    Pro-poor water service strategies in developing countries: promoting justice in Uganda’s urban project

    Water service to the urban poor presents challenges to political leaders, regulators and managers. We identify technology mixes of yard taps, public water points (with and without pre-paid meters) to meet alternative constraints, and reflecting populations served and investment requirements. Three investment scenarios have different implications for improving water access to over 400,000 citizens in Kampala. One component, pre-paid water meters, can promote social equity and institutional sustainability. If procedural justice is given as much weight as distributive justice in the selection of pro-poor programs, pre-paid meters (the ultimate cost recovery tool) can have a place in the investment plan. The study examines how public stand pipes (and a combination of other options) can meet both financial constraints and social objectives.     HIV/AIDS Pandemic in Africa: Trends and Challenges

    Three-quarters of the world’s AIDS population lives in Sub-Saharan Africa; most have no access to lifesaving drugs, testing facilities or even basic preventative health care. One of the major factors inhibiting medical professionals in Africa from treating this disease is the inability to access vast areas of the continent with adequately equipped medical facilities. To meet this need, Architecture for Humanity challenged the world’s architects and health care professionals to submit designs for a mobile HIV/AIDS health clinic. The pandemic is changing the demographic structure of Africa and wiping out life expectancy gains. Indeed, in many African countries, life expectancy is dropping from more than 60 years to around 45 years or even less. In this paper, we highlight the uniqueness of factors associated with HIV/AIDS pandemic in Africa and present its impact and challenges.HIV/AIDS, Africa

    Applied mathematical modelling with new parameters and applications to some real life problems

    Some Epidemic models with fractional derivatives were proved to be well-defined, well-posed and more accurate [34, 51, 116], compared to models with the conventional derivative. An Ebola epidemic model with non-linear transmission is fully analyzed. The model is expressed with the conventional time derivative with a new parameter included, which happens to be fractional (that derivative is called the derivative). We proved that the model is well-de ned and well-posed. Moreover, conditions for boundedness and dissipativity of the trajectories are established. Exploiting the generalized Routh-Hurwitz Criteria, existence and stability analysis of equilibrium points for the Ebola model are performed to show that they are strongly dependent on the non-linear transmission. In particular, conditions for existence and stability of a unique endemic equilibrium to the Ebola system are given. Numerical simulations are provided for particular expressions of the non-linear transmission, with model's parameters taking di erent values. The resulting simulations are in concordance with the usual threshold behavior. The results obtained here may be signi cant for the ght and prevention against Ebola haemorrhagic fever that has so far exterminated hundreds of families and is still a ecting many people in West-Africa and other parts of the world. The full comprehension and handling of the phenomenon of shattering, sometime happening during the process of polymer chain degradation [129, 142], remains unsolved when using the traditional evolution equations describing the degradation. This traditional model has been proved to be very hard to handle as it involves evolution of two intertwined quantities. Moreover, the explicit form of its solution is, in general, impossible to obtain. We explore the possibility of generalizing evolution equation modeling the polymer chain degradation and analyze the model with the conventional time derivative with a new parameter. We consider the general case where the breakup rate depends on the size of the chain breaking up. In the process, the alternative version of Sumudu integral transform is used to provide an explicit form of the general solution representing the evolution of polymer sizes distribution. In particular, we show that this evolution exhibits existence of complex periodic properties due to the presence of cosine and sine functions governing the solutions. Numerical simulations are performed for some particular cases and prove that the system describing the polymer chain degradation contains complex and simple harmonic poles whose e ects are given by these functions or a combination of them. This result may be crucial in the ongoing research to better handle and explain the phenomenon of shattering. Lastly, it has become a conjecture that power series like Mittag-Le er functions and their variants naturally govern solutions to most of generalized fractional evolution models such as kinetic, di usion or relaxation equations. The question is to say whether or not this is always true! Whence, three generalized evolution equations with an additional fractional parameter are solved analytically with conventional techniques. These are processes related to stationary state system, relaxation and di usion. In the analysis, we exploit the Sumudu transform to show that investigation on the stationary state system leads to results of invariability. However, unlike other models, the generalized di usion and relaxation models are proven not to be governed by Mittag-Le er functions or any of their variants, but rather by a parameterized exponential function, new in the literature, more accurate and easier to handle.     Exploiting Application Behaviors for Resilient Static Random Access Memory Arrays in the Near-Threshold Computing Regime

