    Prime Minister David Cameron has called for ‘a truly national commemoration of the First World War’. This article shows this to be problematic, politicised and contested. This is in part due to the elision of English and British histories. Scottish, Welsh and Irish responses are noted, and the role and commemorations of ‘our friends in the Commonwealth’. There are tensions around interpretations of empire and race. There has been a failure to appreciate that the debates about the legacies of the First World War are deeply entangled with those of colonialism

    Most models of double-barred galaxies suggest that a molecular gas component is crucial for maintaining long-lived nuclear bars. We have undertaken a CO survey in an attempt to determine the gas content of these systems and to locate double barred galaxies with strong CO emission that could be candidates for high resolution mapping. We observed 10 galaxies in CO J=2-1 and J=3-2 and did not detect any galaxies that had not already been detected in previous CO surveys. We preferentially detect emission from galaxies containing some form of nuclear activity. Simulations of these galaxies require that they contain 2% to 10% gas by mass in order to maintain long-lived nuclear bars. The fluxes for the galaxies for which we have detections suggest that the gas mass fraction is in agreement with these models requirements. The lack of emission in the other galaxies suggests that they contain as little as 7 x 10^6 solar masses of molecular material which corresponds to < 0.1% gas by mass. This result combined with the wide variety of CO distributions observed in double barred galaxies suggests the need for models of double-barred galaxies that do not require a large, well ordered molecular gas component.Comment: 17 pages (3 figures embedded on pg 17).     We have performed a multi-transition CO study of the centers of seven double-barred galaxies that exhibit a variety of molecular gas morphologies to determine if the molecular gas properties are correlated with the nuclear morphology and star forming activity. Near infrared galaxy surveys have revealed the existence of nuclear stellar bars in a large number of barred or lenticular galaxies. High resolution CO maps of these galaxies exhibit a wide range of morphologies. Recent simulations of double-barred galaxies suggest that variations in the gas properties may allow it to respond differently to similar gravitational potentials. We find that the 12CO J=3-2/J=2-1 line ratio is lower in galaxies with centrally concentrated gas distributions and higher in galaxies with CO emission dispersed around the galactic center in rings and peaks. The 13CO/12CO J=2-1 line ratios are similar for all galaxies, which indicates that the J=3-2/J=2-1 line ratio is tracing variations in gas temperature and density, rather than variations in optical depth. There is evidence that the galaxies which contain more centralized CO distributions are comprised of molecular gas that is cooler and less dense. Observations suggest that the star formation rates are higher in the galaxies containing the warmer, denser, less centrally concentrated gas.     The trajectory of fidelity in a multiyear trial of the Family Check-Up predicts change in child problem behavior

    Therapist fidelity to evidence-based family interventions has consistently been linked to child and family outcomes. However, few studies evaluate the potential ebb and flow of fidelity of therapists over time. We examined therapist drift in fidelity over four years in the context of a Family Check-Up prevention services in early childhood (age 2–5). At age 2, families engaging in Women, Infants, and Children Nutritional Supplement Program (WIC) services were randomized and offered annual Family Check-Ups. Seventy-nine families with a child in the clinical range of problem behaviors at age 2 were included in this analysis. Latent growth modeling revealed a significant linear decline in fidelity over time (M = ?0.35, SD = 0.35) and steeper declines were related to less improvement in caregiver-reported problem behaviors assessed at ages 7.5/8.5 (b = ?.69, p = .003; ? = ?.95, CI: ?2.11 | ?0.22). These findings add to the literature concerning the need to continually monitor therapist fidelity to an evidence-based practice over time to optimize family benefits.     Immigration Federalism: A Reappraisal

    This Article identifies how the current spate of state and local regulation is changing the way elected officials, scholars, courts, and the public think about the constitutional dimensions of immigration law and governmental responsibility for immigration enforcement. Reinvigorating the theoretical possibilities left open by the Supreme Court in its 1875 Chy Lung v. Freeman decision, state and local offi- cials characterize their laws as unavoidable responses to the policy problems they face when they are squeezed between the challenges of unauthorized migration and the federal government’s failure to fix a broken system. In the October 2012 term, in Arizona v. United States, the Court addressed, but did not settle, the difficult empirical, theoretical, and constitutional questions necessitated by these enactments and their attendant justifications. Our empirical investigation, however, discovered that most state and local immigration laws are not organic policy responses to pressing demographic challenges. Instead, such laws are the product of a more nuanced and politicized process in which demographic concerns are neither neces- sary nor sufficient factors and in which federal inactivity and subfederal activity are related phenomena, fomented by the same actors. This Article focuses on the con- stitutional and theoretical implications of these processes: It presents an evidence- based theory of state and local policy proliferation; it cautions legal scholars to rethink functionalist accounts for the rise of such laws; and it advises courts to reassess their use of traditional federalism frameworks to evaluate these sub federal enactments

