    Local Good Governance Sustainability: Roles of Civil Society in Surakarta City, Indonesia

    Civil society role is often seen as less powerful agent in forming or maintaininggood governance than two dominant agents (state and private actors). This research is intended to have knowledge whether civil society can play importantroles in forming and maintaining local good governance in Surakarta City, Indonesia. The civil society (both formally and informally associations or persons) in Surakarta city plays very pivotal roles in six sustainable elements, namely (1) by influencing policy analysis and advocacy; (2) by controlling regulations; (3) by monitoring local government actions and behavior of staff officials; (4) by enabling citizens to identify and articulate their values, beliefs, civic norms and democratic practices; (5) by mobilizing vulnerable and marginalized masses to participate more fully in politics and public affairs and finally (6) by establishing participatory development work to improve their own better life. Interestingly, there are two new factors found in the research in determining the success of sustainability of local good governance practices in Surakarta, namely informal networking or communication and spirit of togetherness. The existence of civil society (especially the informal one) in Surakarta City is a strong pillar for sustainable local good governance practices. Maintaining this strong civil society role will make it possible to guarantee the future of the good governance in Surakarta City, Indonesia

    The system of regional autonomy provided the authority to manage the affairs of their own region. As well as with the implementation of the licensing policy fisheries catch in Pemalang. It is related to the discussion of the implementation of the licensing policy fisheries catch in Pemalang are not yet running optimally so that cause problems in practice. This research aims to analyze the process of capture fisheries licensing policy implementation in Kabupaten Pemalang, analyzing the factor endowments and a obstacle to implementation.The methods used in this study is a mixed method research, where the qualitative and quantitative data collection done in one time. In obtaining the data, researchers conduct interviews at the Office of the Department of marine and Fisheries of Central Java province, Coastal Asemdoyong fishing port, Port Services Unit Pekalongan, Regional Headquarters of HNSI in Pemalang, and distributed questionnaire to fisherman in the region of Pemalang district. Researchers also use secondary data from data documents about licensing policy fisheries catch and other literature sources such as books and journals.The results showed that the capture fisheries licensing organization of bringing about change in terms of the performance of the Government as well as the changes to people behavior. The purpose of the capture fisheries licensing policies to accelerate and simplify the licensing process for the fishermen have not been fully achieved. The large number of requirements that must be completed and the length of the procedure of licensing management service on an issue that has often complained of by the fishermen. In addition a transitional licensing fisheries catch which was originally located in the County and then redirected to the province is also one of the constraints given a distance far enough for the fishermen who live in the Regency of Pemalang. The Government is required to continue to evaluate the existence of licensing policy fisheries catch in order to always provide real benefits for fishermen and fishermen would be more active in participating in its implementation.Recommendations are provided to the Government was re-evaluating the capture fisheries licensing policy implementation to match the needs of fishermen, and organizer of the policy must be able to accommodate the interests of various sectors, ranging from Government, community, private sectors, and so created the effectiveness of implementation of policies on licensing fishing catch

    Innovation for a local government is a necessity in attempt to achieve public prosperity and welfare.It is related to innovation based on the discussion with Surabaya mayor, Ir. Tri Rismaharini, MT whose well known by her innovations and creative ideas on building the city of Surabaya. This study attempts to analyse the role of female leader, the effectiveness of leadership, various forms of leadership, the processes, the key factors of success, obstacles of leadership in building innovation leadership of Surabaya mayor. Research methods used during this research is qualitative study, where the study conducted by the reasonable situation (natural setting). Research is done in the city of Surabaya, East Java. Research instrument by interviews, the literature study and documentations was done with sources of information chosen using certain consideration (purpose sampling) and source of information derived from various sources that associated with the problems. The results of innovation leadership of Surabaya mayor showed that there is an influence from the role of female leader in creating the effectiveness of leadership government in Surabaya. This could be seen in the pattern, prospective of nature affected on conduct leader who innovative and effective. In addition, also found key factors of success that bring up innovation program by approach humanistic leadership, communicative, discipline and transparent are able to increase public participation in innovation on regional development. Beside, also found the obstacles faced by the leader that have to solve clearly so innovation that produced not have only been contemporary but continuity and acceptable in all levels of society. The recommendations given to the head of government is the pattern of innovative and effective leadership that should keep developed, also every head of the governments must be able to accommodate the necessity of the society from all sectors such as governments, institutions, society, community and private so it will create the effective and innovative leadership synergy

