    An Empirical Study of Civil Servants’ Lifelong E-Learning Continuance Intention

    E-learning is an effective way for job-training and continuous education. In recognizing the need for civil servants to embrace the lifelong learning to sustain competitiveness, many countries around the world have created policies to develop e-learning. This study is focus on civil servants’ e-learning continuance intention and through e-learning experience to achieve lifelong learning. Based on Information system (IS) success model proposed by Seddon (1997) and adding organizational factors (Incentive, Supervisor Support, and Technical Support) to survey civil servants’ e-learning behaviour. The sample for the study was taken from the civil servants in Taiwan who have the experience of using the lifelong e-learning websites. The results also support Seddon’s IS success model. Finally, the implications and limitations of the study are discussed

    Cogging Torque Reduction of Interior Permanent-Magnet Synchronous Motors by Finite-Element Method

    The cogging torque of a permanent-magnet motor is an oscillatory torque that always induces vibration, acoustic noise, possible resonance and speed ripples, and its minimization is a major concern for electric motor designers. This paper presents an effective approach for the cogging torque reduction of interior permanent-magnet motors by modifying the magnet span angle of the rotor and the shoe depth and shoe ramp of the stator. The cogging torque is calculated by employing a commercial finite-element analysis software Ansoft/Maxwell. The results show that the peak value of the cogging torque for the modified design decreases 50% in comparison with that of the original design

    A Study on the Satisfaction of Supply Chain Management System from the View of Justice and Value

    Due to the common, most enterprises have utilized information technology (IT) to enhance their competition and performance. Meanwhile, governments in Taiwan have encouraged enterprises to adapt e-commerce by putting policies and facilitating technology. Nevertheless, only few literatures discuss or evaluate the satisfaction of E-SCM after establishing information systems by enterprises. This research attempts to integrate three well-founded theories – Information System Success model (ISS), Organization Justice Theory and Consumer Value to develop our model. Using Structural Square Modeling (SEM) analysis performed on results of a questionnaire given to the providers of SCM who have established the E-SCM in their enterprises. The results showed that the distributive justice, procedural justice and interactive justice in the organization justice theory have a significant effect on the performance outcome in the E-SCM. It also showed that the system and service quality in the IS success model and the cost and service value in shopping value have a significant effect on the satisfaction of the E-SCM.     The epidemiology of patients with pterygium in southern Taiwanese adults: The Chiayi survey

    AbstractPurposeTo investigate patients with pterygium in different geographic regions and the associated risk factors in southern Taiwan.MethodsA clinical observation survey was conducted in Chiayi County, a rural area in southern Taiwan. The subjects aged 40 years and above underwent complete ocular examinations. Associated risks factors were evaluated, including gender, age, occupations, smoking, and geographical living regions by univariant and multivariant logistic regression analysis.ResultsA total of 2197 participants (790 male, 36.0%) from 44 different villages were evaluated. In these, 554 participants (25.2%) have either unilateral or bilateral pterygium. Age is associated with the percentage of pterygium, and those aged between 60 and 69 had the highest percentage of 30.1% (p < 0.0001). The gender effect was higher among men than women (OR = 1.31, 95% CI: 1.08–1.60, p = 0.006). The percentage of pterygium lived in plain, seaside, and mountainous areas were 22.6%, 32.6%, and 14.5% respectively. Geographical regions also showed that seaside area had the highest percentage of pterygium (seaside area OR = 1.65, 95% CI: 1.35-2.03, and mountainous area OR = 0.58, 95% CI: 0.35-0.95 compared with plain areas). Primary outdoor workers and residents with smoking history had relative higher risk for pterygium (OR = 1.47, 95% CI: 1.17-1.86; OR = 1.36, 95% CI: 1.02-1.83).ConclusionsThe percentage of pterygium in southern Taiwan is about 25.2% among adults aged over 40 years in this survey. It is significantly higher in the age of 50 or more and in residents living in villages along the seaside than those living in the mountainous and the plain areas

    FedBA: Non-IID Federated Learning Framework in UAV Networks

    With the development and progress of science and technology, the Internet of Things(IoT) has gradually entered people's lives, bringing great convenience to our lives and improving people's work efficiency. Specifically, the IoT can replace humans in jobs that they cannot perform. As a new type of IoT vehicle, the current status and trend of research on Unmanned Aerial Vehicle(UAV) is gratifying, and the development prospect is very promising. However, privacy and communication are still very serious issues in drone applications. This is because most drones still use centralized cloud-based data processing, which may lead to leakage of data collected by drones. At the same time, the large amount of data collected by drones may incur greater communication overhead when transferred to the cloud. Federated learning as a means of privacy protection can effectively solve the above two problems. However, federated learning when applied to UAV networks also needs to consider the heterogeneity of data, which is caused by regional differences in UAV regulation. In response, this paper proposes a new algorithm FedBA to optimize the global model and solves the data heterogeneity problem. In addition, we apply the algorithm to some real datasets, and the experimental results show that the algorithm outperforms other algorithms and improves the accuracy of the local model for UAVs
