EMU and Accession Countries: Fuzzy Cluster Analysis of Membership

This paper estimates the readiness of the Accession Countries of Central and East Europe for EMU or for unilateral euroisation using a fuzzy clustering algorithm. The variables to which the algorithm is applied are suggested alternately by the criteria in the Maastricht Treaty (nominal convergence) and by Optimum Currency Area theory (real convergence). The algorithm reveals that Estonia and Slovenia are the leaders in both nominal and real convergence, whereas the other countries from the 1998 Accession Wave have achieved substantial results only in real convergence. Moreover, Poland is excluded from the leading group in the most recent years due to its worsened economic performance.

НАЦІОНАЛЬНИЙ ЧИННИК У ФОРМУВАННІ ПРАВОСЛАВНОЇ ІДЕНТИЧНОСТІ В СУЧАСНОМУ УКРАЇНСЬКОМУ СУСПІЛЬСТВІ. (National factor in the formation of orthodox identity in contemporary ukrainian society.)

У статті з’ясовується співвідношення конфесійного і національного чинників у контексті формування православної ідентичності в сучасному українському суспільстві. Релігійна складова православної ідентичності, яка виявляється в особистому самовизначенні людини щодо Бога, постає світоглядною основою конфесійної ідентичності. Сучасні процеси конфесійної ідентифікації значної кількості українців характеризуються етнокультурними рисами, оскільки хрещення за православним обрядом та дотримання традицій в рамках національної культури зумовлюють відчуття духовної спорідненості з церквою. (The article reveals the correlation of confessional and national factors in the context of the formation of Orthodox identity in contemporary Ukrainian society. The religious component of Orthodox identity, manifested in the personal self-determination of man in relation to God, appears the ideological basis of confessional identity. Modern processes confessional identification of a significant number of Ukrainians are characterized by ethnic and cultural traits, as baptism in the Orthodox Church and the traditions of national culture contribute to a feeling of spiritual kinship with the Church. The basis of the Orthodox self-identification often is not the confession of faith, not the adoption of the Orthodox way of life, but the recognition of Orthodoxy as a cultural tradition, historically established in the country. Sociological research shows a significant number of believers who declare belonging to the Orthodox Church, but the national-cultural component dominates over the confessional in their confessional self-determination. Identifying themselves with cultural tradition, this category of Orthodox believers declares civil or, more precisely, national and state identity. That is, the recognition of belonging to a culture means actualization of the national identity of the civilian type. The civilian component of the Orthodox identity can prevail over religious or do without him that is observed in recent times. In this context churching – Orthodox form of religious socialization in the Church community through the development of religious practices and the adoption of the identity of a member of a particular Church appears as a process of acquisition of not only religious but also civil identity. The sacral core of Orthodox identity are spiritual needs and own experience of faith, but the outer shell of this identity, coupled with cultural symbols and practices, adapting this experience in the social world. Churching involves enforcement of normative religious practice, compliance with the morality of the person, his way of thinking and acting Orthodox ideals.

НАУКОВО-ОСВІТЯНСЬКЕ ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОГО РОЗВИТКУ СЕЛА (THE SCIENTIFIC AND EDUCATIONAL ENSURING OF ECONOMIC DEVELOPMENT OF THE VILLAGE)

У статті розкрито роль наукового та освітянського забезпечення розвитку вітчизняної аграрної галузі, проаналізовано діяльність українських наукових і освітянських аграрних установ, виявлено чинники, які гальмують діяльність сільськогосподарського сектору, досліджено закордонний досвід та розроблено пропозицій для забезпечення економічного розвитку села через посилення уваги держави та регіонів до аграрної науки і освіти. (In the article the role of scientific and educational security of development of domestic agricultural sector is revealed, the activity Ukrainian scientific and educational agricultural institutions is analyzed, factors that apply the brake the activity of the agricultural sector are revealed, the foreign research is investigated and proposals for economic development of rural areas through increased attention of state and regions to agricultural science and education are developed.