    Interferon-stimulated gene (ISG)-expression screening reveals the specific antibunyaviral activity of ISG20

    Bunyaviruses pose a significant threat to human health, prosperity and food security. In response to viral infections, interferons (IFNs) upregulate the expression of hundreds of interferon stimulated genes (ISGs) whose cumulative action can potently inhibit the replication of bunyaviruses. We used a flow cytometry-based method to screen the ability of ∌500 unique ISGs from humans and rhesus macaques to inhibit the replication of Bunyamwera orthobunyavirus (BUNV), the prototype of both the Peribunyaviridae family and Bunyavirales order. Candidates possessing antibunyaviral activity were further examined using a panel of divergent bunyaviruses. Interestingly, one candidate, ISG20, exhibited potent antibunyaviral activity against most viruses examined from the Peribunyaviridae, Hantaviridae and Nairoviridae families, whereas phleboviruses (Phenuiviridae) largely escaped inhibition. Similar to other viruses known to be targeted by ISG20, the antibunyaviral activity of ISG20 is dependent upon its functional ribonuclease activity. Through use of an infectious VLP assay (based on the BUNV minigenome system), we confirmed that gene expression from all 3 viral segments is strongly inhibited by ISG20. Using in vitro evolution, we generated a substantially ISG20-resistant BUNV and mapped the determinants of ISG20 sensitivity/resistance. Taken together, we report that ISG20 is a broad and potent antibunyaviral factor yet some bunyaviruses are remarkably ISG20 resistant. Thus, ISG20 sensitivity/resistance could influence the pathogenesis of bunyaviruses, many of which are emerging viruses of clinical or veterinary significance

    National cross-sectional study of the sociodemographic characteristics of Aotearoa New Zealand's regulated health workforce pre-registration students: A mirror on society?

    Objectives To provide a sociodemographic profile of students enrolled in their first year of a health professional pre-registration programme offered within New Zealand (NZ) tertiary institutions. Design Observational, cross-sectional study. Data were sought from NZ tertiary education institutions for all eligible students accepted into the first ar of a health professional programme for the 5-year period 2016-2020 inclusive. Variables of interest: gender, citizenship, ethnicity, rural classification, socioeconomic deprivation, school type and school socioeconomic scores. Analyses were carried out using the R statistics software. Setting Aotearoa NZ. Participants All students (domestic and international) accepted into the first ar of a health professional programme leading to registration under the Health Practitioners Competence Assurance Act 2003. Results NZ's health workforce pre-registration students do not reflect the diverse communities they will serve in several important dimensions. There is a systematic under-representation of students who identify as Māori and Pacific, and students who come from low socioeconomic and rural backgrounds. The enrolment rate for Māori students is about 99 per 100 000 eligible population and for some Pacific ethnic groups is lower still, compared with 152 per 100 000 for NZ European students. The unadjusted rate ratio for enrolment for both Māori students and Pacific students versus Other' students is approximately 0.7. Conclusions We recommend that: (1) there should be a nationally coordinated system for collecting and reporting on the sociodemographic characteristics of the health workforce pre-registration; (2) mechanisms be developed to allow the agencies that fund tertiary education to base their funding decisions directly on the projected health workforce needs of the health system and (3) tertiary education funding decisions be based on Te Tiriti o Waitangi (the foundational constitutional agreement between the Indigenous people, Māori and the British Crown signed in 1840) and have a strong pro-equity focus

    A Chandra X-ray Study of Cygnus A - II. The Nucleus

    We report Chandra ACIS and quasi-simultaneous RXTE observations of the nearby, powerful radio galaxy Cygnus A, with the present paper focusing on the properties of the active nucleus. In the Chandra observation, the hard (> a few keV) X-ray emission is spatially unresolved with a size \approxlt 1 arcsec (1.5 kpc, H_0 = 50 km s^-1 Mpc^-1) and coincides with the radio and near infrared nuclei. In contrast, the soft (< 2 keV) emission exhibits a bi-polar nebulosity that aligns with the optical bi-polar continuum and emission-line structures and approximately with the radio jet. In particular, the soft X-ray emission corresponds very well with the [O III] \lambda 5007 and H\alpha + [N II] \lambda\lambda 6548, 6583 nebulosity imaged with HST. At the location of the nucleus there is only weak soft X-ray emission, an effect that may be intrinsic or result from a dust lane that crosses the nucleus perpendicular to the source axis. The spectra of the various X-ray components have been obtained by simultaneous fits to the 6 detectors. The compact nucleus is detected to 100 keV and is well described by a heavily absorbed power law spectrum with \Gamma_h = 1.52^{+0.12}_{-0.12} (similar to other narrow line radio galaxies) and equivalent hydrogen column N_H (nuc) = 2.0^{+0.1}_{-0.2} \times 10^{23} cm^-2.
