国連安全保障理事会の改革論は、加盟国の貢献度に基づいたものと、代表性に基づいたものがある。前者は、安保理の理事国は国連に財政的・軍事的に貢献しているものが選出されるべきであると論じ、後者は、安保理は様々な地域の代表者で構成されるべきであると主張する。日本はこれまで前者の議論に基づいて、自国の常任理事国入りを国際社会に訴えかけてきた。しかしながら、安保理改革を唱えている国の多くは、後者の議論を支持している。では代表性の観点に立つと、日本はどの程度、常任理事国として相応しいのであろうか。この論文は、国連安保理における日本のこれまでの活動を代表性の観点から振り返り、常任理事国としての妥当性を検討する。分析の結果、日本はアジアの代表として、当地域における問題をどの常任理事国よりも多く安保理に打診しており、また投票では、当地域における重要問題に関して、同盟国である米国とも異なる決定をしてきたことが判明した

Conflict and cooperation within the UN Security Council

Dept. of Political Science, 2012.This dissertation explores how the rules and procedures of an international organization influence the decision-making process of the organization, and how the interests of member states affect its policy outcomes by focusing on the UN Security Council. It is structured in three essays, each of which analyzes the membership, the agenda, and the voting patterns of Council members. The first chapter examines which UN members are likely to become nominees and elected members of the Security Council, the second chapter explores which civil wars are more likely to come to the Council's agenda, and the third chapter investigates which Council members are more likely to support proposals imposing multilateral sanctions. In order to address these questions, I use both a game-theoretic model and quantitative techniques with newly collected data sets on the membership, the agenda, and the Council's roll-call votes. I argue and find that the membership of the Security Council is influenced by both the interests of the regional groups and the current procedures of the United Nations, that the interests of permanent members both increase and decrease the likelihood of a civil war entering the Council's agenda, and that even small powers can take an initiative in shaping Council's resolutions if there is a solidarity among these members and the decision-making process is not completely controlled by major powers.<
