    Developing a deferred maintenance model for public university in Malaysia

    Deferred maintenance has been regarded as a critical issue in maintenance management and has created negative impacts toward the performance of buildings and organization. This issue has become worldwide especially in most developing countries including Malaysia. If this issue is not resolved, the stakeholders may suffer from possible risks of poor organization performance. Similarly, deferred maintenance has also become a pressing issue and has adverse affected the management of public universities in Malaysia. Hence this study is intended to investigate the relationship between causes and effects of deferred maintenance and subsequently, a structural model is developed specifically for public universities in Malaysia. In order to achieve the aim, preliminary expert interviews, questionnaire survey and Partial Least Squares Structural Equation Modelling (PLS-SEM) had been carried out. A total of 220 sets of questionnaires has returned and has been analysed using Statistical Package for Social Science (SPSS) version 22 and Smart PLS-SEM version 3.0 software for modelling the causes and effects relationship. The outcome of the model proved that seven (7) hypotheses found to be positively related. This model consists of 21 deferred maintenance indicators of causes that categorized into 3 groups. The group of causes are “Organization” with 12 indicators, “Resources” with 5 indicators and “Financial” with 4 indicators. The study also identified 23 indicators of effects which are categorized into 4 groups. The groups of effects are “Social” with 8 indicators, “Environment” with 7 indicators, “Technical” with 5 indicators and “Economic” with 3 indicators. The developed model provides useful information and better knowledge to the maintenance of organization and is vital to curb the deferred maintenance problem. It also gives an in depth understanding towards deferred maintenance by explaining the impact load of each indicator involved. The model has also fulfilled the need to visualize the causes and effects of deferred maintenance in a holistic manner. The validation of the model by 14 experts was undertaken to determine its appropriateness and relevancy in enhancing the knowledge and understanding of the relationship. In conclusion, this study has successfully modelled the relationship between the causes and effects of deferred maintenance of public university buildings in Malaysia

    Assessing Delay Factors and Mitigation Measures in Building Maintenance Works

    When it comes to the operation of a construction industry, building maintenance is critical. Any structure must be well-maintained to prevent minor problems from becoming major ones. Delayed building maintenance may result in increased repair costs as well as a reduction in building lifespan. To avoid this problem, research has been conducted to identify the factors that cause building maintenance delays and mitigation measures to resolve building maintenance delays. To achieve the study's objectives, extensive literature research and a questionnaire survey were conducted. Based on previous literature research, accumulated data was used to create a questionnaire for 250 Malaysian building maintenance delay factors and mitigation measures. A group of professionals and experts, including top management, project managers, engineers, architects, assistant engineers, technicians, human resources and administration, and others, participated in this survey. SPSS statistical software was used to analyse the collected data using the average mean index method and correlation. According to the data, the three highest mean index values from the factors that cause maintenance work delays are an increase in maintenance costs as the building age increases, an incorrect timing for work can incur higher maintenance costs when a critical job item is overlooked, and improper planning and budgeting. For correlation analysis, it was found that the correlations amongst the five groups of delay factors are having strong relationship with Pearson correlation value of 0.5. While for mitigation measures of the delay, it was found that three highest ranks are prefer other organizational structure follows by policy and objective and good communication. The findings can assist construction practitioners in prioritising their maintenance works

    Maintenance organization at Universiti Tun Hussein Onn Malaysia (UTHM)

    Proper maintenance of buildings is to extend the life span of buildings [1]. In order to maintain the buildings, apart from maintenance work, is the organization aspect, one of the important elements in building maintenance [3]. The organization will have to be carefully structured and designed so that the staff can function efficiently [8,9,10,11,13]. The staff will have to be given training from time to time so that they are acquainted with the current technology and to tackle the challenges [6,12]. The objectives of this study are to examine the current maintenance organizational structure, to identify the main problems faced by the maintenance staff, to evaluate the level of job satisfaction and to identify the types of training to be provided to the maintenance staff. The study is carried through questionnaires and interviews. A total of fifty (50) questionnaires are distributed to the respondents consisting of engineers, technical assistants and technicians. The data is analyzed using average index. From the study, it was found that the type of organization structure of the maintenance department in UTHM is of line and staff

Public university buildings are a factor of production, they are producing the future leaders, managers, engineers and industry players. Hence, this study is intended to identify the issues and challenges and also causes and effects of deferred maintenance of public university buildings in Malaysia. In order to achieved that, a preliminary expert interview was conducted in this research is to identify rich information and to explore the topic comprehensively from participants and also to obtain initial information and understanding before further study is continued. Preliminary expert interviews are necessary to help the researcher to refine, rephrase and confirm the factors derived from the literature. An interviews were carried out amongst selected experienced personnel for expert opinion to identify the significant issues and challenges and also causes and effects of deferred maintenance of public university buildings in Malaysia. Seven respondents were selected from professional industrial and academician involved in building maintenance management. The study will reveal the issues and challenges and also causes and effects and provide useful information and better knowledge of the deferred maintenance

    Green building amount in Malaysia is still in small percentage compared to the other countries. Heritage buildings in one of the old buildings that preserved, carefully, but still not achieved sustainability because there are few factors that will become the barriers. This paper is to identify the potential and the barrier of retrofitting that Sultan Ibrahim building toward green building initiatives. All the information obtained is from the study of literature, distributing questionnaires, and preliminary interviews. The respondents were selected from green building experts, contractors, engineers, and Sultan Ibrahim Building’s staffs. The result of this study shows availability some components in Sultan Ibrahim Building that have potential retrofit and know how far the building availability for retrofit according to green building guideline. Moreover, there are some barriers had been analyzed may be happened during retrofitting Sultan Ibrahim building towards green building

    From time to time, the maintenance works become more challenging due to construction of new building and also aging of the existing buildings. University buildings without any exception require proper maintenance services to support their function requirements and this can be considered as major responsibilities to be fulfilled by the maintenance department in the universities. Maintenance department specifically will face various kinds of problems in their operation works and thus this might influence the maintenance work operations itself. This study purposely to identify the common problem facing by the maintenance department and also to examine the current status of the maintenance department. In addition, this study would also propose any suitable approach that could be implemented to overcome the problem facing by the maintenance department. To achieve the objectives of this study, a combination of deep literature study and carrying out a survey is necessary. Literature study aimed to obtain deeper information about this study, meanwhile a survey aimed at identifying the common problem facing by the maintenance department and also to provide the information of the maintenance department’s organization. Several methods will be used in analyzing the data obtained through the survey, including Microsoft Office Excel and also using mean index formula. This study has identified three categories of problem in the maintenance department, which are management problems, human resource problem, and technical problems. Following the findings, several solutions being proposed which can be implemented as the solution to the problem facing.
