    This evaluation in terms of the Open Architectures, Standards and Information Systems for Healthcare in Africa (OASIS) OASIS II project attempted to address changes in the way eHealth services are delivered in Africa due to capacity building efforts under OASIS II projects. The Utilization-Focused Evaluation (UFE) is based on the premise that evaluations should give careful consideration to selecting the most appropriate content and methods for primary stakeholders and their intended uses of the evaluation findings.     In the last few years, groups in Peru, Brazil, Nicaragua and Haiti, have led the Latin America and Caribbean (LAC) region in working with open source health information technology solutions in extremely resource-limited settings to improve patient care, human resource management, and local public health research capacity. The project aimed to assess and organize the specific needs of LAC countries in order to advance an eHealth strategy, and to generate findings about the current situation while strengthening collaboration with related organizations.
