Not Welcome A Critical Analysis of Ableism in Canadian Immigration Policy from 1869 to 2011
A Foucauldian discourse analysis of Canadian immigration policies and state practices reveals the ableist foundations of the Canadian nation-state. Throughout much of Canadian history, people with disabilities have been excluded through the immigration system. People with disabilities are often times prohibited from obtaining legal status, and even when status is obtained, it is often marked with precariousness. In order to contextualize ableism in the immigration system, I argue that borders are socially constructed, serving to segregate the labour market and to create precarious circumstances for workers in the contexts of capitalism and neoliberalism. These foundations of the Canadian immigration system, which have existed throughout Canadaâs history and can be seen in todayâs policies, serve to pathologize, playing a major role in the marking of bodies as disabled. Furthermore, immigration policies construct people with disabilities as societal burdens who are unable to contribute to the community.

SCANNER: Sequence Clustering of resource Access to find Nearest Neighbors
The Android operating system currently holds 83% of the smartphone market with more than three million applications available on the leading applications (apps) stores.
These apps require a set of permissions on installation and the user has to trust that they behave as expected. This can represent a risk to the user\u27s sensitive information and hence a critical question is how can we track these apps and understand how they are behaving. The current methods to characterize the behavior of applications focus on two types: 1) static analysis, extracting information from the .dex files or the manifest.xml, and 2) dynamic analysis, logging the system calls, control flow or processing sand-boxed execution traces. However, there is a lack of work involving the use of sequential resource access to help reveal critical behavior patterns and find similarly behaving applications.
This work presents SCANNER, a system to analyze the applications\u27 sequential accesses to the various resources on Android devices to cluster similarly behaving applications. We propose to use the Longest Common Subsequence (LCS) to describe the ordered sequences and contrast it with the use of statistical access rates for characterizing application behaviors. Using these features, the applications are clustered to find the nearest neighbors. A set of metrics is defined to quantify how well the neighbors resemble each application and the compactness of the clusters. Our results show that the use of LCS features helps identify similarly behaving applications with resource access patterns that are not necessarily identifiable by using the access rates alone
âThe brains of a nationâ: The eugenicist roots of Canadaâs mental health field and the building of a white non-disabled nation
This paper examines the literature published by the Canadian National Committee for Mental Hygiene (CNCMH), a precursor to the Canadian Mental Health Association (CMHA), from 1918-1921, and its connection to eugenicist social policies. Specifically, this study involves a critical discourse analysis of the Canadian Journal of Mental Hygiene (CJMH) published by the CNCMH, which illustrates how the roots of Canada's mental health field are linked to a nation-building project deeply intertwined with eugenicist notions of race and disability. Foundation myths that reinforce the Canadian nation were also imbued in the literature, including: Canadian identity as linked to white non-disability, Canada as tabula rasa, and eugenicist fears of the âover-populationâ of âundesirablesâ. On the basis of these foundation myths, the CNCMH considered mental hygiene discourse and practice as a means to further Canada as a white nondisabled nation. The desire to further the Canadian nation in this manner led to the promotion of eugenicist social policies. Many of these policies - especially, immigration controls - were put into place by the Canadian government and remain to this day.
Sino-American strategic relations : a perceptual-psychological approach
The rise of Chinaâs economic power and the end of US-Soviet rivalry has highlighted the importance of overall Sino-US relations and has made Sino-US interrelations in terms of security become more sophisticated and complicated. Although there obviously exist a number of issues in the Sino-US strategic relationship, my research takes two case studies for particular analysis. One issue, missile defense (MD), started during the presidency of Bill Clinton, but because of George W. Bushâs tough approach to China has become a critical issue in current Sino-US relations.
The Taiwan issue is another crucial case study in my research. Because of limitations of time and length, I will concentrate my analysis on the run-up to the Taiwan straits mini-crisis in 1996 in which intensive interactions and changes in the foreign policies of both sides can be observed. By analyzing these two cases, more can be known about the complex nature of the contemporary Sino-US relationship.
The psychological-perceptual approach, which borrows theories and concepts from psychology, has been one of the enduring and influential approaches in studying international relations. However, it is a new perspective for discussing the missile defense issue and the Taiwan crisis in 1996.
The circular flow of how the stimulus from the United States affects the perception of China, then its attendant foreign policies towards the United States, which in turn affects the perception of the United States and its consequent foreign policy towards China on both the MD issue and the Taiwan crisis forms the main research framework in my thesis. Moreover, combining the attribution theory from psychology and the security dilemma theory from the traditional Realist paradigm gives us new perspectives in viewing the interactions between the United States and China.
The missile defense issue showed that the linkage with the Taiwan issue remains important in changes in perception of the Chinese decision-makers. During the Clinton presidency, the joint effort of China and Russia resulted in the changes in perception of US decision-makers on the missile defense issue and to a large extent, caused the delay in the development of the national missile defense. Then during President Bush presidency, the possible selling of Aegis-equipped naval ships to Taiwan softened the stance of Chinese decision-makers on the MD issue, but the granting of a visa to Taiwanese President Chen caused the Chinese leadership to return to a tough stance on the MD issue.
The Taiwan issue is nevertheless an important case in my research and particular focus is given to the background of the 1996 Taiwan straits crisis. The 1992 US arms sales to Taiwan started the process but the 1995 granting of a visa to Taiwanese President Lee was the prime stimulus that reinforced Chinaâs hostile image of US decision-makers, which resulted in the changes in the foreign policies of the Chinese leadership. In turn, the Chinese military tests also shaped the perception of US decision-makers and hence US policies towards the Taiwan straits situation also changed. Decision-makersâ changes in perception and foreign policies led to the formation of the 1996 Taiwan straits crisis in consequence.
Judging from my findings, the basic theoretical framework is useful in analyzing the dynamics of both issues, but nevertheless there needs to be some modification to my framework. In particular, my analysis shows that the existence of a stimulus with a âcredible threatâ is necessary to produce a change in core belief and in perception. Moreover, the two theories of the security dilemma and attribution match rather well with the origin and development of the two issues in certain aspects and hence the combination of the three could produce a more comprehensive analysis
