    Saving Small Business: The Urgent Need for Improved Business Succession Planning and how Immigrant Entrepreneurs can Help

    Small business is the backbone of the Canadian economy, yet fewer than half of small and medium-sized enterprises (SMEs) in Canada currently have a succession plan in place. As such, many of these businesses could be at risk of closure, potentially reducing the wealth of the business owners in question and depriving communities of needed goods and services. This paper explores the possibility of business succession matching programs, with a focus on immigrants as potential purchasers of businesses. Immigrants are more likely to own a business than their Canadian-born counterparts, and a succession matching program could enable them to access established businesses, mentoring, and even creative financing to enhance their own chances of success as well as preserving desirable firms. The research is based on a review of existing literature, case studies and several interviews which identify an urgent need and potential solutions. Keywords: succession planning, small enterprise, immigration, immigrant entrepreneur

    Issue 13: Syrian Refugee Resettlement and the Role of Local Immigration Partnerships (LIPs) in Ontario, Canada

    During the peak of the Syrian refugee “crisis” in 2015 and early 2016, the Canadian Federal Government responded with a push to drastically increase the number of Syrian refugees it planned to resettle. The resulting Syrian Refugee Resettlement Initiative (SRRI) put to the test Local Immigration Partnerships (LIPs), a form of place-based policy that had been in place since 2008 where communities collaborate in the support, development and execution of local immigration and refugee resettlement plans. This issue of Policy Points discusses a study of three LIPs (Hamilton, Ottawa, and Waterloo Region) and their response to the SRRI. The research provides three policy insights relevant to refugee and immigrant community resettlement. Bringing the community into the fold through multi stakeholder tables such as LIPs can coordinate local responses to the resettlement of refugees (policy insight 1). LIPs must be embedded in the local community and include leaders and personnel able to build and enhance local stakeholder networks (policy insight 2). Finally, it is key to involve LIPs in communication channels during mass resettlement events (policy insight 3). Policy action under points 2 and 3 will in turn enable LIPs to effectively support refugee resettlement at the local level. The experience of the three Ontario LIPs in this study is relevant to existing and potential new LIPs, but it also offers a unique place-based policy approach to engaging local communities in resettlement at other locations and scales

    Shared responsibility: conceptualising how a public health approach may enhance police response to missing persons

    When a person is reported missing there are substantial costs for the individual, their family and society. This paper conceptualises the experience of missing persons episodes, through a public health approach. This then allows police, stakeholders and the community to engage in discussions about who is vulnerable to going missing by intervening in a way that addresses risk. Historically, a missing persons episode involves an absence, typically followed by police involvement in consultation with next of kin with establishing the whereabouts of the missing person being the primary focus. Yet, the risk factors of going missing relate more to the psychosocial aspects that trigger a disappearance – family disconnection, mental health, poverty, intergenerational trauma. A narrative review of the literature reflects that the police are public health interventionists regarding social issues; however, this concept is untested in a missing persons context. Successful examples of public health approaches in the injury and violence prevention fields demonstrate that a public health approach is critical to address risk and protective factors. In a context of going missing (and the aftermath of a missing episode), enhanced awareness of the social and economic costs of an absence may prevent future episodes. This paper proposes a conceptual framework to address key challenges and risk factors in missing persons cases. The paper also proposes a future framework that emphasises shared responsibility between police working alongside public health and social care agencies to better support those at risk of going missing while fully engaging with the experiences of those who return

    Dreading Yet Hoping: Traumatic Loss Impacted by Reference DNA Sample Collection for Families of Missing People

    The trauma of having a family member missing is commonly described as an ambiguous loss where the finality of the loss is not realized, as is experienced with a death. There is uncertainty due to the trauma of the absence and subsequent police investigation, leading to physical and emotional impacts for the aftercare of those left behind. There are 850 unidentified human remains and 2,600 long-term missing persons cases in Australia. The Australian Federal Police (AFP) National DNA Program for Unidentified and Missing Persons aims to scientifically link these cases using modern DNA techniques and databases. A DNA-led identification effort may assist to provide answers to Australian families searching for missing relatives, but may also contribute to the trauma experienced by these families. A literature review demonstrated empirical research for the development of scientific best practices for the collection of reference DNA samples for forensic purposes, but minimal evidence about the impact of reference DNA sample collection on kin when attempting to identify the deceased remains of missing people in non-mass casualty situations. The aim of this study was to develop an academically robust understanding of the unique impact of reference DNA sample collection on families of missing persons and support pathways tailored to the experience. This study involved 26 Australian families of long-term missing (ranging from 1 to 20+ years) people in Australia anonymously completing a mixed-methods online survey about their experiences of providing reference DNA samples to aid missing persons investigations. Respondents were representative of a range of ages, genders and relationships to the missing individual. The thematic analysis of the survey results identified the provision of a reference DNA sample: (1) resembles an overt act of hope as families perceive their sample assists the investigation, whilst also being traumatic, triggered by the prospect of scientifically matching their missing family member to a set of unknown human remains; (2) can cause immediate interpersonal impacts and ongoing impacts to families' wellbeing; and (3) can be improved by considering the environment where the sample is collected, professionalism of the police officer collecting the sample, timeliness of the provision of the sample, level of support provided during and after sample collection, and effective communication of forensic procedures and processes as they relate to the missing persons investigation. The study concludes that the complexity associated with provision of family reference samples requires the development and implementation of best practice guidelines, including psycho-education strategies to be used by practitioners to minimize the vicarious trauma for relatives already traumatized by the loss of their missing family member. These guidelines would support the objectives of the AFP Program and benefit all routine missing persons investigations

