    Personnel Development Practices in Turkish Education System

    Abstract Nowadays everything develops and changes very quickly and sustainability of organizational goals will be possible only when personnel can keep up with these changes. From administrative aspect it is important to enhance personnel’s potential and prompt them to achieve organizational goals. Personnel development is a process which influences and develops personnel skills, attitude and knowledge level and it is highly important in educational organizations as well as in other organizations. The objective of this study is to analyse policies of Ministry of National Education for personnel development since the foundation of Turkish Republic and provide concrete proposals for the people and institutions who direct educational policies and creating scheme of education. Findings yielded from literature review have been reported. The findings indicate that the objective in I. Maarif Congress in 1921, Maarif Council or National Education Councils since 1923 and Development Plans is to enhance quality of education. In service trainings have been held by Ministry of National Education with the aim of improving personnel. With the help of National Education Councils and Development Plans, decisions will become more effective and universities will provide cooperation during in service trainings, thereby developing personnel. In recent years, studies on new generation schools in educational science have been created with the contributions of the discipline of architecture. In new generation schools, the learning environment can not be confined to classes. According to learning-oriented learning approaches, any environment that affects the learning process for children is the learning environment. In this context, the concept of “learning environment needs to be perceived from a new perspective beyond the concept adopted. The design of educational buildings should be conveyed to the students of architecture, the architects of the future, in the context of the new generation school and learning environment.     WAVE FIELD GENERATED BY FINITE-SPAN HYDROFOILS OPERATING BENEATH A FREE SURFACE

    The present paper focuses on the numerical investigation of the flow around the fully submerged 2D and 3D hydrofoils operating close to a free surface. Iterative boundary element method is implemented to predict the flow field. This study aims to investigate the aspect ratio effect on the free surface interactions and hydrodynamic performance of the hydrofoils under a free surface by using potential flow theory. Three different submergence depths and aspect ratios are studied in the wide range of Froude Numbers. In 3D cases, spanwise width of the numerical wave tank model is selected both equal and wider to the foil span, to observe the sidewall effects. Wave field seems to be two dimensional at low Froude numbers. On the other hand, signs of three dimensionalities are observed on the free surface structure for higher Fn, even the predicted wave elevations are very close to 2D calculations in the midsection. Increment in the Fn give a rise to the amplitude of the generated waves first, however a further increase in Fn has a lowering effect with the beginning of waves spill in the spanwise direction in the form of Kelvin waves. Free surface proximity and resultant wave field are also seeming to be linked with the lift force on the hydrofoil. As aspect ratio of the foil increase, 3D lift values are getting closer to those of 2D calculations. However, it is seen that, 3D BEM predictions of a hydrofoil under free surface effect cannot be considered two-dimensional even the aspect ratio is equal to 8

    Comparison of depression, anxiety and long-term quality of health in patients with a history of either primary closure or Limberg flap reconstruction for pilonidal sinus

    OBJECTİVE: Pilonidal sinus is characterized by high operative morbidity mainly due to wound problems. We aimed to compare the quality of health, comfort and psychological status in patients who underwent surgery for pilonidal sinus. METHODS: A total of 205 pilonidal sinus patients operated on with either primary closure or Limberg flap reconstruction were compared in terms of depression, anxiety, and long-term quality of health by using Short Form 36, Beck Depression Inventory, and Beck Anxiety Inventory scales. RESULTS: There were 107 patients in the primary closure group with a mean follow-up of 29.6±7.7 months and 98 patients in the Limberg flap group with a mean follow-up of 34.1±7.3 months. In the SF-36 analysis, the mental health and bodily pain scores (59±6 and 56±11 in the primary closure group and 62±8 and 61±10 in the Limberg flap group) were significantly higher in the Limberg flap group (p = 0.014 and p = 0.002, respectively).     Pathophysiology, Clinical, and Therapeutic Aspects of Narcolepsy

    Narcolepsy is a lifelong sleep disorder characterized by excessive daytime sleepiness, cataplexy, hypnagogic hallucination, and sleep paralysis. The exact cause remains unknown, but there is significant evidence that hypocretin deficiency plays an integral role. There have been advances in the understanding of the pathogenesis of narcolepsy. It has a negative effect on the quality of life and can restrict the patients from certain careers and activities. Diagnosis relies on patient history and objective data gathered from polysomnography and multiple sleep latency testing. Treatment focuses on symptom relief through medication, education, and behavioral modification. Both classic pharmacological treatments as well as newer options have significant problems, especially because of side effects and abuse potential. Some novel modalities are being examined to expand options for treatment. In this review, the pathophysiological, clinical, and pharmacotherapeutic aspects of narcolepsy are discussed.     FREE SURFACE FLOW SIMULATION AROUND AN APPENDED SHIP HULL

    This study brings forward the results of previously published work of free surface flow simulation around a fast ship model. Experimental measurements and numerical simulations of a fast bare-hull ship model form are now extended to the same ship form with appendices for a wide range of Froude numbers. The governing equations are discretized by means of an unstructured finite volume mesh. The standard k-ε turbulence model and Volume of Fluid Method to capture the two phase media are used. The total resistance, due to wave and wake fields of the ship model with appendages and the resistance of the appendages alone are calculated numerically, and compared with the experiments. The experiments and computations were performed for 11 different Froude numbers between 0.103 and 0.322. For Froude numbers up to 0.25, numerical simulations found to be quite in agreement with the experiments. It has been found that appendages increase the total drag mainly by increasing the pressure resistance, and the effect of the appendages becomes more important as the flow speed gets higher
