The Automated Astronomic Positioning System (AAPS)
Two prototype systems of The Automated Astronomic Positioning System (AAPS) have been delivered to Defense Mapping Agency (DMA). The AAPS was developed to automate and expedite the determination of astronomic positions (latitude and longitude). This equipment is capable of defining astronomic positions to an accuracy sigma = 0.3 in each component within a two hour span of stellar observations which are acquired automatically. The basic concept acquires observations by timing stellar images as they cross a series of slits, comparing these observations to a stored star catalogue, and automatically deducing position and accuracy by least squares using pre-set convergence criteria. An exhaustive DMA operational test program has been initiated to evaluate the capabilities of the AAPS in a variety of environments (both climatic and positional). Laser-Induced Breakdown Spectroscopy (LIBS) in a Novel Molten Salt Aerosol System
In the pyrochemical separation of used nuclear fuel (UNF), fission product, rare earth, and actinide chlorides accumulate in the molten salt electrolyte over time. Measuring this salt composition in near real-time is advantageous for operational efficiency, material accountability, and nuclear safeguards. Laser-induced breakdown spectroscopy (LIBS) has been proposed and demonstrated as a potential analytical approach for molten LiClâKCl salts. However, all the studies conducted to date have used a static surface approach which can lead to issues with splashing, low repeatability, and poor sample homogeneity. In this initial study, a novel molten salt aerosol approach has been developed and explored to measure the composition of the salt via LIBS. The functionality of the system has been demonstrated as well as a basic optimization of the laser energy and nebulizer gas pressure used. Initial results have shown that this molten salt aerosolâLIBS system has a great potential as an analytical technique for measuring the molten salt electrolyte used in this UNF reprocessing technology
Transferring employment between the public and private sectors in the United Kingdom: acquired rights and revising TUPE
This paper analyses the reasons for the United Kingdom's long-delayed response to the European Unionâs Acquired Rights Directive. It assesses the British governmentâs overdue updating of the domestic legislation in 2006 in line with the latest version of the Directive, attributing its dilatory response to a combination of technical legal difficulties and conflicting political objectives. The paper concentrates on the âprivatisationâ of public services, explaining the most recent protection now available to workers whose jobs are out-sourced to the private or voluntary sector. Member States contemplating reform of their own regulatory regimes may find the British experience instructive.</p
Theory of Feshbach molecule formation in a dilute gas during a magnetic field ramp
Starting with coupled atom-molecule Boltzmann equations, we develop a
simplified model to understand molecule formation observed in recent
experiments. Our theory predicts several key features: (1) the effective
adiabatic rate constant is proportional to density; (2) in an adiabatic ramp,
the dependence of molecular fraction on magnetic field resembles an error
function whose width and centroid are related to the temperature; (3) the
molecular production efficiency is a universal function of the initial phase
space density, the specific form of which we derive for a classical gas. Our
predictions show qualitative agreement with the data from [Hodby et al, Phys.
Rev. Lett. {\bf{94}}, 120402 (2005)] without the use of adjustable parameters
