    Statistical Estimation of Quantum Tomography Protocols Quality

    A novel operational method for estimating the efficiency of quantum state tomography protocols is suggested. It is based on a-priori estimation of the quality of an arbitrary protocol by means of universal asymptotic fidelity distribution and condition number, which takes minimal value for better protocol. We prove the adequacy of the method both with numerical modeling and through the experimental realization of several practically important protocols of quantum state tomography

    We discuss the concept of polarization states of four-dimensional quantum systems based on frequency non-degenerate biphoton field. Several quantum tomography protocols were developed and implemented for measurement of an arbitrary state of ququart. A simple method that does not rely on interferometric technique is used to generate and measure the sequence of states that can be used for quantum communication purposes.Comment: 13 pages, 10 figure

    On Preparing Entangled Pairs of Polarization Qubits in the Frequency Non-Degenerate Regime

    The problems associated with practical implementation of the scheme proposed for preparation of arbitrary states of polarization ququarts based on biphotons are discussed. The influence of frequency dispersion effects are considered, and the necessity of group velocities dispersion compensation in the frequency non-degenerate case even for continuous pumping is demonstrated. A method for this compensation is proposed and implemented experimentally. Physical restrictions on the quality of prepared two-photon states are revealed.Comment: 9 pages, 6 figure

    Current Trends in the Development of Mechanisms of State Stimulation in the Manufacturing Industry in Developed Countries

    The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States. The methodological basis of the study was: general scientific methods of cognition and research, including system and logical methods, analysis, synthesis, analogy; branch scientific methods, such as economic comparative studies, etc. The analysis of the use of mechanisms of state stimulation of the manufacturing industry in Germany, Japan and the United States shows that the effective use of well-established and well-known in the world mechanisms of state stimulation of manufacturing industry requires in each case a separate integrated and balanced approach to their application with a clearly defined target focus of such use, as well as taking into account the specifics of the entities to which they are addressed, and the multilevel environment in which they operate

    The need for strengthening practical orientation of the strategies and concepts for industrial development that have been recently put forward in our country makes us turn to searching for a solution to the problems of the control of the transition of the secondary sector to the new technological mode in the conditions of limited access to international markets, finance and technologies, problems of institution-building and other unfavorable factors impeding the formation of a modern competitive economy. This article is devoted to the identification and justification of specific ways to improve state regulation of industrial development. In order to achieve this goal, both general scientific and private economic methods were used, including analysis and synthesis, systematic approach, statistical material and other research tools were widely used. Their use while examining the state of industrial structure and government regulation of its development has allowed to identify the causes of low efficiency of management of industrial development and formulate the proposals for its improvement. Therefore, there the directions of the system structuring of political and economic course were particularized, and also the institutional securing mechanisms as well as the principles to ensure the implementation of these mechanisms were defined. In practice this toolkit was used to analyze the status or condition and the proposals for the course on strategic import substitution, as well as the regulation of the development of production and technological base of industrial complexes. Consistent application of the identified principles and tools in the study regarding other policies of industrial development entails further elaboration of the raised issues on accounting in the system of industrial development stimulation, changing the values of different factors of increasing competitiveness, lowering production costs that occur under the conditions of transition to the 6th technological mode, including the priorities for lower production costs, the causes of the deficit human capital and the conditions for its overcoming, modernization of methods of supporting industrial development, the relationship of internal and external factors of industrial development

    The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors.
