    Virtual form of education in lifelong learning - chance for the country

    The availability of education, including lifelong learning, is one of the value measures of quality of life in advanced countries. However, there are still significant differences between a township and a rural region. Centres of education are mainly situated in big cities; smaller municipalities are separated from these centres by tens or hundreds of kilometers (according to the conditions of the Czech Republic). While educating young people, it is usually accepted that they commute towards education; there is a whole range of social and cultural aspects; and above all, they have time for that - it is their main “working†load. The opposite situation is the case in lifelong learning, which is conducted in parallel with full-time employment but is necessary for effective and competitive performing of the employment. For participants of lifelong learning it is impossible to commute big distances; their working load does not allow it. Thus, those forms, in which so called „education which goes to the studentsâ€, are chosen. ICT brings an enormous opportunity to bring education closer to the rural regions. A text form of e-learning is practically already standard; but a voice and image broadcast give us inexhaustible possibilities of usage.     One of base building stones of eGovernment development in the Czech Republic is so called Data boxes which were introduced to unify communication and to increase efficiency in public administration. The aim of a study carried out by the Department of Information Technologies was to analyze the implementation procedure and to use data boxes. The questioning took place in December 2009, i.e. c.6 weeks after introduction of duty to use a data box. Obtained results are important above all because the development process of eGovernment still does not end.     Atomistic models of hydrogenated amorphous silicon nitride from first principles

    We present a theoretical study of hydrogenated amorphous silicon nitride (a-SiNx:H), with equal concentrations of Si and N atoms (x=1), for two considerably different densities (2.0 and 3.0 g/cm3). Densities and hydrogen concentration were chosen according to experimental data. Using first-principles molecular-dynamics within density-functional theory the models were generated by cooling from the liquid. Where both models have a short-range order resembling that of crystalline Si3N4 because of their different densities and hydrogen concentrations they show marked differences at longer length scales. The low-density nitride forms a percolating network of voids with the internal surfaces passivated by hydrogen. Although some voids are still present for the high-density nitride, this material has a much denser and uniform space filling. The structure factors reveal some tendency for the nonstoichiometric high-density nitride to phase separate into nitrogen rich and poor areas. For our slowest cooling rate (0.023 K/fs) we obtain models with a modest number of defect states, where the low (high) density nitride favors undercoordinated (overcoordinated) defects. Analysis of the structural defects and electronic density of states shows that there is no direct one-to-one correspondence between the structural defects and states in the gap. There are several structural defects that do not contribute to in-gap states and there are in-gap states that do only have little to no contributions from (atoms in) structural defects. Finally an estimation of the size and cooling rate effects on the amorphous network is reported.

    The present paper deals with the creation of maps for the sake of a special map portal using the database of eco farms in the Czech Republic. The map output is being developed and implemented within the framework of the Research Program in mutual cooperation of the Department of Information Technologies, Information and Consulting Centre, other departments of the Faculty of Economics and Management CULS Prague with external partners, especially with the Ministry of Agriculture (Environment and Ecological Agriculture Section, Department of Ecological Agriculture) and the Institute of Agricultural Economics and Information (UZEI) - Division of Agro-environmental Policy in Brno. The maps are visualized by means of MPPR 1.0 system and have been processed – in the pilot stage - for the South Bohemian Region eco farms. The results represent initial data from 2009 (as at 31st December 2009) that have been processed, verified and complemented in the course of 2010

    The present paper brings the outcomes of the second stage of a complex AGRIS web portal upgrade (technological, functional, content and design upgrade) called Agris 5.0. The Agris 5.0 version is recently being tested and will be launched in January 2012 on http://www.agris.cz. Agris 5.0 is built and runs on Microsoft technologies (MS Windows Server 2008, MS IIS 7 web server, MS SQL Server 2008 Enterprise Edition, SP2) using the Model-View-Controller (MVC) SW architectural pattern version 3, .NET framework 4, programming language C#, Razor template system, XML and XHTML 1.1 markup languages, CSS 2.1 styles and JavaScript encoding with the jQuery framework.     Organic farms in the Czech Republic – Map Portal presentation opportunities

    The paper is aimed at presenting the map portal of organic farms in the Czech Republic. The pilot project is concerned with the South Bohemia Region. Extensive map data and resources are displayed by means of a purpose-developed universal software solution called Regional Development Map Portal (RDMP) version 1.0. The database was generated and updated on the basis of detailed content validation and strives for maximum accuracy of map object location. The software solution – apart from supporting all standard functions – represents qualitatively a brand new perspective of map data creation and entails many original elements and functionalities

    Diffusive gradients in thin films technique provide robust prediction of metal bioavailability and toxicity in estuarine sediments

    Many sediment quality assessment frameworks incorporate contaminant bioavailability as a critical factor regulating toxicity in aquatic ecosystems. However, current approaches do not always adequately predict metal bioavailability to organisms living in the oxidised sediment surface layers. The deployment of the diffusive gradients in thin films (DGT) probes in sediments allows labile metals present in pore waters and weakly-bound to the particulate phase to be assessed in a time-integrated manner in situ. In this study, relationships between DGT-labile metal fluxes within 5 mm of the sediment-water interface and lethal and sub-lethal effects to the amphipod Melita plumulosa were assessed in a range of contaminated estuarine sediments during 10-day laboratory-based bioassays. To account for differing toxicities of metals, DGT fluxes were normalised to water (WQG) or sediment quality guidelines or toxicity thresholds specific for the amphipod. The better dose-response relationships appeared to be the one based on WQG-normalized DGT fluxes, which successfully predicted toxicity despite the wide range of metals and large variations in sediment properties. The study indicated that the labile fraction of metals measured by DGT is useful for predicting metal toxicity to benthic invertebrates, supporting the applicability of this technique as a rapid monitoring tool for sediments quality assessments

    Band Offsets at the Interface Between Crystalline and Amorphous Silicon from First Principles

    The band offsets between crystalline and hydrogenated amorphous silicon (a−Si∶H) are key parameters governing the charge transport in modern silicon heterojunction solar cells. They are an important input for macroscopic simulators that are used to further optimize the solar cell. Past experimental studies, using x-ray photoelectron spectroscopy (XPS) and capacitance-voltage measurements, have yielded conflicting results on the band offset. Here, we present a computational study on the band offsets. It is based on atomistic models and density-functional theory (DFT). The amorphous part of the interface is obtained by relatively long DFT first-principles molecular-dynamics runs at an elevated temperature on 30 statistically independent samples. In order to obtain a realistic conduction-band position the electronic structure of the interface is calculated with a hybrid functional. We find a slight asymmetry in the band offsets, where the offset in the valence band (0.29 eV) is larger than in the conduction band (0.17 eV). Our results are in agreement with the latest XPS measurements that report a valence-band offset of 0.3 eV [M. Liebhaber et al., Appl. Phys. Lett. 106, 031601 (2015)]
