Making optical atomic clocks more stable with level laser stabilization
The superb precision of an atomic clock is derived from its stability. Atomic
clocks based on optical (rather than microwave) frequencies are attractive
because of their potential for high stability, which scales with operational
frequency. Nevertheless, optical clocks have not yet realized this vast
potential, due in large part to limitations of the laser used to excite the
atomic resonance. To address this problem, we demonstrate a cavity-stabilized
laser system with a reduced thermal noise floor, exhibiting a fractional
frequency instability of . We use this laser as a stable
optical source in a Yb optical lattice clock to resolve an ultranarrow 1 Hz
transition linewidth. With the stable laser source and the signal to noise
ratio (S/N) afforded by the Yb optical clock, we dramatically reduce key
stability limitations of the clock, and make measurements consistent with a

Poisson-de Rham homology of hypertoric varieties and nilpotent cones
We prove a conjecture of Etingof and the second author for hypertoric
varieties, that the Poisson-de Rham homology of a unimodular hypertoric cone is
isomorphic to the de Rham cohomology of its hypertoric resolution. More
generally, we prove that this conjecture holds for an arbitrary conical variety
admitting a symplectic resolution if and only if it holds in degree zero for
all normal slices to symplectic leaves.
The Poisson-de Rham homology of a Poisson cone inherits a second grading. In
the hypertoric case, we compute the resulting 2-variable Poisson-de
Rham-Poincare polynomial, and prove that it is equal to a specialization of an
enrichment of the Tutte polynomial of a matroid that was introduced by Denham.
We also compute this polynomial for S3-varieties of type A in terms of Kostka
polynomials, modulo a previous conjecture of the first author, and we give a
conjectural answer for nilpotent cones in arbitrary type, which we prove in

Wanted dead or alive : high diversity of macroinvertebrates associated with living and ’dead’ Posidonia oceanica matte
The Mediterranean endemic seagrass Posidonia
oceanica forms beds characterised by a dense leaf canopy
and a thick root-rhizome ‘matte’. Death of P. oceanica
shoots leads to exposure of the underlying matte, which
can persist for many years, and is termed ‘dead’ matte.
Traditionally, dead matte has been regarded as a degraded
habitat. To test whether this assumption was
true, the motile macroinvertebrates of adjacent living
(with shoots) and dead (without shoots) matte of
P. oceanica were sampled in four different plots located
at the same depth (5–6 m) in Mellieha Bay, Malta
(central Mediterranean). The total number of species
and abundance were significantly higher (ANOVA;
P<0.05 and P<0.01, respectively) in the dead matte
than in living P. oceanica matte, despite the presence of
the foliar canopy in the latter. Multivariate analysis
(MDS) clearly showed two main groups of assemblages,
corresponding to the two matte types. The amphipods
Leptocheirus guttatus and Maera grossimana, and the
polychaete Nereis rava contributed most to the dissimilarity
between the two different matte types. Several
unique properties of the dead matte contributing to the
unexpected higher number of species and abundance of
motile macroinvertebrates associated with this habitat
are discussed. The findings have important implications
for the conservation of bare P. oceanica matte, which
has been generally viewed as a habitat of low ecological

