of antibodies caused by vaccination and infection, and there have been significant alterations and changes in COVID-19 response policies. For health workers, these changes mean frequent changes in related policies and guidelines, and internal and external coordination to make new policies and guidelines work again, especially in response to numerous complaints that such changes themselves can cause. The work and the uncertainty caused by it are accumulating. This study was intended to examine this very part. Specifically, according to the organizational management and organizational behavior literature, it is assumed that the accumulation of uncertainties related to COVID-19 work will affect job effectiveness, such as job satisfaction or job efficacy, and that this will reduce job fairness awareness and cause embitterment. The analysis strategy of this study is to explore the level of work related fairness, job effectiveness, and embitterment for individual workers at public health centers, and to empirically analyze the effect of work related fairness on job effectiveness and embitterment. For this, an online survey was conducted in January 2022 for members working at public health centers in Gyeonggi-do. The total number of respondents used for the analysis was 517, and descriptive statistical analysis, correlation analysis, variance analysis, and hierarchical regression analysis were performed on the total data of the respondents. As a result of the ANOVA, the difference in overtime hours according to the subject's employment type was significant, and the difference in the level of unaffordable civil complaint response requests was significant according to gender, age, occupation, and employment type. Differences in the level of distribution fairness and procedural fairness perceived by subjects according to gender, age, occupation, employment type, working area, and job tenure were also significant. When examining job satisfaction according to the general characteristics of the subjects, differences were significant according to gender, age, occupation, employment type, working area, COVID-19 working period, and job efficacy according to age, employment type, working area, and job tenure. As a result of the analysis, men's job satisfaction was higher than that of women, and job satisfaction was the highest among those in their 50s and older. Job satisfaction in nursing was the lowest, and job satisfaction was high when the job tenure was less than one year. In the case of job efficacy, those in their 50s and older were higher than those in other age groups, and when the job tenure was more than 10 years, the efficacy was the highest. In terms of the difference in embitterment according to gender, women had a higher level of anger than men, and the level of anger in their 30s was higher than that of other ages. The level of embitterment in nursing jobs was higher than in other occupations, and the level of embitterment was the highest when the Job tenure was 1 year or more and less than 3 years or more and less than 10 years. Hierarchical regression analysis was conducted to confirm the effect of the fairness of COVID-19 work while controlling gender, age, occupation, and Job tenure. In the case of job satisfaction, the explanatory power of the model increased after the input of COVID-19 work related fairness, and the significance probability for the amount of change was p<0.001. The higher the frequency of unaffordable complaints, the lower the job satisfaction, and the higher the recognition of procedural fairness, the higher the job satisfaction. In terms of job efficacy, the explanatory power of the model increased after the introduction of COVID-19 work related fairness, and job efficacy decreased as civil complaint response demands increased, and job efficacy increased as distribution fairness increased. In embitterment, the explanatory power of the model increased after the introduction of work related fairness. As overtime hours increased and the frequency of requests for unaffordable civil complaints increased, the level of embitterment increased, and the level of embitterment decreased as the level of procedural fairness increased. The implications of this study are as follows. Depending on the general characteristics of workers, such as gender, work area, occupation, and job tenure, work related fairness, job effectiveness, and embitterment differ, and organizational efforts are required to raise fairness awareness. In particular, this study focuses on the conceptualization and local heterogeneity of the air transport network. Studies on the structure of the air network have been focused on finding the average characteristics inside arbitrary boundaries on a segment basis, and it has been pointed out that there is lack of consideration of spatial matter. Based on this consciousness, this study analyzed the characteristics of the Asian air network structure according to the conceptualization and scale of the network, and derived implications through differences in the results. Our dataset is Official Airline Guide (OAG) booking data including information on the actual routes flown by passengers. The results of the study are summarized as follows. First, from 2011 to 2015, the Asian air transport network is becoming more and more compact, and the transfer route is organized in a hub-and-spoke structure centered on a few airports in West Asia. As the number of transfer routes increases, the proportion of transfer passengers using a giant hub airport is increasing, which has an absolute impact on the difference in structure due to the conceptualization of the network. Specifically, the Asian air network has shown to follow the truncated power law, and is growing in a way that new connections between existing airports increase over time. In addition, very few airports that serve as intermediate points compared to the extent to which the segment of air route across Asia includes that points, and the centrality (number of terminating passengers) and intermediacy (number of transfer passengers) in Asia have an exponential relationship. These results show that the centrality and intermediacy have an empirical relationship, and suggest that the Asian transfer route is organized into a strong hub-and-spoke structure. Second, by extracting the community structure in the Asian air network, we confirmed that the structure is stable during the period. This reveals functional relationships between airports that were not seen in the global network structure. Generally, communities are formed between airports with high geographical proximity. However, there are exceptions such as hub airports in Northeast Asia and Iran. The difference between these topological patterns and geographical arrangements demonstrates the need for geopolitical considerations in addition to spatial constraints in explaining the structure. In addition, Z-score and participation coefficients were introduced to redefine the role of each airport based on the extracted community. As a result, the former revealed the existence of a 'local hub' that was not revealed in the global analysis, and the latter showed the role of each airport inside and outside of the community. Finally, the comparative analysis of community structure according to network conceptualization shows the functional differentiation between airports and the role (centrality, intermediacy) on a network at different scales (the whole world, Asia). In this study, we subdivided the air transport network, which was conceptualized in one way and laid the basis for systematic analysis of these by using the complex network methodology. We introduced a methodology of community structure detection which is dealt with in a relatively low level and a proposed way to "read" the structure. This provides an approach to effectively summarize a complex air network from a geographical point of view, which can be used to analyze urban interactions and to evaluate the global air network.
