    Presidential Election Laws and Multipartism in Latin America

    This article examines the interaction between the rules governing presidential elections and multipartism in Latin America. Data from 16 Latin American systems are examined through the use of a multivariate model to gain an understanding of the independent impact of presidential electoral formula (plurality vs. majority), the timing of presidential and legislative elections (concurrent vs. nonconcurrent) and legislative district magnitude on legislative multipartism, and by extension, on the number of relevant political parties operating in the nation. The findings demonstrate the strong and significant impact which formula and timing have on multipartism. They also point to the importance of examining the interaction between elections for different constituent institutions.     Deconstructing Mediation: A Case Study of the Cod Wars

    In this study, I explore the mediation techniques used by an international organization (IO) to settle an international crisis. Specifically, I have focused on the use of formal and informal techniques with a case study of the North Atlantic Treaty Organization's (NATO) mediation during the Cod Wars between Iceland and the United Kingdom. My analysis indicates that a combination of both formal and informal mediation techniques was instrumental in resolving the Cod Wars conflict. Further research would clarify whether this finding can be generalized to other cases of NATO mediation and interventions of third parties in addition to NATO

    Inter Governmental Organizations and the Kantian Peace: A Network Perspective

    The authors use network analysis to argue that the main contribution of intergovernmental organizations (IGOs) to international stability is not necessarily their direct and individual impact, because generally IGOs are institutionally weak. Rather, membership of IGOs creates network ties between states, allowing them, either individually or collectively, to intervene more effectively in latent conflicts. The IGO network also provides direct and indirect communication channels, where indirect links can act as partial substitutes for direct diplomatic ties. Empirically, the authors apply these ideas to the extensive network of international linkages created in the post?World War II period. They demonstrate that indirect links do indeed matter and that they substitute for more direct diplomatic ties. Furthermore, these effects are not limited to ties created by IGOs with specific security functions

    THE POLITICAL ECONOMY OF BUDGET DEFICITS

    In Leachman et al. (2005) we use the multicointegration approach to test for sustainable fiscal budgeting processes in a stochastic setting in 15 industrialized countries. In this paper, we extend the analysis in order to rank these same countries as well as an additional three, according to the degree to which their budget processes are sustainable. Rankings are related to theories regarding the political economy of budget deficits. Evidence clearly indicates that fiscal performance is better where fiscal budgeting institutions are strong. Additionally, we find that in conjunction with fiscal strength, greater degrees of federalism positively affect intertemporal budget management. Copyright 2007 Blackwell Publishing Ltd..