Possession and Usage of Insecticidal Bed Nets among the People of Uganda: Is BRAC Uganda Health Programme Pursuing a Pro-Poor Path?
The use of insecticidal bed nets is found to be an effective public health tool for control of malaria, especially for under-five children and pregnant women. BRAC, an indigenous Bangladeshi non-governmental development organization, started working in the East African state of Uganda in June 2006. As part of its efforts to improve the health and well-being of its participants, BRAC Uganda has been distributing long lasting insecticide-treated bed nets (LLIN) at a subsidized price through health volunteers since February 2008. Extended Follow-Up Following a Phase 2b Randomized Trial of the Candidate Malaria Vaccines FP9 ME-TRAP and MVA ME-TRAP among Children in Kenya
Background. "FFM ME-TRAP'' is sequential immunisation with two attenuated poxvirus vectors (FP9 and modified vaccinia virus Ankara) delivering the pre-erythrocytic malaria antigen ME-TRAP. Over nine months follow-up in our original study, there was no evidence that FFM ME-TRAP provided protection against malaria. The incidence of malaria was slightly higher in children who received FFM ME-TRAP, but this was not statistically significant (hazard ratio 1.5, 95% CI 1.0-2.3). Although the study was unblinded, another nine months follow-up was planned to monitor the incidence of malaria and other serious adverse events. Methods and Findings. 405 children aged 1-6 yrs were initially randomized to vaccination with either FFM ME-TRAP or control (rabies vaccine). 380 children were still available for follow-up after the first nine months. Children were seen weekly and whenever they were unwell for nine months monitoring. The axillary temperature was measured, and blood films taken when febrile. The primary analysis was time to parasitaemia >2,500/mu l. During the second nine months monitoring, 49 events met the primary endpoint (febrile malaria with parasites >2,500/mu l) in the Intention To Treat (ITT) group. 23 events occurred among the 189 children in the FFM ME-TRAP group, and 26 among the 194 children in the control group. In the full 18 months of monitoring, there were 63 events in the FFM ME-TRAP group and 60 in the control group (HR = 1.2, CI 0.84-1.73, p = 0.35). There was no evidence that the HR changed over the 18 months (test for interaction between time and vaccination p = 0.11). Conclusions. Vaccination with FFM ME-TRAP was not protective against malaria in this study. Malaria incidence during 18 months of surveillance was similar in both vaccine groups. Trial Registration. Which family members use the best nets? An analysis of the condition of mosquito nets and their distribution within households in Tanzania
BACKGROUND: Household ownership of insecticide-treated mosquito nets (ITNs) is increasing, and coverage targets have been revised to address universal coverage with ITNs. However, many households do not have enough nets to cover everyone, and the nets available vary in physical condition and insecticide treatment status. Since 2004, the Government of Tanzania has been implementing the Tanzania National Voucher Scheme (TNVS), which distributes vouchers for ITNs through antenatal clinics to target pregnant women and their infants. This analysis aimed to determine the following: (1) coverage patterns of bed nets within households according to physical condition and treatment status; (2) who might be at risk if mosquitoes were diverted from occupants of untreated nets to those not using nets? (3) the degree to which those at highest risk of malaria use the most protective nets. METHODS: Data from the 2006 TNVS household survey were analysed to assess within-household distribution of net use. The associations between net characteristics and net user were also evaluated. Multivariate analysis was applied to the relationship between the number of holes per net and user characteristics while adjusting for confounders. RESULTS: In households with a net:person ratio better than 1:4 (one net for every four household members), more than 80% of the people in such households reported using a net the previous night. ITNs were most likely to be used by infants, young children (1-4 y), and women of childbearing age; they were least likely to be used by older women (>or=50 y), older children (5-14 y), and adult men. The nets used by infants and women of childbearing age were in better-than-average physical condition; the nets used by older women and older children were in worse-than-average condition; while young children and adult men used nets in intermediate (average) condition. When adjusted for confounders, the nets used by young and older children had more holes than nets used by infants. CONCLUSIONS: Infants and other vulnerable groups were most likely to sleep under the most protective nets. Nevertheless, more communication efforts are needed to increase use of intact ITNs within households for children. Further research is necessary to fully understand motivations influencing within-household net distribution
The use of insecticide treated nets by age: implications for universal coverage in Africa
BACKGROUND: The scaling of malaria control to achieve universal coverage requires a better understanding of the population sub-groups that are least protected and provide barriers to interrupted transmission. Here we examine the age pattern of use of insecticide treated nets (ITNs) in Africa in relation to biological vulnerabilities and the implications for future prospects for universal coverage. METHODS: Recent national household survey data for 18 malaria endemic countries in Africa were assembled to identify information on use of ITNs by age and sex. Age-structured medium variant projected population estimates for the mid-point year of the earliest and most recent national surveys were derived to compute the population by age protected by ITNs. RESULTS: All surveys were undertaken between 2005 and 2009, either as demographic health surveys (n = 12) or malaria indicator surveys (n = 6). Countries were categorized into three ITN use groups: or =20% and projected population estimates for the mid-point year of 2007 were computed. In general, the pattern of overall ITNs use with age was similar by country and across the three country groups with ITNs use initially high among children <5 years of age, sharply declining among the population aged 5-19 years, before rising again across the ages 20-44 years and finally decreasing gradually in older ages. For all groups of countries, the highest proportion of the population not protected by ITNs (38% - 42%) was among those aged 5-19 years. CONCLUSION: In malaria-endemic Africa, school-aged children are the least protected with ITNs but represent the greatest reservoir of infections. With increasing school enrollment rates, school-delivery of ITNs should be considered as an approach to reach universal ITNs coverage and improve the likelihood of impacting upon parasite transmission
Relationship building in Vietnamese English written business communication: A systemic functional analysis,
English has a long history in Vietnam and in the last two decades, particularly for business communication, it has developed with an unprecedented speed. Despite this ascendancy, there is an absence of research regarding English in Vietnamese business correspondence. The current study is an in-depth investigation of this with a particular focus on the written features of English, reflecting the importance of written documents in this context. This research was framed within the theoretical perspectives of Systemic Functional Linguistics (SFL). 303 business texts from various business sectors composed by Vietnamese writers were collected. They were then analysed with regard to four SFL variables: speech functions, mood, modality and terms of address to establish the nature of the interpersonal written features developing within Vietnam. The findings of the study indicate that the writers employed several linguistic strategies (e.g., using Vietnamese kinship terms and Vietnamese lexis) and non-linguistic strategies (e.g., using emoticons and written giggling) to establish a close relationship with their interactants. Relationship building was also reflected in the employment of politeness strategies to achieve positive politeness effect. These results suggest that SFL is a useful theoretical framework and analytical tool to uncover how English is employed in different socio-cultural contexts to enact social meaning-making processes
