E-KNOWLEDGE FOR SUPPORTING STRATEGIC DECISION MAKING PROCESS AT REGIONAL LEVEL

The paper approaches a subject of great novelty in knowledge-based society related to regional strategic decision making. This work and the innovative solutions introduced represent the results of a Romanian research project: “Regional Knowledge Management Architecture for the Regional Sustainable Strategy Development” (KnowHowReg), funded by the National Council for Higher Education and Research, Programme Ideas (code: 896, contract number: 383/2007). The research emphasizes the necessity of increasing the vitality of the local knowledge poles, by intensive use of scientific knowledge generated in the academic and research environment for a better fundament of the strategic decision making process at the regional level. The solution proposed, based on web 2.0 technologies, integrates e-Knowledge and e-Consultation tools in a regional portal, facilitating the bottom-up decision-making processes related to the regional strategy design and implementation. Trade Unions - Government: A Relationship in Crisis. The Romanian Case of a Double Dismissal

The transition process pursued since 1989 by Eastern European countries also entails the transformation of the role of trade unions from an institution designed to maintain control over the workforce and to provide different social benefits towards an organization authorized to fight for labour rights, better working conditions and higher wages. The present study examines the path taken by Romanian trade unions, observing their successes and failures and tries to explain why the Romanian labour movement finds itself in a weak position nowadays. On one hand, this situation is explained bythe actions of trade unions? leaders who placed their private interests above the interests of those they represent, and on the other hand, it is due to the government?s stance which promotes companies' needs at the expense of the workforce

A Distortion Input Parameter in Image Denoising Algorithms with Wavelets

The problem of image denoising based on wavelets is considered. The paper proposes an image denoising method by imposing a distortion input parameter instead of threshold. The method has two algorithms. The first one is running off line and it is applied to the prototype of the image class and it building a specific dependency, linear or nonlinear, between the final desired distortion and the necessary probability of the details coefficients. The next algorithm, is directly applying the denoising with a threshold computed from the previous step. The threshold is estimated by using the probability density function of the details coefficients and by imposing the probability of the coefficients which will be kept. The obtained results are at the same quality level with other well known methods

Statistical Data Regarding the European Higher Education Space in Romania

AbstractThe overall education system and especially the higher education one, is a main component of the social system, being subordinated and integrated within the structure of the society. In this perspective, the higher education system in Romania, due to the accession in EU, is no longer just depending on the internal structure and national inputs, but is also influenced by external impulses and social policies. In this context, the paper aims at presenting the evolution of the Romanian higher education system within the European Higher Education Space. Education system, perceived as a whole, refers fundamentally to the institutional form of the education, including all the stakeholders involved or interested in education. Taking into the consideration the main features of the education system, such as its national, historical, political and strategic characteristics, the development of the education system represents a priority for the socio-economic progress. Furthermore, the education system evolves in relation to the economic and cultural specific context of each country. In this regard, there are common features and also differences among the educational systems within the European Space, which are related to socio-economic and cultural conditions of each country
