Early Head Start Participants, Programs, Families, and Staff in 2005

This fact sheet reviews the 2005 Program Information Reports (PIR) data for the Early Head Start program, which serves children under age 3 and pregnant women. In 2005, Early Head Start continued to provide vital services to a diverse group of low-income children and families, most of which included at least one working parent. Most children received medical, dental, and disability screenings and follow-up services when necessary. Families also accessed services at high rates; 80 percent of families accessed at least one social service. However, just 2.5 percent of eligible children receive Early Head Start services

A converse to a theorem of Oka and Sakamoto for complex line arrangements

Let C_1 and C_2 be algebraic plane curves in the complex plane such that the curves intersect in d_1\cdot d_2 points where d_1,d_2 are the degrees of the curves respectively. Oka and Sakamoto proved that the fundamental group of the complement of C_1 \cup C_2 is isomorphic to the direct of product of the fundamental group of the complement of C_1 and the fundamental group of the complement of C_2. In this paper we prove the converse of Oka and Sakamoto's result for line arrangements. Let A_1 and A_2 be non-empty arrangements of lines in complex plane such that the fundamental group of the complement of A_1 \cup A_2 is isomorphic to the direct product of the complements of the arrangements A_1 and A_2. Then, the intersection of A_1 and A_2 consists of |A_1| \cdot |A_2| points of multiplicity two.Comment: 15 pages, 3 figure

Multiplicative Invariants of Root Lattices

We describe the multiplicative invariant algebras of the root lattices of all irreducible root systems under the action of the Weyl group. In each case, a finite system of fundamental invariants is determined and the class group of the invariant algebra is calculated. In some cases, a presentation and a Hironaka decomposition of the invariant algebra is given

The Western Pacific Fishery Information Network: A Fisheries Information System

The Western Pacific Fishery Information Network (WPACFlN) is an intergovernmental agency cooperative program sponsored by the National Marine Fisheries Service (NMFS) to help participating island fisheries agencies carry out data collection, analysis, reporting programs, and data management activities to better support fisheries management under the Magnuson Fishery Conservation and Management Act; and to help meet local fisheries information and management needs. The WPACFlN is the central source of information for Federal fisheries management of most fisheries in American Samoa, Guam, and the Northern Mariana Islands, and it plays an important role in acquiring fisheries data in Hawaii.
