Going Dutch in the Mekong Delta:a framing perspective on water policy translation
In response to the rising climatic impacts on worldwide urbanized deltas, the Netherlands has strategically and politically framed Dutch water management as a global water solution for improving water safety and flood protection in other countries such as Vietnam. Being renowned for its water management approach, the Netherlands is particularly active in sharing water knowledge, insights, and policies internationally. This paper connects a framing perspective to policy translation studies to understand the role of language and meaning-making in the cross-border travel of policies. Adopting a framing perspective, it presents four dimensions of water policy translation concerning how policy frames are being created and interpreted - during the cross-border travel. The paper follows the process of the Dutch water management approach being 'packaged' as global water solutions and 'translated' to inform the development of the Vietnamese Mekong Delta Plan of 2013. The results show that although similar concepts, metaphors and narratives could be witnessed in this translation process, the local use and interpretation of these concepts remain challenging. Inclusive engagement, shared and comprehensive understanding, and continuous exchange and learning processes could help to improve cross-border policy-making for sustainable delta management
Theoretical prediction of multiferroicity in double perovskite YNiMnO
We put forward double perovskites of the RNiMnO family (with a
rare-earth atom) as a new class of multiferroics on the basis of {\it ab
initio} density functional calculations. We show that changing from La to Y
drives the ground-state from ferromagnetic to antiferromagnetic with
spin patterns. This E-type ordering
breaks inversion symmetry and generates a ferroelectric polarization of few
. By analyzing a model Hamiltonian we understand the microscopic
origin of this transition and show that an external electric field can be used

Analysis of fullerenes in soils samples collected in The Netherlands
Fullerenes are carbon based nanoparticles that may enter the environment as a consequence of both natural processes and human activities. Although little is known about the presence of these chemicals in the environment, recent studies suggested that soil may act as a sink. The aim of the present work was to investigate the presence of fullerenes in soils collected in The Netherlands. Samples (n = 91) were taken from 6 locations and analyzed using a new developed LC-QTOF-MS method. The locations included highly trafficked and industrialized as well as urban and natural areas. In general, C60 was the most abundant fullerene found in the environment, detected in almost a half of the samples and at concentrations in the range of ng/kg. Other fullerenes such as C70 and an unknown structure containing a C60 cage were detected to a lower extent. The highest concentrations were found in the proximity of combustion sites such as a coal power plant and an incinerator, suggesting that the nanoparticles were unintentionally produced during combustions processes and reached the soil through atmospheric deposition. Consistent with other recent studies, these results show that fullerenes are widely present in the environment and that the main route for their entrance may be due to human activities. These data will be helpful in the understanding of the distribution of fullerenes in the environment and for the study of their behavior and fate in soil.</p

Interactions between Affective and Cognitive Processing Systems in Problematic Gamblers: A Functional Connectivity Study
Background: Motivational and cognitive abnormalities are frequently reported in pathological gambling. However, studies simultaneously investigating motivational and cognitive processing in problematic gamblers are lacking, limiting our understanding of the interplay between these systems in problematic gambling. Studies in non-clinical samples indicate that interactions between dorsal âexecutiveâ and ventral âaffectiveâ processing systems are necessary for adequate responses in various emotive situations. Methods: We conducted a generalized Psycho-Physiological Interaction (gPPI) analysis to assess the influence of affective stimuli on changes in functional connectivity associated with response inhibition in 16 treatment seeking problematic gamblers (PRGs) and 15 healthy controls (HCs) using an affective Go-NoGo fMRI paradigm including neutral, gambling-related, positive and negative pictures as neutral and affective conditions. Results: Across groups, task performance accuracy during neutral inhibition trials was positively correlated with functional connectivity between the left caudate and the right middle frontal cortex. During inhibition in the gambling condition, only in PRGs accuracy of task performance was positively correlated with functional connectivity within sub-regions of the dorsal executive system. Group interactions showed that during neutral inhibition, HCs exhibited greater functional connectivity between the left caudate and occipital cortex than PRGs. In contrast, during inhibition in the positive condition, PRGs compared to HCs showed greater functional connectivity between the left caudate and occipital cortex. During inhibition trials in the negative condition, a stronger functional connectivity between the left caudate and the right anterior cingulate cortex in PRGs compared to HCs was present. There were no group interactions during inhibition in the gambling condition. Conclusions: During gamble inhibition PRGs seem to benefit more from functional connectivity within the dorsal executive system than HCs, because task accuracy in this condition in PRGs is positively correlated with functional connectivity, although the groups show similar connectivity patterns during gamble inhibition. Greater functional connectivity between the ventral affective system and the dorsal executive system in PRGs in the affective conditions compared to HCs, suggests facilitation of the dorsal executive system when affective stimuli are present specifically in PRGs
Unconventional Gravitational Excitation of a Schwarzschild Black Hole
Besides the well-known quasinormal modes, the gravitational spectrum of a
Schwarzschild black hole also has a continuum part on the negative imaginary
frequency axis. The latter is studied numerically for quadrupole waves. The
results show unexpected striking behavior near the algebraically special
frequency . This reveals a pair of unconventional damped modes very

Continuous Monitoring of Rabi Oscillations in a Josephson Flux Qubit
Under resonant irradiation, a quantum system can undergo coherent (Rabi)
oscillations in time. We report evidence for such oscillations in a
_continuously_ observed three-Josephson-junction flux qubit, coupled to a
high-quality tank circuit tuned to the Rabi frequency. In addition to
simplicity, this method of_Rabi spectroscopy_ enabled a long coherence time of
about 2.5 microseconds, corresponding to an effective qubit quality factor

Charge and orbital order in half-doped manganites
An explanation is given for the charge order, orbital order and insulating
state observed in half-doped manganese oxides, such as
NdSrMnO. The competition between the kinetic energy of
the electrons and the magnetic exchange energy drives the formation of
effectively one-dimensional ferromagnetic zig-zag chains. Due to a topological
phase factor in the hopping, the chains are intrinsically insulating and
orbital-ordered. Most surprisingly, the strong Coulomb interaction between
electrons on the same Mn-ion leads to the experimentally observed charge
ordering. For doping less than 1/2 the system is unstable towards phase
separation into a ferromagnetic metallic and charge-ordered insulating phase.Comment: To appear in Phys. Rev. Lett., 4 pages, 4 figure
Observation of macroscopic Landau-Zener transitions in a superconducting device
A two-level system traversing a level anticrossing has a small probability to
make a so-called Landau-Zener (LZ) transition between its energy bands, in
deviation from simple adiabatic evolution. This effect takes on renewed
relevance due to the observation of quantum coherence in superconducting qubits
(macroscopic "Schrodinger cat" devices). We report an observation of LZ
transitions in an Al three-junction qubit coupled to a Nb resonant tank
