    An Analysis of the Special Safeguard Mechanisms in the Doha Round of Negotiations - A Proposed Price-trigger-based Safeguard Mechanism

    In the Doha Round of negotiations on agriculture it has been decided that all developing and least developed Member countries of the WTO will have access to a Special Safeguard Mechanism (SSM). This means that developing countries will now have the option to temporarily impose higher tariff rates on the import of an agricultural product if there is either a surge in its import volumes or a sharp dip in its import prices. However, the exact mechanisms of the implementation of SSMs have not been spelt out. It is also not clear what legal provisions the Member countries will have to follow to use this safeguard mechanism. This paper takes a detailed look at the SSM and analyzes its usefulness for developing countries. It also explores how the concept of a special agricultural safeguard has evolved in the present round of negotiations and what are the country positions on SSMs in the Doha Round. The paper then proposes a price-trigger-based SSM instrument which is consistent with the goals spelt out in the Doha Development Agenda and satisfies most of the desired features of a safeguard instrument.WTO, agriculture, Volatility, Special safeguards, Tariff rates

    First principles investigation of topological phase in XMR material TmSb under hydrostatic pressure

    In this article, we report emergence of topological phase in XMR material TmSb under hydrostatic pressure using first principles calculations. We find that TmSb, a topologically trivial semimetal, undergoes a topological phase transition with band inversion at X point without breaking any symmetry under a hydrostatic pressure of 12 GPa. At 15 GPa, it again becomes topologically trivial with band inversion at Γ\Gamma as well as X point. We find that the pressures corresponding to the topological phase transitions are far below the pressure corresponding to structural phase transition at 25.5 GPa. The reentrant behaviour of topological quantum phase with hydrostatic pressure would help in finding a correlation between topology and XMR effect through experiments.Comment: 12 pages, 4 figure

    Wireless Software Synchronization of Multiple Distributed Cameras

    We present a method for precisely time-synchronizing the capture of image sequences from a collection of smartphone cameras connected over WiFi. Our method is entirely software-based, has only modest hardware requirements, and achieves an accuracy of less than 250 microseconds on unmodified commodity hardware. It does not use image content and synchronizes cameras prior to capture. The algorithm operates in two stages. In the first stage, we designate one device as the leader and synchronize each client device's clock to it by estimating network delay. Once clocks are synchronized, the second stage initiates continuous image streaming, estimates the relative phase of image timestamps between each client and the leader, and shifts the streams into alignment. We quantitatively validate our results on a multi-camera rig imaging a high-precision LED array and qualitatively demonstrate significant improvements to multi-view stereo depth estimation and stitching of dynamic scenes. We release as open source 'libsoftwaresync', an Android implementation of our system, to inspire new types of collective capture applications.Comment: Main: 9 pages, 10 figures.
