Fiscal Consolidation and Intergenerational Inequality in Japan

    Get PDF
For Japan, the ongoing severe fiscal condition requires urgent attention. To redress this situation, certain policy options are available: for instance, tax policy shift, pension system reform, and accelerating the economic growth. In this study, I quantify these policy changes required for achieving fiscal consolidation on the basis of an overlapping generations (OLG) model that considers multiple generations and provide a policy comparison of these options using the utility of each generation as a criterion. The simulation results suggest that a drastic policy change is necessary. If the consolidation were to depend only on the increase in consumption tax, the tax rate should be about 30%. In the case of pension system reform, its replacement rate should be cut to less than half of that in the current system. Among the policy options, pension reform seems to be suitable from the viewpoint of intergenerational equality and long-term economic growth

Various Rejuvenation Behaviors of Zr-Based Metallic Glass by Cryogenic Cycling Treatment with Different Casting Temperatures

Abstract The rejuvenation behavior of an Zr50Cu40Al10 (at.%) metallic glass upon cryogenic cycling treatment has been investigated. At a high casting temperature, the microstructure of the glass is quite homogenous and thus, internal stress cannot be generated during cycling. Therefore, the glass cannot be rejuvenated by cryogenic cycling treatment. In the contrary, by lowering the casting temperature, nano-sized heterogeneity can be induced and subsequently generates the internal stress and rejuvenates the glass. Once the glass is rejuvenated, the more induced free volume can plasticize the glass with a higher plastic strain. These findings point out that the synthesis conditions can tailor the heterogeneity of the glass and subsequently affect the following rejuvenation behavior upon thermal treatment. It can also help understand the mechanisms of rejuvenation of metallic glass upon cryogenic cycling treatment

Essential roles of DC-derived IL-15 as a mediator of inflammatory responses in vivo

Interleukin (IL)-15 is expressed in a variety of inflammatory diseases. However, the contribution of dendritic cell (DC)–derived IL-15 to the development of diseases is uncertain. Using established models of Propionibacterium acnes (P. acnes)– and zymosan-induced liver inflammation, we observed granuloma formation in the livers of wild-type (WT) and RAG-2−/− mice but not in those of IL-15−/− mice. We demonstrate that this is likely caused by an impaired sequential induction of IL-12, IFN-γ, and chemokines necessary for monocyte migration. Likewise, lethal endotoxin shock was not induced in P. acnes– and zymosan-primed IL-15−/− mice or in WT mice treated with a new IL-15–neutralizing antibody. In both systems, proinflammatory cytokine production was impaired. Surprisingly, neither granuloma formation, lethal endotoxin shock, nor IL-15 production was induced in mice deficient for DCs, and adoptive transfer of WT but not IL-15−/− DCs restored the disease development in IL-15−/− mice. Collectively, these data indicate the importance of DC-derived IL-15 as a mediator of inflammatory responses in vivo

    Atacama Compact Array Antennas

We report major performance test results of the Atacama Compact Array (ACA) 7-m and 12-m antennas of ALMA (Atacama Large Millimeter/submillimeter Array). The four major performances of the ACA antennas are all-sky pointing (to be not more than 2.0 arcsec), offset pointing (to be < 0.6 arcsec) surface accuracy (< 25(20) micrometer for 12(7)m-antenna), stability of path-length (15 micrometer over 3 min), and high servo capability (6 degrees/s for Azimuth and 3 degrees/s for Elevation). The high performance of the ACA antenna has been extensively evaluated at the Site Erection Facility area at an altitude of about 2900 meters. Test results of pointing performance, surface performance, and fast motion capability are demonstrated.Comment: 3 pages, 2010 Asia-Pacific Radio Science Conference: J2 Millimeter- and Sub-millimeter-wave Telescope and Arra

    Transphosphatidylation by GIPC-PLD

    Get PDF
Glycosylinositol phosphoceramide (GIPC) is the most abundant sphingolipid in plants and fungi. Recently, we detected GIPC-specific phospholipase D (GIPC-PLD) activity in plants. Here, we found that GIPC-PLD activity in young cabbage leaves catalyzes transphosphatidylation. The available alcohol for this reaction is a primary alcohol with a chain length below C4. Neither secondary alcohol, tertiary alcohol, choline, serine nor glycerol serves as an acceptor for transphosphatidylation of GIPC-PLD. We also found that cabbage GIPC-PLD prefers GIPC containing two sugars. Neither inositol phosphoceramide, mannosylinositol phosphoceramide nor GIPC with three sugar chains served as substrate. GIPC-PLD will become a useful catalyst for modification of polar head group of sphingophospholipid