    Near-Threshold Computing embodies an intriguing choice for mobile processors due to the promise of superior energy efficiency, extending the battery life of these devices while reducing the peak power draw. However, process, voltage, and temperature variations cause a significantly high failure rate of Level One cache cells in the near-threshold regime a stark contrast to designs in the super-threshold regime, where fault sites are rare. This thesis work shows that faulty cells in the near-threshold regime are highly clustered in certain regions of the cache. In addition, popular mobile benchmarks are studied to investigate the impact of run-time workloads on timing faults manifestation. A technique to mitigate the run-time faults is proposed. This scheme maps frequently used data to healthy cache regions by exploiting the application cache behaviors. The results show up to 78% gain in performance over two other state-of-the-art techniques

    The relationship between decentralization and poverty reduction in Rwanda

    Includes abstract.Includes bibliographical references (leaves 122-131).Establishing clear goals for a sustainable framework of good governance and development based on increasing equality and citizen participation has been the main concern of the government of Rwanda since the 1994 genocide. This was to be achieved by implementing decentralization based on the principle of participation and empowerment of local communities through the provision of mechanisms which encourage and motivate local citizen to initiate and implement development activities based on local needs.One particular interesting initiative has been the design of new institutional arrangements for decentralization of political, fiscal and administrative institutions for the purpose of good governance and, in particular, for poverty reduction. To attain this, strategic objectives were implemented, these included: Enabling and reactivating local people to participate in initiating, making, implementing and monitoring decisions and plans that concern them taking into account their local needs. Strengthening accountability and transparency in Rwanda by making local leaders directly accountable to the communities they serve. Enhance the sensitivity and responsiveness of public administration to the local environment by placing the planning, financing, management and control of service provision at the point where services are provided. Enhancing effectiveness and efficiency in the planning, monitoring and delivery of services by reducing the burden from central government officials who are distanced from the center where needs are felt and services delivered. Developing sustainable economic planning and management capacity at local levels that will serve as the driving engine for planning, mobilization and implementation of social, political and economic development to alleviate poverty. The aim of this study is to explore the linkage between the implantation of decentralization and poverty reduction. The implementation of the policy of decentralization for the purpose of poverty reduction in Rwanda has seen mixed results

    Factors influencing the Adherence to Covid-19 Prevention Guidelines among the Elderly in Mbarara Regional Referral Hospital, Mbarara District. A Cross-sectional Study.

    Background:  This study assessed the factors influencing the adherence to Covid-19 prevention guidelines among the elderly while specifically looking at the level of adherence, the individual the social factors influencing adherence to Covid-19 prevention guidelines among the elderly in Mbarara Regional Referral Hospital, Mbarara district. Methodology: The study adopted a cross-sectional and descriptive research design with a quantitative approach where a pretested questionnaire designed based on the specific objectives was used to collect data from 194 participants following informed consent. Findings:  The majority of the respondents (61.9%) were female, those aged 60-80 years were 150 (77.3%), Catholics were 68 (35.1%), 134 (69.1%) were married and 134 (69.1%) had not attained any formal education. Also, the majority of the respondent 160 (82%) knew what adherence to Covid-19 prevention guidelines meant, 90 (56%) ever adhered to Covid-19 prevention guidelines, 149 (77%) did not adhere to all Covid-19 prevention guidelines and 115 (59.3%) were always with their friends and relatives. Additionally, most of the respondents (46.2%) perceived Covid-19 as a disease for the white people, (68.0%) with chronic diseases were adherent, history of being infected with Covid-19 influenced adherence (52%), and having enough knowledge was associated with good adherence (60.3%).  Conclusion:  The study, therefore, concluded that the level of adherence to Covid-19 prevention guidelines among the elderly was low majorly due to high-risk perception of contracting Covid-19, dissatisfaction with Covid-19 prevention guidelines, use of medicinal plants for treating Covid-19 related symptoms, area of residence and living in a homestead with many occupants.  Recommendation:  The study recommends that the country’s Ministry of Health, through its decentralized systems, should use health workers to sensitize the public on COVID-19 through various fora, including community outreach since the population is more likely to trust information from health workers and any other trusted source leading to high adherence
