    A number of booster propulsion system concepts are being considered for the next generation of manned and unmanned space launch vehicles. The one propulsion system concept that has potential for reducing costs with increased safety, reliability, and performance is hybrid propulsion (HP). A HP system may be thought of as a liquid propulsion system with solid fuel or a solid propulsion system with a liquid oxidizer. The liquid propulsion features that are most attractive are the higher specific impulse, clean exhaust, separated propellants, and oxidizer loading just prior to launch. The most attractive solid propulsion features includes low life cycle costs, no rotating machinery, compact size, and a robust case. In addition, a HP system has a robust LO2 tank; provides thrust control for ignition, to alleviate flight loads, and for thrust termination; and uses an inert grain that is not sensitive to anomalies such as cracks, voids, and separations. The object is to develop the technology to enable the application of HP to manned and unmanned space launch vehicles. This program will identify the necessary technology, acquire that technology, and demonstrate that technology. This volume is the executive summary

    Three candidate hybrid propulsion (HP) concepts were identified, optimized, evaluated, and refined through an iterative process that continually forced improvement to the systems with respect to safety, reliability, cost, and performance criteria. A full scale booster meeting Advanced Solid Rocket Motor (ASRM) thrust-time constraints and a booster application for 1/4 ASRM thrust were evaluated. Trade studies and analyses were performed for each of the motor elements related to SRM technology. Based on trade study results, the optimum HP concept for both full and quarter sized systems was defined. The three candidate hybrid concepts evaluated are illustrated

    With the declining presence of African-American teachers in the teacher workforce, it is necessary to examine plausible causes for this phenomenon. Previous research suggests that most African-American teachers teach in high minority, high poverty schools. Consequently, they face substantial challenges related to student achievement and social and cultural disparities. No Child Left Behind is an education reform policy designed to bridge the gap between the educational disparities which exist, placing emphasis on teacher accountability and student achievement. The accountability requirements established by NCLB have generated significant pressure for teachers, particularly African-American teachers in struggling schools who must make Adequate Yearly Progress in order to avoid federal sanctions and public labeling as failing schools. Therefore, since African-American teachers often teach in schools most affected by NCLB, an examination of their experiences regarding various aspects of the law and its affect on teacher morale is essential to understanding the far-reaching implications of education reform. The focus of this study was to gain a deeper understanding of how NCLB has affected teacher morale for African-American teachers in low-performing middle schools. Specifically, a phenomenological, qualitative method was used to capture their experiences in an effort to uncover the realities these teachers face in the classroom. The overall objective of this study was to develop a richer awareness of what it means to teach in underperforming schools, while seeking academic excellence within them. Results from this study generated five themes related to teacher morale among African-American teachers in low performing middle schools. An examination of these themes indicated that teacher morale among African-American teachers in low performing middle schools was influenced by NCLB due to published test scores and NCLB’s inability to address the social and cultural disparities that exist in education. However, despite the challenges of NCLB, African-American teachers remained dedicated to their calling as teachers seeking to help their students succeed despite the odds

    This study examines broader impact activities that are used to fulfill National Science Foundation\u27s (NSF) broader impact criterion (BIC). While there have been many studies that discuss the merits and pitfalls of asking scientists to address BIC, there have been few studies that examine exactly what types of outreach and science communication activities Principal Investigators (PIs) are proposing to do. In an effort to fill this gap, this thesis draws from science communication theory and program logic modeling to inform a qualitative analysis of proposed broader impacts activities (BIAs) in NSF grant proposals. Through an analysis of 87 proposals, this thesis explore the types of activities proposed, audiences reached, and their relation to the PUS and PEST models of science communication. The results suggest that PIs mainly propose academic-related activities that are intrinsic to their duties as university faculty members. Although rare, when PIs do engage with the public they choose activities that fall into the PUS-style of science communication
