Pour une nouvelle analyse du développement de la police en Europe occidentale

De auteurs brengen vooreerst een gesystematiseerde fenomeno- logie van de voornaamste tendenze in de ontwikkeling van de politie in de B.R.D. : de uitbreiding en de professionalisering van het politie- systeem, centralisering en differentiate van de functies, verstreking van de interventiebevoegdheden, terugkeer naar een repressieve opvatting van het beroep van politieman. Nadien onderzoeken zij hoe men tot op heden het verschijnsel van de politie heeft bestudeerd : als instrument van de Staatsmacht, als wetenschappelijke politie, als acteur in een internationaal gebeuren. Tenslotte geven de auteurs onderscheidingen over de wijze waarop men de positie van de politie moet bestuderen ten aanzien van het machts-monopolie in de samenlevingen die gevestigd zijn op de eerbied voor de wetten : de politie als deel van het strafrecht- systeem, als deel van de uitvoerende macht, politie en publiek, de strekkingen van internationale eenmaking van de politie-systemen. Tenslotte moet men een internationale samenwerking bekomen inzake onderzoek over de politie.The authors begin by establishing a systematised phenomenology of the main police developmental trends in the F.R.G. namely expansion and vocationalisation of the Police system, centralisation and différenciation of functions, fostering ability to intervene, a return to the repressive notion of the policeman job. Later, they analyse how the Police phenomenon has been studied heretofore : as an instrument of the State power, as a scientific arm, as a factor in an international interplay. Ultimately, the authors indicate how the position of the police ought to be perceived with respect to the power monopoly in different systems of society based on law-obedience : the police as an extension of the penal system, as an extension of the Executive Police and the public, or trends towards international unification of police systems. Finally, they stress the need for international cooperation in the field of research on Police.Les auteurs commencent par établir une phénoménologie systématisée des principales tendances du développement de la police en R.F.A. : élargissement et professionnalisation du système policier, centralisation et différenciation des fonctions, renforcement des compétences d'intervention, retour à une conception répressive du métier de policier. Puis ils examinent comment on y a étudié jusqu'à maintenant le phénomène de la police : comme instrument du pouvoir de l'Etat, comme police scientifique, comme acteur dans un jeu interactionnel. Enfin les auteurs indiquent comment il faut étudier la position de la police vis-à-vis du monopole de pouvoir dans les systèmes de société fondés sur le respect des lois : la police en tant que partie du système pénal, en tant que partie de l'exécutif, la police et le public, les tendances d'unification internationale des systèmes policiers.
