Citizenship education in Dutch vocational and educational training and higher education

Pilietiškumo ugdymo profesinio rengimo ir aukštojo mokslo sistemoje tikslas skatinti aktyvių piliečių ugdymą demokratinėje visuomenėje. Viena vertus, pilietiškumo ugdymas siekia sukelti pilietinės atsakomybės jausmą, reiškiamą santykiais mokykloje, asmeniniu bendravimu ir civilizuota elgsena. Kita vertus, pilietiškumo ugdymas gali reikšti žinių perteikimą ir bendruomenės socialinės ir politinės praktikos priėmimo skatinimą bei norą ir gebėjimą įdėti savo indėlį į šias praktikas (Education Council 2003, Campus Compact 2001). Šiame straipsnyje pateikiama Olandijos profesinio rengimo ir aukštojo mokslo organizavimo apžvalga bei aptariami šiuolaikiniai šios sistemos pokyčiai. Kaip pilietiškumo klausimai inkorporuojami į profesinį rengimą ir aukštąjį mokslą ir kaip pilietiškumo ugdymas įgyvendinamas? Be to, siekiama išanalizuoti, ar stiprus yra poreikis inkorporuoti pilietiškumo ugdymą į Olandijos mokymo programas bei aptariamos pilietiškumo ugdymo kliūtys Olandijos švietimo sistemoje.The aim of citizenship education in higher (vocational) education is to promote the development of active citizens in a democratic society. On the one hand, citizenship education seeks to engender a sense of civic responsibility, expressed in relations within the school, interpersonal communication and civilised behaviour. On the other hand citizenship education can be taken to mean imparting knowledge and fostering acceptance of the community 's social and political practices and the willingness and ability to contribute to them (Education Council, 2003; Campus Compact, 2001). This article gives overview of how VET and higher education organised in the Netherlands and what are the recent changes in the system? How have citizenship issues been incorporated into VET and higher education and how is citizenship education being implemented? Furthermore, it aims to analyze how strong is the need to include citizenship education in Dutch curricula and what are the barriers to citizenship education within the Dutch educational system