Інвестиційні переваги економіки України (Investment advantages of Ukraine economy)

У статті обґрунтовано необхідність залучення додаткових інвестиційних ресурсів в економіку України. Розкрито інвестиційні переваги національної економіки, які містять: дешеві високопродуктивні земельні ресурси, значні запаси мінеральних, водних та лісових ресурсів, наявність наукових установ, які мають досвід розробки та освоєння високих технологій у різних галузях, близькість азіатських та африканських ринків збуту готової продук- ції, розвинуту транспортну інфраструктуру, високий кваліфікаційний рівень та дешевизну робочих кадрів. Запропоновано заходи для залучення додаткових інвестиційних ресурсів в економіку України. (In the article substantiates the necessity of attracting additional investment resources to the economy of Ukraine. Reveals the investment benefits the national economy, including: cheap fertile land, significant reserves of mineral, water and forest resources, availability of research institutions with experience design and development of high technologies in various fields, proximity of the Asian and African markets of finished products, a developed transport infrastructure, high level of qualification and a low cost of the workforce. Proposed the measures to attract additional investment resources to the economy of Ukraine.

ПОВСЯКДЕННІ ПРАКТИКИ СУЧАСНОГО УКРАЇНСЬКОГО ПРАВОСЛАВ’Я: НА ПЕРЕХРЕСТІ ЦЕРКОВНОГО І НАРОДНОГО ДИСКУРСІВ. (Everyday practices of modern Ukrainian orthodoxy: on intersection of clerical and popular discourses).

Стаття присвячена дослідженню дихотомії «офіційне – народне» в повсякденних практиках сучасного українського православ’я. Аналізується поле взаємодії релігійних дискурсів народного та офіційного православ’я в повсякденних практиках. В рамках етноконфесійного комплексу ілюструються точки перетину мирського й клерикального дискурсів на прикладі шанування чудотворних ікон, поклоніння святим, паломництва, участі в православних яр марках-виставках. (The article deals with the studying of dichotomy «official – popular» in everyday practices of modern Ukrainian Orthodoxy. It is also analyzed the sphere of interaction of religious discourses of popular and official Orthodoxy in everyday practices. Within ethno–confessional complex there are illustrated points of intersection of temporal and clerical discourses at the example of reverence of miraculous images, worshipping of the holy, pilgrimage, participating in orthodox fairs-exhibitions)

Наслідки нестабільної монетарної політики національного банку України (Сonsequences of the unstable monetary policy of the national bank of Ukraine)

У статті розкрито, що монетарна політика відіграє ключову роль у забезпеченні динамічного розвитку національної економіки. Показано, що дії Національного банку України впродовж останнього десятиліття, які носять нестабільний характер, є однією з причин глибини фінансово-економічної кризи в Україні. Обґрунтовано, що для забезпечення стабільного розвитку національної економіки та не допущення неконтрольованого зростання інфляції, НБУ необхідно, шляхом зниження облікової ставки та виважену монетарну політику, зробити кредитні ресурси доступними для вітчизняних товаровиробників та населення. (The article revealed that monetary policy plays a key role in the dynamic development of the national economy. It is shown, that the actions of the National Bank of Ukraine in the last decade, which are unstable, is one of the reasonsn the depths of the financial and economic crisis in Ukraine. Proved that to ensure stable development of the national economy and preventing of uncontrolled inflation, the National Bank should, by reducing the discount rate and a balanced monetary policy, make lending resources available to domestic producers and the population.

НАПРЯМИ ІННОВАЦІЙНОГО ОНОВЛЕННЯ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ. (DIRECTIONS OF INNOVATION UPDATE OF NATIONAL ECONOMY).

