    Inside Success: Strategies of 25 Effective Small High Schools in NYC

    For decades, New York City's high school graduation rates hovered at or below 50 percent. In attempt to turn around these disappointing results, the NYC Department of Education enacted a series of large-scale reforms, including opening hundreds of new "small schools of choice" (SSCs). Recent research by MDRC has shown that these schools have had large and sustained positive effects on students' graduation rates and other outcomes. How have they done it? What decisions -- made by the educators who created, supported, and operated these schools -- have been critical to their success? What challenges do these schools face as they try to maintain that success over time? The Research Alliance set out to answer these questions, conducting in-depth interviews with teachers and principals in 25 of the most highly effective SSCs. Educators reported three features as essential to their success:Personalization, which was widely seen as the most important success factor. This includes structures that foster strong relationships with students and their families, systems for monitoring student progress -- beyond just grades and test scores, and working to address students' social and emotional needs, as well as academic ones.High expectations -- for students and for educators -- and instructional programs that are aligned with these ambitious goals.Dedicated and flexible teachers, who were willing to take on multiple roles, sometimes outside their areas of expertise.The findings, presented in this report, paint a picture of how these features were developed in practice. The report also describes challenges these schools face and outlines lessons for other schools and districts that can be drawn from the SSCs' experience. These include the need to avoid teacher burnout, improving the fit between schools and external partners, and expanding current notions of accountability

    Who Stays and Who Leaves? Findings from a Three-Part Study of Teacher Turnover in NYC Middle Schools

    This paper synthesizes findings from the Research Alliance's investigation of teacher turnover in New York City's public middle schools. These years are widely recognized as a critical turning point for students, and the NYC Department of Education (DOE) is pursuing a range of middle school improvement initiatives. The stability of the middle school teaching force has the potential to facilitate or complicate these efforts, yet there have been few studies of the rates and patterns of teacher turnover in the City's middle schools.This study provides the most current, comprehensive look at middle school teacher turnover to date. Drawing on a range of data sources -- including DOE human resource records from the last decade, a survey of over 4,000 full-time middle school teachers, and in-depth case studies in four middle schools -- this paper examines how long middle school teachers remain in their schools, how long they intend to stay, and what predicts whether or not they leave. It also explores how various aspects of teachers' work environment may influence these decisions. Among the key findings: Among middle school teachers who entered their school during the last decade, more than half left that school within three years -- significantly higher than the rates seen for elementary and high school teachers. Of the teachers who leave, most exit the NYC public school system altogether, and only about 1 in 10 transition to another grade 6-8 school. The findings point to several strategies that may be useful for increasing middle school teachers' lengths of stay

    The Middle School Teacher Turnover Project: A Descriptive Analysis of Teacher Turnover in New York City's Middle Schools

    This report presents findings from the first of three components of a mixed-methods study of middle school teacher turnover in New York City. The project is a collaboration between researchers at The Research Alliance for New York City Schools, New York University, Teachers College, and Baruch College. This study reveals that 55% of the teachers who entered middle schools between 2002 and 2009 left these schools within three years. Further, nearly 60% of departing middle school teachers left the New York City public school system altogether and another 23% either moved to schools that did not include the middle grades (Grades 6-8) or took on non-teaching positions. These findings suggest an exodus of newly-arrived teachers from middle schools, and they raise questions for future research about the causes, consequences, and implications of teacher turnover. The remaining two components of the Research Alliance's larger study -- a survey and a case study analysis -- will investigate these and other questions

    Navigating the Middle Grades and Preparing Students for High School Graduation

    This brief presents preliminary findings from an exploratory study of New York City students' transitions into, through, and out of the middle grades. Our analysis reveals that students' attendance and achievement in their early schooling (fourth grade) predict whether students are likely to graduate from high school many years later. Further, we find that many students begin the middle grades on-track to graduate high school but fall off this trajectory before the end of eighth grade. These findings suggest that teachers and administrators should pay close attention to students whose attendance and math achievement fall during the middle grades, as these students are particularly at risk for not graduating from high school on time

    Educators have long asserted that the middle grade years (typically, grades six through eight) are a time of both great importance and vulnerability in students' K-12 schooling. Anecdotal and empirical evidence suggest that students encounter new social and emotional challenges, increased academic demands, and major developmental transitions during the middle grade years. In this study, we investigate whether and how students' achievement and attendance change between grade four and eight and identified moments during this period when students' achievement and attendance suggest that they will struggle to graduate from high school within four years

    Schools as Organizations: Examining School Climate, Teacher Turnover, and Student Achievement in NYC

    During the last decade, education research and policy have generated considerable momentum behind efforts to remake teacher evaluation systems and place an effective teacher in every classroom. But schools are not simply collections of individual teachers; they are also organizations, with structures, practices, and norms that may impede or support good teaching. Could strengthening schools -- as organizations -- lead to better outcomes for teachers and students?This study begins to address that question by examining how changes in school climate were related to changes in teacher turnover and student achievement in 278 NYC middle schools between 2008 and 2012. Drawing on teacher responses to NYC's annual School Survey, as well as student test scores, human resources data, and school administrative records, we identified four distinct and potentially malleable dimensions of middle schools' organizational environments:Leadership and professional development;High academic expectations for students;Teacher relationships and collaboration; andSchool safety and order.We then examined how changes in these four dimensions over time were linked to corresponding changes in teacher turnover and student achievement. We found robust relationships between increases in all four dimensions of school climate and decreases in teacher turnover, suggesting that improving the environment in which teachers work could play an important role in reducing turnover. (The annual turnover in NYC middle schools is about 15 percent.)We also discovered that improvements in two dimensions of school climate -- safety and academic expectations -- predicted small, but meaningful gains in students' performance on standardized math tests.Taken together with other emerging evidence, these findings suggest that closing achievement gaps and turning around struggling schools will demand a focus on not only individual teacher effectiveness, but also the organizational effectiveness of schools. The policy brief outlines several potential areas of focus for districts that want to help schools in building healthy well-functioning organizations
