    Excerpts from the executive summary: Two basic points come from our analysis of Kentucky’s tax system: a broader tax base is needed so that revenue can keep pace with future economic growth, and changes are needed to improve Kentucky’s economic competitiveness. Without fundamental reforms Kentucky could face a $1 billion shortfall by 2020, and could find itself at a competitive disadvantage to neighboring states for business growth, retention, and recruitment. The options we present below can improve future revenue growth and economic competitiveness—which are evaluated with respect to other important factors, such as fairness and simplicity. The Commission should view these options as alternative routes to a different tax system, but with varying implications for adequacy, elasticity, competitiveness, fairness, and simplicity

    The NCTM Standards: Implementation

    In 1989 the National Council of Teachers of Mathematics published the Curriculum and Evaluation Standards for School Mathematics. The NCTM standards provides benchmark statements about specific aspects of the curriculum and about evaluation against which school divisions can judge their own specific curricula. The Standards has been a major focus of mathematics education since 1990. In the fall of 1992 the Metropolitan Educational Research Consortium undertook a study to determine the extent to which local schools were implementing the NCTM Standards. The study of the schools in the Consortium focused on the broad themes of the Standards document: mathematics as problem-solving, mathematics as communication, mathematics as reasoning, and mathematical communication. To teach with these four standard in mind is to teach in a Standards-oriented manner. This report summarizes the finding of three data sources collected from elementary, middle, and secondary school teachers and principals in the MERC school divisions: a survey of teachers, a survey of principals, and focus group interviews of selected teachers. The questions and discussions explore awareness of the Standards, classroom practices, and aids the obstacles to implementation

    Self-concealment: Integrative review and working model

    An extensive empirical literature has focused on the self-concealment (SC) construct. In this article, we review 137 studies that used the Self-Concealment Scale (SCS) with varied populations (e.g., adolescent; intercultural; international; lesbian, gay, and bisexual; and intimate partner). We propose a working model for the psychology of SC and the mechanisms of action for its effects on well-being. A dual-motive conflict between urges to conceal and reveal is seen to play a central role in these health effects. Meta-analytic techniques identify significant associations for SC with 18 constructs falling into six general categories: antecedents, disclosure and concealment, emotion regulation, social well-being, psychological and physical health, and psychotherapy. We interpret these findings with reference to current research and theory on secret keeping and health as well as emotion- and self-regulatory processes. This first integrative review supports the construct validity of the SCS and demonstrates the value of the SC construct for the study of psychological phenomena in which secret keeping is a recognized issue