    A psychoeducational support group intervention for people who have attempted suicide: An open trial with promising preliminary findings

    Psychoeducational groups have been used to address many health needs. Yet, there are few such options available for people who have attempted suicide. This study presents preliminary findings from an open trial of Eclipse, an 8-week closed, psychoeducational group for people who have attempted suicide. It examined the effectiveness of the Eclipse program in reducing suicidal ideation, depressive symptoms, perceived burdensomeness and thwarted belongingness, and increasing resilience and help-seeking. Results showed statistically significant improvements in depressive symptoms, perceived burdensomeness, resilience and help-seeking from baseline (T1) to immediate post-test (T2), and in perceived burdensomeness from T1 to 1-month follow-up (T3). A pervasiveness analysis showed that over half of the participants reported improvements in key study outcomes, respectively, as a result of participating in the Eclipse group. Psychoeducational support groups could provide broad application for those who have previously attempted suicide in decreasing severity of suicidal thinking by reductions in depressive symptoms, burdensomeness, and thwarted belongingness

    How is participating in suicide prevention activities experienced by those with lived and living experiences of suicide in Australia? A qualitative study

    People with a lived experience of suicide are commonly included within suicide prevention research. This includes participation in conferences, policy development, research and other activities. Yet little is known about the impact on the person in the long term of regularly sharing one’s experience to different audiences and, in some cases, to a schedule not of your choosing. This qualitative study asked twenty people to share their reflections of being lived experience representatives within suicide prevention. Participants varied in the length of time they had been sharing their stories, and how they shared with different audiences. These narratives were thematically analysed within a reflective framework, including field notes. Four broad themes were noted that highlighted participants’ recommendations as to how the lived experience speaker training could grow alongside suicide prevention activities to facilitate safe activities that include a shared understanding of the expected outcome from participation. The environment for people with lived experience of suicide to tell their stories already exists, meaning that the suicide prevention sector needs to move quickly to ensure people understand the variety of spaces where lived experience needs to be incorporated, evaluated and better supported. When lived experience is a valued inclusion in the creation of effective and appropriate suicide prevention research and interventions, those who share their experience must be valued and supported in a way that reflects this. This study recommends strategies to practically and emotionally support speakers, including ways to ensure debriefing and support, which can enhance the longevity of the speakers in the suicide prevention space by valuing the practical and emotional labour required to be suicide prevention representatives, with an outcome recommendation for best practice guidelines for those who engage people with lived experience in suicide prevention activities

    Systematic review of qualitative evaluations of reentry programs addressing problematic drug use and mental health disorders amongst people transitioning from prison to communities

    Background: The paper presents a systematic review and metasynthesis of findings from qualitative evaluations of community reentry programs. The programs sought to engage recently released adult prison inmates with either problematic drug use or a mental health disorder.Methods: Seven biomedical and social science databases, Cinahl, Pubmed, Scopus, Proquest, Medline, Sociological
 abstracts and Web of Science and publisher database Taylor and Francis were searched in 2016 resulting in 2373 potential papers. Abstract reviews left 140 papers of which 8 were included after detailed review. Major themes and subthemes were identified through grounded theory inductive analysis of results from the eight papers. Of the final eight papers the majority (6) were from the United States. In total, the papers covered 405 interviews and included 121 (30%) females and 284 (70%) males.Results: Findings suggest that the interpersonal skills of case workers; access to social support and housing; and continuity of case worker relationships throughout the pre-release and post-release period are key social and structural factors in program success.Conclusion: Evaluation of community reentry programs requires qualitative data to contextualize statistical findings and identify social and structural factors that impact on reducing incarceration and improving participant health. These aspects of program efficacy have implications for reentry program development and staff training and broader social and health policy and services
