On ā-adic representations for a space of noncongruence cuspforms
This paper is concerned with a compatible family of 4-dimensional ā-adic representations Ļā of GQ := Gal(Q/Q) attached to the space of weight-3 cuspforms S3(Ī) on a noncongruence subgroup Ī ā SL2(Z). For this representation we prove that:
1.
It is automorphic: the L-function L(s,ĻāāØ) agrees with the L-function for an automorphic form for GL4(AQ), where ĻāāØ is the dual of Ļā.
2.
For each prime pā„5 there is a basis hp = {hp+, hp-} of S3(Ī) whose expansion coefficients satisfy 3-term Atkin and Swinnerton-Dyer (ASD) relations, relative to the q-expansion coefficients of a newform f of level 432. The structure of this basis depends on the class of p modulo 12.
The key point is that the representation Ļā admits a quaternion multiplication structure in the sense of Atkin, Li, Liu, and Long

The Presidentās Immigration Accountability Executive Action of November 20, 2014: Overview and Issues
[Excerpt] On November 20, 2014, President Obama announced his Immigration Accountability Executive Action which revises some U.S. immigration policies and initiates several programs, including a revised border security policy for the Southwest border; deferred action programs for some unauthorized aliens; revised interior enforcement priorities; changes to aid the entry of skilled workers; the promotion of immigrant integration and naturalization; and several other initiatives the President indicated would improve the U.S. immigration system. The most controversial among these provisions will grant deferred action to as many as 5 million unauthorized aliens. The President announced the executive action through ten Department of Homeland Security (DHS) memoranda, two White House memoranda, and three Department of Labor (DOL) fact sheets.
According to the President, the actions were taken in response to the absence of legislation addressing major problems within the immigration system. The President has stated that his actions are temporary, and that his successor can rescind them. Those opposed to the executive actions argue they were taken largely for political purposes. They contend that once granted, such temporary measures would be difficult to revoke. Separately, a debate has arisen as to whether the President has the legal authority to take such actions, with the Administration and others arguing the Presidentās actions fall within his authority, and many in Congress arguing the President has overstepped it. That debate and its attendant legal questions are beyond the scope of this report. As the Administration proceeds to implement the executive actions, some in Congress have vowed to halt some or all of them
The Buoyant Behavior of Viral and Bacterial DNA in Alkaline CsCl
In equilibrium density gradient centrifugation, the banding polymer species is electrically neutral. The banding species for a negative polyelectrolyte with a polyanion
P_(n)^(-z)n (where n is the degree of polymerization, and z the titration charge per monomer unit) in a CsCl salt gradient is CS_(zn)P_n. If the ion P_(n)^(-z)n is itself a weak acid, it may be titrated to the state P_(n)^(-(Zn+y)) by CsOH; the banding species is then Cs_(zn+y)P_n. Because of the large mass and high effective "density" of a Cs^+ ion, it is to be expected that the buoyant density in a CsCl gradient of a polymer acid will be increased by such a partial alkaline titration with CsOH. This expectation has been confirmed for polyglutamic acid (where z = 0 at low pH). The guanine and thymine monomer units of DNA are weak acids. The present communication is concerned with the increase in buoyant density of DNA in alkaline CsCl solutions. It is well known that the guanine and thymine protons are more readily titrated in denatured DNA than in native DNA. We find that the buoyant density of denatured DNA and of single strand ĻX-174 DNA gradually increases as the pH of the solution is increased beyond pH 9.8. The density of native DNA is not affected until a critical pH > 11 is reached, where the DNA abruptly denatures and increases in density. Similar increases in buoyant density have been observed independently by Baldwin and Shooter in their studies of 5BU[overbar]-substituted DNA's in alkaline solutions
Eigenspace techniques for active flutter suppression
The use of eigenspace techniques for the design of an active flutter suppression system for a hypothetical research drone is discussed. One leading edge and two trailing edge aerodynamic control surfaces and four sensors (accelerometers) are available for each wing. Full state control laws are designed by selecting feedback gains which place closed loop eigenvalues and shape closed loop eigenvectors so as to stabilize wing flutter and reduce gust loads at the wing root while yielding accepatable robustness and satisfying constrains on rms control surface activity. These controllers are realized by state estimators designed using an eigenvalue placement/eigenvector shaping technique which results in recovery of the full state loop transfer characteristics. The resulting feedback compensators are shown to perform almost as well as the full state designs. They also exhibit acceptable performance in situations in which the failure of an actuator is simulated
