    State Fiscal Impact of the Succeed Scholarship Program 2016-2017

    This report will address the fiscal impact of the SSP for the 2016-17 school year, the first year the program is available for students. As of February 2017 there were 22 students from 13 districts using the program to attend one of the 17 accredited private schools currently participating in the program. For 20 of the students we know which public school district he/she attended in 2015-16. All students must be attending a public school, relocating from out of state, or be members of an active duty military family in order to participate in the program. To estimate the fiscal effect of the program we compare the additional funding the local district would have received from the state if the SSP did not exist and compare it to the tuition cost covered thru the SSP. The difference is the net fiscal effect on the state

    Squeezing the Public School Districts: The Fiscal Effect of Eliminating the Louisiana Scholarship Program on State Education Expenditures

    Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. For each district, we compare the additional costs incurred to the additional funding received from the state. We conclude that the overall fiscal impact on districts will be negative; in other words, the overall additional variable costs incurred by the districts will be greater than the overall additional funding provided to the districts. In fact, we find that only 2 to 7 of the 69 school districts would benefit from the elimination of the program. For the affected districts, the average outcome would be a financial loss of about $1,500 per returning voucher student in 2016. In each scenario, we find that over 80% of student transfers would result in a financial loss for the local district. While we have framed this discussion in terms of the elimination of the LSP, the same analysis would be applicable to any situation that causes students to move from private schools to public schools in Louisiana, including the current funding cap which may force some current LSP students out of the program and has already generated a waitlist of over 400 students for next year

    Lab-scale Reproduction of Siloxane Foam Synthesis

    Evonik has a synthesis reaction to create siloxane-based foam for sale that they run in their Hopewell plant. They would like to utilize a bench scale reactor system for experimentation on the process. The problem is that the foam created on the lab scale does not show the same properties as the foam created on the plant scale and to run experiments accurately they would have to use the plant reactor, wasting both reactor time and plant resources. Evonik wanted the Senior Design team to find a way of recreating the conditions of the plant reactor on the lab scale so that experiments could be run in a way that eliminates waste and gives accurate data. The final direction of the project was to provide a 1 Liter jacketed glass reactor and an outline for a recirculation bath that would mimic the heating profile of the plant reactor as closely as possible, as well as a way to provide a comparable agitation profile to the plant scale. To facilitate the agitation profile, an equation was found to relate the size and speed of both the lab and plant impellers. In addition, a quantitative method of measuring “good” and “bad” quality of the product was discovered in UV-Vis Spectroscopy, which allows Evonik to instantly test the liquid product without having to “foam up” the product and test qualitatively.https://scholarscompass.vcu.edu/capstone/1157/thumbnail.jp

    Buffet characteristics of the F-8 supercritical wing airplane

    The buffet characteristics of the F-8 supercritical wing airplane were investigated. Wing structural response was used to determine the buffet characteristics of the wing and these characteristics are compared with wind tunnel model data and the wing flow characteristics at transonic speeds. The wingtip accelerometer was used to determine the buffet onset boundary and to measure the buffet intensity characteristics of the airplane. The effects of moderate trailing edge flap deflections on the buffet onset boundary are presented. The supercritical wing flow characteristics were determined from wind tunnel and flight static pressure measurements and from a dynamic pressure sensor mounted on the flight test airplane in the vicinity of the shock wave that formed on the upper surface of the wing at transonic speeds. The comparison of the airplane's structural response data to the supercritical flow characteristics includes the effects of a leading edge vortex generator

    Defect behavior in electron-irradiated boron- and gallium-doped silicon

    Production and anneal of defects in electron-irradiated, float-zone silicon solar cells were studied by DLTS. In boron- and gallium-doped, n+-p cells, dominant defects were due to the divacancy, carbon interstitial, and carbon complex. Results suggest that the DLTS peak normally ascribed to carbon complexes also involves gallium. For gallium- and, to a lesser extent, boron-doped samples, damaged lifetime shows substantial recovery only when the carbon-complex peak has annealed out at 400 C. In boron-doped, n+-p-p+ cells, a minority carrier trap (E1) was also observed by DLTS in cells with a boron p+, but not in those with an aluminum p+ back. A level at Ev + 0.31 eV appeared upon 150 C annealing (E1 out) in both p+ back types of samples

    Thermal-structural test facilities at NASA Dryden

    The National Aero-Space Plane (NASP) has renewed interest in hypersonic flight and hot-structures technology development for both the airframe and engine. The NASA Dryden Thermostructures Research Facility is a unique national facility that was designed to conduct thermal-mechanical tests on aircraft and aircraft components by simulating the flight thermal environment in the laboratory. The layout of the facility is presented, which includes descriptions of the high-bay test area, the instrumentation laboratories, the mechanical loading systems, and the state-of-the-art closed-loop thermal control system. The hot-structures test capability of the facility is emphasized by the Mach-3 thermal simulation conducted on the YF-12 airplane. The Liquid-Hydrogen Structural Test Facility, which is presently in the design phase, will provide the capability of thermally testing structures containing hydrogen

    Examining the ‘Cosmetics Placebo Effect’

    Previous studies have found a positive effect of cosmetics on certain behavioral measures, such as the tip given to waitresses by male patrons. These studies have employed confederates who usually wear cosmetics. We therefore sought to examine whether the positive effect found in these studies could, in part, be explained by a change in behavior. In order to test the possibility of a ‘cosmetics placebo effect’, we employed a confederate to solicit donations from passersby. On some days our confederate would not have any cosmetics applied to her face (i.e., no cosmetics condition), on some days cosmetics were pretended to be applied to her face (i.e., placebo cosmetics condition), and on other days cosmetics were actually applied to her face (i.e., cosmetics condition). In line with previous research, we found that across conditions men donated significantly more than women to our female solicitor, providing support for the ‘showoff hypothesis’, in which male generosity serves as a mating tactic. When investigating men’s donations in more detail, we found that the highest percentage of donations came in the cosmetics condition, followed by the placebo cosmetics condition, and then by no cosmetics condition. The effect of condition on donation rates, however, was not statistically significant. Our study was limited to one solicitor and one dependent variable (i.e., percentage of people approached who donated) and therefore future research would benefit from using more confederates as well as examining other behavioral measures. Given the influence of cosmetics use on so many real-world outcomes, we believe that further exploration into a possible ‘cosmetics placebo effect’ would be valuable

    Flight-Measured Aerodynamic Loads on a 0.92 Aspect Ratio Lifting Surface

    Ventral fin loads, expressed as normal force coefficients, bending moment coefficients, and torque coefficients, were measured during flight tests of a YF-12A airplane. Because of the proximity of the ventral fin to the ailerons, the aerodynamic loads presented were the result of both sideslip loads and aileron crossflow loads. Aerodynamic data obtained from strain gage loads instrumentation and some flight pressure measurements are presented for several Mach numbers ranging from 0.70 to 2.00. Selected wind tunnel data and results of linear theoretical aerodynamic calculations are presented for comparison
