    Circulating power: humanitarian logistics, militarism and the United Arab Emirates

    While critical authors have interrogated the roots of business logistics, this paper extends the analysis and contributes to a larger critique of the cohering field of Humanitarian Logistics (HL), noting the overlap in the logistical cartographies of militarism and humanitarianism. The focus is on the UAE’s expanding logistics space into the Horn of Africa and the production of specialised HL zones like Dubai International Humanitarian City (DIHC). The article makes three core arguments. First, a logistics lens enables us to expand the study of aid beyond immediate conflict zones, into more distant spaces often constructed as ‘stable’. Second, the placement of logistics at the core of aid delivery has been a key mechanism for inserting market imperatives into humanitarian activities. Third, this gives countries outside the advanced core, such as the UAE, power to leverage and expand their logistics space for multiple purposes, in war making, aid, and commercial activities

    This paper traces the evolution of fiscal institutions of Resource Rich Arab Economies (RRAEs) over time since their pre-oil days, through the discovery of oil to their build-up of oil exports. It then identifies challenges faced by RRAEs and variations in their severity among the different countries over time. Finally, it articulates specific policy reforms, which, if implemented successfully, could help to overcome these challenges. In some cases, however, these policy proposals may give rise to important trade-offs that will have to be evaluated carefully in individual cases

    Electron Spin Resonance Studies on Melanin

    Electron spin resonance (e.s.r.) observations of squid melanin have been conducted over the temperature range 500°K to 4.2°K, and the effect of various chemical treatments of the melanin upon the e.s.r. spectrum has been studied. The findings have shown that the paramagnetism of this melanin follows the Curie Law from 500°K to 4.2°K, that the spin signal can be eliminated by the addition of Cu(++) to the melanin, and that the optical and e.s.r. absorptions of melanin are independent since either can be reduced or eliminated without affecting the other. Similar studies on synthetic melanins produced by autoxidation or by enzymatic oxidation of a number of biphenols were carried out. It was found that the e.s.r. signals of these synthetic melanins were strikingly similar (with respect to line width, line shape, and g-value) with those of squid melanin. It is concluded that the unpaired electrons observed are associated with trapped free radicals in the melanin polymer, that the biosynthesis of melanin may involve a free radical mechanism, and that these physical data are in accord with the concept of Nicolaus that melanin is a highly irregular, three-dimensional, polymer
