Beruf: Verleger. Zur Rolle des Zeitungsherausgebers im Zeitalter des Internets

Wozu braucht die Gesellschaft noch Verleger beziehungsweise Menschen, die bisher von Verlegern ausgeführte Funktionen erfüllen? Das Zeitungsgeschäft verlangt professionelles Management, das von der Idylle des Verlegers, der Leitartikel schreibt und die Kasse führt, weit entfernt ist. Haben Verleger dort eine Chance, wo eine scheinbar unerschöpfliche Informationsfülle jedermann offensteht, ohne dass Geld dafür verlangt wird? Was haben Verleger in einer dem Internet ergebenen Gesellschaft zu tun, in der jedermann, jede Gemeinde, jede Partei, jedes Unternehmen selbst in eine globale Umlaufbahn stellt, was dem Absender mitteilenswert erscheint, ohne dass es ihn kümmert, für wen es wichtig sein könnte? Der Autor geht diesen Fragen in drei Richtungen nach: erstens in einem persönlichen Rückblick auf seine Begegnungen und Erfahrungen mit Verlegern; zweitens mit dem Blick auf das Berufsbild Verleger und seine rechtlichen Grundlagen; drittens mit Thesen über die publizistischen Funktionen, die auch künftig in der Gesellschaft erfüllt werden sollten. EnglishClaus Detjen: The professional publisher. About the role of the newspaper publisher in the internet age Why does society still need publishers or the people who till now have carried out the functions that publishers performed? The newspaper business requires professional management, which is far removed from the idyll of the publisher, who used to write the editorials and also administered the budget. Do publishers still have a chance when a seemingly inexhaustible amount of information is available to everyone without charge? What can a publisher do in a society devoted to the Internet, in which everyone, every community, every party and every company places itself and whatever it feels needs to be communicated into a global orbit, irrespective of whether it might be important to anyone? The author explores these questions in three directions: firstly, in a personal account of his encounters and experiences with publishers, secondly with a view of the professional publisher and its legal basis and thirdly, with options concerning those journalistic functions which should be fulfilled in society in the future. His contribution focuses thereby on the profession of the newspaper publisher.

The Union and Médecins Sans Frontières approach to operational research.

Operational research (OR) has become a hot topic at national meetings, international conferences and donor fora. The International Union Against Tuberculosis and Lung Disease (The Union) and Médecins Sans Frontières (MSF) Operational Centre Brussels strongly promote and implement OR with colleagues in low- and middle-income countries. Here we describe how the two organisations define OR, and explain the guiding principles and methodology that underpin the strategy for developing and expanding OR in those countries. We articulate The Union's and MSF's approach to supporting OR, highlighting the main synergies and differences. Then, using the Malawi National Tuberculosis Control Programme as an example, we show how OR can be embedded within tuberculosis control activities, leading to changes in policy and practice at the national level. We discuss the difficult, yet vitally important, issue of capacity building, and share our vision of a new paradigm of product-related training and performance-based OR fellowships as two ways of developing the necessary skills at country level to ensure research is actually performed. Finally, we highlight the need to consider and incorporate into practice the ethical components of OR. This is a key moment to be involved in OR. We are confident that in partnership with interested stakeholders, including the World Health Organization, we can stimulate the implementation of quality, relevant OR as an integral part of health service delivery that in turn will lead to better health for people, particularly for those living in the poorer parts of the world
