    This research is based on several inappropriate Loaning Economic Program (UED-SP) allocations both in the side of bureaucrats or loaners. Sinar Dana UED-SP implementation in terms of giving the loan to the people tends to focus on its orientation of loaners ability to return. Meanwhile it should have focused on peoples economic condition and level of entreprises developing nessecity. In addition, some of the loaners do not allocate its fund appropriately which they should have done underway as this programs objective that is to develop their entreprises yet to another consumptive usages. Both Bureaucrats or people should cooperate one another to UED-SP Program not only to its fund returning development but also loaners entreprise development regarding and poor people empowerment. Enhance, the main objective of UED-SP implementation that is to empower society will flourishingly be achieved.The concept of theory is effectivity, revealed by Mahmudi. This research is using qualitative method which analysis the data through describing explaination. Researcher is collecting the data by interview, observation and documentation which use key informan as information resource and triangulation technic measuring its validity of data.As a result of this research that the implementation of Sinar Dana UED-SP Program in Desa Sawah has not been implemented effectively. Although this program has been running and its fund developed well. Yet, the main objective of this program which is aiming to empower poor people.     Human mobility has been started since time immemorial, the activities carried out by a variety of purposes, among others, to find food, looking for a better place to live, flee from the invasion of other people and so on. In the mobility often brings the goods or not carrying goods. Therefore diperluhkan tool as a means of transportation. This article describes how to build a partnership between government, business and society in the public transport sector. The method used is: a method literature. Aspects of efficiency resulting from the development of transport in order to increase total factor productivity, a major factor to determine the extent of the relationship between transport and the economy. This is the basis for determining whether an increase in the supply of transport can provide something that is meaningful to increased competition or increased economic growth, social and environmental sustainability. Problems funding needs huge investments for the development of the transport sector can be overcome if the funds were handed over to private sector development as an owner of capital, while the government as a component of regulators should be bold and assertive in policy-making that comes from the community

    Health is an important aspect of Human Rights (HAM) and capital for the successful development of a nation. Because without health implementation of a comprehensive national development and will not be fully realized. One of the Local Government in Indonesia who have been seriously address the issue of smoking is Padang Panjang. Padang Panjang is the first city in West Sumatra to implement smoke-free areas. Exactly on March 17, 2009 Date of Padang Panjang issued Local Regulation of the Regions and Regions Without Smoke Cigarettes tongue ie Regulation No. 8 of 2009. The purpose of the enactment of this area is to protect public health from the dangers of smoking, cultivate healthy life, suppress growth figures novice smokers. Hospital Padang Panjang included into the category health service stated in Bylaw No. 8 Year 2009 on Regions Without Smoke in Padang Panjang where the implementation of this regulation is not maximized implemented in hospitals of environmental Padang Panjang and also sanctions were not running. The purpose of this study was to evaluate the implementation of this regulation and also to determine factors - factors that affect the implementation of this regulation in the Padang Panjang City Hospital.This research was conducted in hospitals Padang Panjang using qualitative descriptive method. Data collection is done by observation and in-depth interviews of various informants that have been determined. Qualitative research, the data obtained from primary and secondary sources. In analyzing the data of all the information gathered to learn that a conclusion can be drawn into a coherent whole that is the result of research. This research was conducted by using the theory according to William N. Dunn on policy evaluation with the evaluation criteria: effectiveness, efficiency, adequacy, responsiveness, equity, accuracy.Results of this study can be concluded that the evaluation criteria, effectiveness, efficiency, adequacy, responsiveness, equity, accuracy. The implementation of these regulations has not run optimally and also sanctions were not yet firm.     Karaoke Entertainment is one of the most popular businesses in Dumai city, it can be proved by the many karaoke business in Dumai city. In running the Karaoke business, the business needs to be supervised by Dumai City Government which is regulated in Mayor Regulation of Dumai Number 21 of 2013 on Procedures and Procedures of Granting Business License of Tourism. Like other entertainment, karaoke business has a negative impact on the norms that exist in society. So in running the business, the business must require supervision. The formulation of the problem in this research are: 1. How the Supervision of Entertainment Tour Business by Dumai City Government About Karaoke Business. 2. What are the factors that influence the Monitoring of Entertainment Tour Enterprises by Dumai City Government About Karaoke Enterprises. This research uses qualitative research methods with descriptive data assessment.The concept of the theory used is according brantas is setting standards that will be used as the basis for monitoring, measuring performance or results that have been achieved, take corrective action. This research uses qualitative research methods with descriptive data assessment.The result of the research shows that the supervision of karaoke entertainment business is done by the Tourism Office, Satpol PP, BPTPM Dumai City not according to the procedure specified in the legislation, after the research, the conclusion in this research are: Implementation of karaoke entertainment supervision conducted by Tourism Office, Satpol PP, BPTPM not yet maximal, supervision conducted by Dumai City Government has not done well. There are factors that become obstacles in the implementation of supervision such as lack of human resources, facilities for supervision is not adequate and lack of coordination with relevant agencies in conducting supervision

    Social Service Pekanbaru function is to provide guidance to the Homeless and beggars by providing socialization, skills and decent jobs so that they do not return to beg in the streets, while the types of skills that are given Social Service pekanbaru form, though the skills of food, craft-making skills, the skills to make cakes and skills shoe soles.There are some barriers Social Service Pekanbaru to exercise Homeless and beggars in coaching to guide the Homeless and beggars in because of the limited budget and limited space for development due to the Social Service Pekanbaru not have the permanent place to stop coaching Implementation activities Homeless and beggars.The concept of the theory that researchers use the concept of organizational development coaching goal itself to gain awareness in a person must know himself, herself to be able to change someone better, more advanced, more positive. Without knowing yourself, too difficult or even impossible someone would change himself.This study uses qualitative research methods to study descriptive data. In collecting the data, researchers use interviewing techniques, observation and study of literature.     Rukun Tetangga (RT) is a division of territory in Indonesia below Rukun Warga (RW). Rukun Tetangga is not including division of government administration, and the formation passes through the citizens meeting. It is formed for social service that fixed by Desa or Kelurahan. Rukun Tetangga is led by Ketua RT who chose by the citizens. An RT consists of a group of houses (head of family).Rukun Warga (RW) is a division of territory in Indonesia below Dusun or Lingkungan. Rukun Warga is not including division of government administration, and the formation passes through the citizens meeting. It is formed for social service that fixed by Desa or Kelurahan. An RW consist of some RT.Rukun Tetangga (RT) and Rukun Warga (RW) are social organizations that established and built up of government to maintain and preserve the value of Indonesia social life based on work together and family principles and for helping increase the smoothness of government jobs, development and the sociality in the village and Kelurahan. Every RT consist of the most of 30 KK (Head of Family) for village and the most of 50 KK (Head of Family) for Kelurahan. The formation of RT and RW are based on Permendagri No. 7/1983.Kelurahan is a work territory of Lurah as area instrument of Kabupaten / Kotamadya / Kota administrasi below Kecamatan.
