Linear Programming Relaxations of Quadratically Constrained Quadratic Programs

We investigate the use of linear programming tools for solving semidefinite programming relaxations of quadratically constrained quadratic problems. Classes of valid linear inequalities are presented, including sparse PSD cuts, and principal minors PSD cuts. A local branching heuristic for MINLPs

Local branching is an improvement heuristic, developed within the context of branch-and-bound algorithms for MILPs, which has proved to be very effective in practice. For the binary case, it is based on defining a neighbourhood of the current incumbent solution by allowing only a few binary variables to flip their value, through the addition of a local branching constraint. The neighbourhood is then explored with a branch-and-bound solver. We propose a local branching scheme for (nonconvex) MINLPs which is based on iteratively solving MILPs and NLPs. Preliminary computational experiments show that this approach is able to improve the incumbent solution on the majority of the test instances, requiring only a short CPU time. Moreover, we provide algorithmic ideas for a primal heuristic whose purpose is to find a first feasible solution, based on the same scheme

"Sharing" tourism as an opportunity for territorial regeneration: the case of Iseo Lake, Italy

The spread of sharing economics platforms in the world of travels has highlighted the little known phenomenon of the rental of houses and apartments with a non-enterprise management. These accommodations in Italy do not require any guest registration or start-up notification, but the use of websites such as Airbnb has led to a heated debate among the actors operating in the travel and tourism industry. In fact, the regulatory vacuum and the easy-to-use websites would help circumvent the rules in order to “hide away” some business activities. Based on these assumptions, this paper analyses the case of Iseo Lake in the Northern Italy, pointing out the discussions about this new trend in travels and involving not only economic and legal aspects, but also social issues that cannot be ignored. The paper presents “sharing tourism” as an opportunity for territorial regenera-tion in destinations characterized by the presence of few hotel facilities, but also of many empty apartments

Riprendere a progettare il presente, pensando al futuro. Le situazioni d'impasse e le prospettive del welfare per i bambini e le famiglie

Il contributo propone un\u2019analisi dei sistemi territoriali di welfare riguardanti i bambini e le bambine, non limitandosi a interpretare l\u2019evidente crisi del sistema di welfare nazionale e locale in base alla sola progressiva carenza di risorse finanziarie disponibili agli attori pubblici. La rassegna mirata della letteratura specialistica porta a identificare alcune convergenze nei giudizi, spesso severi, degli esperti verso gli sforzi in corso per la riprogettazione del welfare nazionale e locale. Un primo aspetto riguarda l\u2019equilibrio tra le grandi voci di spesa che l\u2019Italia riserva alla protezione sociale. Un secondo ha a che fare con l\u2019estrema difficolt\ue0 ad attuare una ricomposizione della spesa a favore di quello che viene chiamato il settore dell\u2019assistenza sociale. Un terzo aspetto riguarda il mancato sviluppo dei servizi sociali alle persone, visto che l\u2019Italia si caratterizza in Europa per un profilo di welfare pi\uf9 orientato ai trasferimenti economici che alla realizzazione di servizi in natura. Un quarto aspetto richiama la frammentariet\ue0 delle misure di lotta alla povert\ue0. Un quinto aspetto si riferisce al permanere se non all\u2019ampliarsi di una estrema differenziazione dell\u2019offerta territoriale degli interventi e dei servizi sociali resi disponibili dai comuni. Infine, un ultimo aspetto si focalizza sulla valorizzazione e il miglioramento del lavoro quotidiano degli uomini e delle donne che concorrono alla produzione quotidiana del welfare, nella convinzione che il loro mandato sia soprattutto nel costruire reti fiduciarie tra i soggetti e nel generare coesione sociale nelle comunit\ue0 locali. All\u2019interno di questa prospettiva interpretativa, il contributo propone, anche in base a specifiche evidenze empiriche, una valutazione del \u201cposto\u201d residuale che i bambini e le bambine hanno nella spesa sociale in Italia e, in particolare, nelle principali citt\ue0 metropolitane e non del Paese. Si evidenzia come la progressiva frammentazione del quadro istituzionale e le differenziazioni tra i diversi welfare municipali possano portare nella sostanza a una separazione territoriale dei diritti di cittadinanza difficilmente recuperabile se non irreversibile nel breve e medio periodo. Affrontare queste incertezze significa individuare alcune questioni da cui ripartire per riprendere a progettare il presente, pensando al futuro del welfare per i bambini e le famiglie. Una ripartenza che transiti necessariamente anche attraverso un rilancio della spesa sociale da sempre inadeguata, come emerge dal confronto con altri Paesi europei di stesso profilo sociodemografico. Che richiami la necessit\ue0 della definizione dei livelli essenziali delle prestazioni in campo sociale, da tempo segnalata da pi\uf9 parti, ma da anni incapace di decollare a fronte di una debolezza istituzionale che ha pressoch\ue9 azzerato le funzioni di coordinamento e di governance nazionali oppure le ha rese impraticabili. Che privilegi la creazione di una rete di servizi alla persona pi\uf9 che l\u2019ampliamento, se non in specifiche e mirate azioni, di trasferimenti monetari. Che sostenga la generativit\ue0 degli interventi, volta da una parte a diminuire la dipendenza dei cittadini dalle politiche pubbliche e dall\u2019altra a generare e ri-generare nuove risorse e spazi di cittadinanza sociale. Infine, una ripartenza che preveda la messa in campo di azioni rivolte a monitorare l\u2019efficacia degli interventi promossi

This report is based on findings from the Community Enterprise: Creating Sustainable Communities Think Tank, which was held at Trafford Hall on 22nd-23rd June 2016.