У статті досліджується динаміка фінансування в Україні наукових та науково-технічних розробок і впровадження інноваційних проектів, оцінюється роль у фінансуванні інновацій підприємств, держави та місцевих органів влади, а також ефективність державної політики сприяння науковим дослідженням та впровадженню інноваційних проектів, обґрунтовуються напрями, реалізація яких дозволить забезпечити інноваційне оновлення національної економіки та вихід країни з кризи. (In this article the dynamics of financing in Ukraine scientific and technical development and implementation of innovative projects is researched, role in financing innovation enterprises, state and local governments, as well as the effectiveness of government policies promoting research and implementation of innovative projects is evaluated, directions, implementation of which will ensure innovation renewal of the national economy and the exit a country from the crisis is grounded.

ВПЛИВ ЗМІН У ПРОМИСЛОВОМУ КОМПЛЕКСІ НА РОЗВИТОК ЕКОНОМІКИ УКРАЇНИ. (EFFECT OF CHANGES IN THE INDUSTRIAL COMPLEX ON THE ECONOMY UKRAINE.)

У статті досліджено погляди відомих вітчизняних вчених на роль промисловості та сфери послуг у розвитку національної економіки; проведено аналіз структурних змін, які відбулися в національному господарстві в останні десятиліття, та їх впливу на розвиток економіки України; обґрунтовано, що на нинішньому етапі динамічний розвиток економіки значно залежить від функціонування сфери послуг та інформаційних технологій, однак, базою для їх використання є високотехнологічний промисловий комплекс країни; розроблено пропозиції для удосконалення промислової політики України. (In the article the looks of the famous local scientists on the role of industry and service sectors in development the national economic are researched; the analysis of the structural changes that have taken place in the national economy in recent decades, and their impact on the economy of Ukraine is held; it is proved, that at the current stage, dynamic development of the economy largely depends from operation of sphere of services and of information technology, however, the basis for their use is a high-tech industrial complex; the suggestions for improvement of Industrial Policy of Ukraine are developed.

ЕТНОКОНФЕСІЙНИЙ СИНКРЕТИЗМ У ПОВСЯКДЕННІЙ МЕНТАЛЬНОСТІ ПРАВОСЛАВНИХ УКРАЇНЦІВ (Ethnic and religious syncretism in everyday mentality of Оrthodox Ukrainians)

Стаття присвячена дослідженню ментального зрізу повсякденності як багаторівневої системи, з’ясуванню особливостей виявів повсякденної ментальності українських носіїв православної свідомості. Виявляються особливості взаємодії етнічного та конфесійного чинників у повсякденній ментальності, аналізується ментальність як підгрунтя ідентичності спільноти та ідентифікації віруючої особистості на основі конфесійної компоненти і архетипічних виявів ментальності в міфології та фольклорі. (The article investigated the mental section of everyday life as multi-level system, clarified manifestations of everyday mentality in the religious consciousness of the Ukrainian carriers of orthodox consciousness. Features of the interaction of ethnic and religious factors in everyday mentality were shown, mentality was analyzed as the basis of community identity and identification of the believer personality based on confessional component and archetypal manifestations of mentality in mythology and folklore.

РОЛЬ МАЛОГО БІЗНЕСУ В РОЗВИТКУ АГРАРНОГО КОМПЛЕКСУ УКРАЇНИ (THE ROLE OF SMALL BUSINESS IN THE DEVELOPMENT OF THE AGRICULTURAL SECTOR OF UKRAINE)

У статті досліджено роль малого бізнесу в розвитку аграрного комплексу України, проаналізовано частку малих підприємств, фермерських господарств і господарств населення у виробництві окремих видів сільськогосподарської продукції та створенні робочих місць, розкрито законодавчі норми держави з підтримки розвитку фермерських господарств, малих та середніх підприємств, а також сільського господарства. Запропоновано заходи з стимулювання розвитку малого аграрного підприємництва, збільшення виробництва сільськогосподарської продукції та закріплення молоді на селі. (In the article the role of small business in the development of the agricultural sector of Ukraine is investigated, the share of small businesses, farms and households in the production of certain agricultural products, and in job creation is analyzed; the legislative norms of the state about the support of farmers, small and medium enterprises and agriculture are disclosed. The measures to stimulate the development of small agricultural businesses, the increase the production of agricultural production and the fixing youth on the village are offered.
