Brazilian Congress structural balance analysis
In this work, we study the behavior of Brazilian politicians and political
parties with the help of clustering algorithms for signed social networks. For
this purpose, we extract and analyze a collection of signed networks
representing voting sessions of the lower house of Brazilian National Congress.
We process all available voting data for the period between 2011 and 2016, by
considering voting similarities between members of the Congress to define
weighted signed links. The solutions obtained by solving Correlation Clustering
(CC) problems are the basis for investigating deputies voting networks as well
as questions about loyalty, leadership, coalitions, political crisis, and
social phenomena such as mediation and polarization.Comment: 27 pages, 15 tables, 6 figures; entire article was revised, new

Length-weight relationships of marine fishes from the central Brazilian coast
Parameters of the length-weight relationship are presented for 85 fish species from the marine and estuarine regions of the central Brazilian coast (latitude 13° to 23° S). Three different methods were used. A non-linear iterative process using the quasi-Newton algorithm yielded a better fit for all data sets analyzed. The length-weight allometry coefficient b estimated from standard length data tended to be lower than from total length data. The difference between these estimates was significant for some species

Post legal positivism: new paradigm of legal science (jurisprudence) and practice in Brazil
The relation between law, moral, society and science is shifting in Brazil as it is changing in democratic contemporary societies. This paper proposes to reflect about this change in the Brazilian legal and social context. Jurisprudence and legal practice have been transformed intensively after the Brazilian redemocratization that began in 1985 and Federal Constitution of 1988. In the field of Jurisprudence (Legal Theory), a new legal theory called post-positivism progressively has been overcoming legal critical studies and legal positivism. In recent years, ideas as any moral values can be improved by law (positivism) or law is one of many oppressive institutions in capitalist society (legal critical studies – Marxism) have been losing place in legal theory. Nowadays, when Brazilian Constitution implements just society and legal system, different from the authoritarian military regime (1964 – 1985), it is difficult to work with a complete relativistic idea of law (positivism) or difficult to accept that law is necessarily oppressive in capitalistic societies. Otherwise the idea of science in law at post-positivistic point of view try to overcome in a dialectic way a pure science methodology (normativistic positivism) and the complete political and economic studies of law (critical legal studies – Marxism). After that, the text will show that Brazilian legal practice have changed intensively after post positivistic methodology of law and will reflect about same dilemmas of post-positivism in Brazil in the legal theory and practice
A study on exponential-size neighborhoods for the bin packing problem with conflicts
We propose an iterated local search based on several classes of local and
large neighborhoods for the bin packing problem with conflicts. This problem,
which combines the characteristics of both bin packing and vertex coloring,
arises in various application contexts such as logistics and transportation,
timetabling, and resource allocation for cloud computing. We introduce
evaluation procedures for classical local-search moves, polynomial variants of
ejection chains and assignment neighborhoods, an adaptive set covering-based
neighborhood, and finally a controlled use of 0-cost moves to further diversify
the search. The overall method produces solutions of good quality on the
classical benchmark instances and scales very well with an increase of problem
size. Extensive computational experiments are conducted to measure the
respective contribution of each proposed neighborhood. In particular, the
0-cost moves and the large neighborhood based on set covering contribute very
significantly to the search. Several research perspectives are open in relation
to possible hybridizations with other state-of-the-art mathematical programming
heuristics for this problem.Comment: 26 pages, 8 figure
