Can We Extract Lambda-Lambda Interaction from Two-Particle Momentum Correlation ?
We analyze the invariant mass spectrum of Lambda-Lambda in reaction at P(K^+)=1.65 GeV/c by using a combined framework of
IntraNuclear Cascade (INC) model and the correlation function technique. The
observed enhancement at low-invariant masses can be well reproduced with
attractive Lambda-Lambda interactions with the scattering length either in the
range a = -6 \sim -4 fm (no bound state) or a = 7 \sim 12 fm (with bound
state). We also discuss Lambda-Lambda correlation functions in central
relativistic heavy-ion collisions as a possible way to eliminate this discrete
ambiguity.Comment: 4 Pages, LaTeX with psfig, embedded 4 ps figures. Talk given at

Harmonic moments of the gluon density distribution in AA collisions
By using Monte-Carlo implementations of -factorization formula with
running-coupling BK unintegrated gluon distributions for nucleus-nucleus
collisions, we compute higher order harmonic moments of the initial density
distribution for both RHIC(Au+Au@200GeV) and LHC([email protected]) collisions. We
study their sensitivity to the size of the valence parton distribution in the
nucleon.Comment: 4 pages, 2 figures, references added, figure 2 is replaced by the

An Analysis of the Financing of Higher Education in Georgia
This report addresses the issue of the financing of higher education in Georgia by comparing financing in Georgia with other states and examining how financing affects the student population in terms of performance, and retention rates. FRC Report 14
Mobilising Tax Revenue to Finance Development: The Case for Property Taxation in Francophone Africa
In the context of a widespread focus on decentralisation in Africa, there has been an imperative to find suitable ways to maximise potential own revenue sources at all sub-national government levels. This need in particular and the need for greater domestic resource mobilisation by African states in general have been exacerbated by the current global financial crisis that has led many countries into recession and left developed and developing countries alike scrambling to find solutions at home. Indeed, greater domestic resource mobilisation will go a long way toward providing African countries with the means to finance their development agenda without relying excessively on external assistance.
Subnational Value-Added Taxes: Options for Georgia
This report considers the implications of levying a "subnational value-added tax in Georgia as a replacement for the state corporate income and sales tax. FRC Report 16
On the Mordell--Weil group of the elliptic curve y^2=x^3+n
We study an infinite family of Mordell curves (i.e. the elliptic curves in
the form y^2=x^3+n, n \in Z) over Q with three explicit integral points. We
show that the points are independent in certain cases. We describe how to
compute bounds of the canonical heights of the points. Using the result we show
that any pair in the three points can always be a part of a basis of the free
part of the Mordell--Weil group.Comment: 25 page