    Al Anamila Nur Aufa, Teguh Yuwono, in paper SCADA HMI optimization for monitoring and control repeater using radio communication modem GPRS INTEK J65i–X explain that radio communications at PT PLN ( Persero ) APD Central Java and Yogyakarta is still a major communication medium for coordinating the work , both maintenance and handling of interference between units . Repeaters in this case an important role in the communication process between APD dispatcher JTY with Area - Area and officers in the field because of the presence of the communication range of the repeater spacing becomes wider . In operation repeaters can be susceptible to interference that can result in radio communications in the areas covered by the repeater to be disrupted so that the communication between the dispatcher APD JTY with Area - Area and field workers to be blocked. Handling repeater for this disorder is not maximized due to the lack of real time monitoring of the state of the repeater , so that when the repeater impaired in the device or on the supply , the clerk did not know in person and just waiting for a report from the repeater keeper at any time at the shelter is not a repeater . There needs to be a device that can monitor the state of the repeater , which if detected interference at the source , supply and radio , PPE JTY officer may direct monitoring , so that it can assist in the handling and analysis of causes of hearing disorders without having to come to the site . GPRS Modem Utilization Intek J65i - X allows retrieval status of the repeater equipment where it can not be done at this time . With facilities tapped digital inputs and digital outputs on the modem , any condition of equipments such as radio signal repeater RX , TX radio signal , battery , charger and 220V supply state of the supply voltage can be detected . From changes in the supply voltage available , can be detected by a GPRS modem Intek J65i - X so that when there is an interruption in the HMI SCADA can termonitoring in real time . With the monitoring and control of a radio repeater communications , personnel no longer need to go to the location (site ) only to find the cause of the disturbance . Interference analysis can also be performed before treatment is held further disruption . Reset control radio can also be done quickly if the radio have to hang in its operation , so that the future will be able to improve the performance of SCADA systems PT PLN ( Persero ) APD Central Java and DI Yogyakarta

    Energi listrik yang disuplai ke konsumen harus mempunyai stabilitas dan keandalan yang tinggi. Jika terjadi sebuah gangguan pada sistem tenaga listrik dapat mengakibatkan ketidakstabilan. Gangguan tersebut dapat berupa putus jaringan (transien) maupun Perubahan beban (dinamik). Perubahan beban yang terjadi secara tiba-tiba dan periodik tidak dapat direspon dengan baik oleh generator sehingga dapat mempengaruhi kestabilan dinamik sistem. Hal ini menyebabkan timbul osilasi frekuensi pada generator. Respon yang kurang baik dapat menimbulkan osilasi frekuensi dalam periode yang lama. Hal itu akan mengakibatkan pengurangan kekuatan transfer daya yang ada. Pada sistem tenaga listrik multimachine, semua mesin bekerja secara sinkron se­hingga generator harus beroperasi pada frekuensi yang sama. Untuk meredam osilasi frekuensi yang terjadi dibutuhkan kontroler tambahan yaitu Superconducting Magnetic Energy Storage (SMES). Agar mendapatkan koordinasi controler yang baik maka parameter pada SMES dioptimisasi dengan Firefly Algorithm (FA). Tugas Akhir ini mengajukan konsep penalaan parameter SMES menggunakan FA pada sistem tenaga listrik multimesin. Problems arise: How is the conflict of interest between the RegencyGovernment and the Village Government in the management of Suruh MarketSemarang regency? What are the social and economic impacts of conflict ofinterest between the Regency Government and the Village Government in themanagement of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict ofinterest in the management of traditional markets is Suruh Market between theRegency Government and Village Government. In addition to describe andanalyze the impacts resulting from the conflict of interest in the management oftraditional markets, especially Suruh Market viewed from the social and economicaspects.This study uses a combined research method between qualitative andquantitative with a qualitative approach fixed as the main approach. Dataobtained through interviews and questionnaires. The data obtained from thequantitative approach through the survey is used to reinforce the facts related tothe theme and the formulation of related problems. In addition, usingTriangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because ofdifferent interests between parties involved. Regency Government, VillageGovernment and Traders have a mutually striving interest. Conflict of interestoccurs when the Regency Government wants to take over and manage the SuruhMarket completely but there is a rejection by the Village Government.     In the theoretically, public has a strategic role in the development process. This community has the right and the obligation to participate in the development process. Public participation in sustainable development is set out in law No. 32 years 2009 about the environment have explained about the obligation, right and prohibition restriction outlined in section 65. In the article described that the public given space to participate in managing the environment. The public reserves the right reject or accept all the activities related to the environment. The public has the right to file an objection when construction is done negatively affect the living environment of the public.Research method used are mix method, namely the merger between quantitative methods and qualitatif method. Quantitative methods as main methods and quantitative methods as a method of supporting research that can not be axplained through quantitative. Reseacrh conducted at Tembalang by taking the sendangguwo village and tembalang village as research sample. Reseacrh intrument using a detailed questionnaire with 68 respondent and interview to related parties.The result of such research is the influence that low public participation and sustainable development. That is because the public is till tied to the government in the process of sustainable development. Enviromental ethics provide a pretty strong influence to sustainable development.
