    On the Reliability of Meta-Analytic Reviews

    The article addresses the issue of intercoder reliability in meta-analyses. The current practice of reporting a single, mean intercoder agreement score in meta-analytic research leads to systematic bias and overestimates the true reliability. An alternative approach is recommended in which average intercoder agreement scores or other reliability statistics are calculated within clusters of coded variables. These clusters form a hierarchy in which the correctness of coding decisions at a given level of the hierarchy is contingent on decisions made at higher levels.     Towards evidence-based marketing: The case of childhood obesity

    Contentious commodities such as tobacco, alcohol and fatty foods are bringing marketing under scrutiny from consumers and policymakers. Yet there is little agreement on whether marketing is harmful to society. Systematic review (SR), a methodology derived from clinical medicine, offers marketers a tool for providing resolution and allowing policymakers to proceed with greater confidence. This article describes how SR methods were applied for the first time to a marketing problem -- the effects of food promotion to children. The review withstood scrutiny and its findings were formally ratified by government bodies and policymakers, demonstrating that SR methods can transfer from clinical research to marketing

    Is American Public Administration Detached From Historical Context?: On the Nature of Time and the Need to Understand It in Government and Its Study

    The study of public administration pays little attention to history. Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a “past” that can be recorded for its own sake but has little relevance to contemporary challenges. This view of history is the product of a diminished and anemic sense of time, resulting from organizing the past as a series of events that inexorably lead up to the present in a linear fashion.     Religiosity as self-enhancement: a meta-analysis of the relation between socially desirable responding and religiosity

    In a meta-analysis, the authors test the theoretical formulation that religiosity is a means for self-enhancement. The authors operationalized self-enhancement as socially desirable responding (SDR) and focused on three facets of religiosity: intrinsic,extrinsic, and religion-as-quest. Importantly, they assessed two moderators of the relation between SDR and religiosity. Macrolevel culture reflected countries that varied in degree of religiosity (from high to low: United States, Canada, United Kingdom). Micro-level culture reflected U.S. universities high (christian) versus low (secular) on religiosity. The results were generally consistent with the theoretical formulation. Both macro-level and micro-level culture moderated the relation between SDR and religiosity: This relation was more positive in samples that placed higher value on religiosity (United States > Canada >United Kingdom; christian universities > secular universities). The evidence suggests that religiosity is partly in the service of self-enhancement

    The relationship between confidence in charitable organizations and volunteering revisited

    Confidence in charitable organizations (charitable confidence) would seem to be an important prerequisite for philanthropic behavior. Previous research relying on cross-sectional data has suggested that volunteering promotes charitable confidence and vice versa. This research note, using new longitudinal panel data from the Netherlands, contradicts the suggestion generated by previous research. Volunteers indeed have more charitable confidence, but changes in one are not related to changes in the other. The authors identify generalized social trust and altruistic values as omitted variables that produce the previously observed relationship. The practical implication of this finding is that a decline in charitable confidence is unlikely to reduce volunteering. The theoretical implication is that volunteering is symbolic rather than instrumental. © 2009 SAGE Publications

    THE ALLOCATION OF FEDERAL FUNDS TO PROMOTE BUREAUCRATIC OBJECTIVES: AN EMPIRICAL TEST

    This article tests whether Job Training Partnership Act Title III discretionary funds are allocated to meet bureaucratic objectives. These funds are targeted to provide a rapid response to mass layoffs or natural disasters and are therefore well suited for detecting political influence because program distributions are awarded contemporaneously and eligibility is difficult to anticipate. After controlling for worker displacements and disaster declarations, discretionary outlays are higher in states with close congressional races, politically active constituents, and powerful congressional representatives. There is additional evidence of politics in the reduction of aggregate outlays during presidential election years. Copyright 2002 Western Economic Association International.
