    There is comparatively little empirical evidence regarding the accuracy of regional housing sector forecasts. Much of the recent analysis conducted for this topic is developed for housing starts and indicates a relatively poor track record. This study examines residential real estate forecasts previously published for El Paso, TX using a structural econometric model. Model coverage is much broader than just starts.     A variety of measures such as real output, retail receipts, and personal incomes show how the borderplex economy continues to expand (Table 1). Although employment growth is expected to subside, local labor market strength will be sufficiently robust to hold the El Paso unemployment rate well below its 32-year average of greater than 10 percent. Similarly, even though residential construction activity is expected to moderate slightly, overall housing activity is projected to remain high by historical standards. Expansion at Fort Bliss is the source for much of the heightened business activity as the arrivals of new troops translate into greater demand for housing, retail, and other services. By 2008, more than 13 thousand businesses are expected to be registered in El Paso. Per capita personal income is projected to exceed $26,200 that year.     Aerodynamic characteristics of an all-body hypersonic aircraft configuration at Mach numbers from 0.65 to 10.6

    Aerodynamic characteristics of a model designed to represent an all body, hypersonic cruise aircraft are presented for Mach numbers from 0.65 to 10.6. The configuration had a delta planform with an elliptic cone forebody and an afterbody of elliptic cross section. Detailed effects of varying angle of attack (-2 to +15 deg), angle of sideslip (-2 to +8 deg), Mach number, and configuration buildup were considered. In addition, the effectiveness of horizontal tail, vertical tail, and canard stabilizing and control surfaces was investigated. The results indicate that all configurations were longitudinally stable near maximum lift drag ratio. The configurations with vertical tails were directionally stable at all angles of attack. Trim penalties were small at hypersonic speeds for a center of gravity location representative of the airplane, but because of the large rearward travel of the aerodynamic center, trim penalties were severe at transonic Mach numbers

    Long-term prospects for the El Paso - Ciudad Juárez borderplex economy call for steady growth. On the north side of the border, the population of El Paso is projected to reach 965 thousand by 2026, the last year of the forecast period. Real gross metropolitan product, the broadest measure of local economic activity, is expected to increase by more than 85 percent over the course of the next two decades to more than 31.5billion(1996dollars).Betterjobmarketconditionscombinewithincomegrowthtopushtotalretailsalesabove31.5 billion (1996 dollars). Better job market conditions combine with income growth to push total retail sales above 20.7 billion by the end of the simulation period. Given this projected state of affairs, the UTEP Borderplex Econometric Model forecasts housing starts to average more than 5 thousand units per year through 2026. Substantially higher single-family home prices result under these circumstances. Demographic expansion and business growth jointly lead to greater demand for water in El Paso.     Flight testing and simulation of an F-15 airplane using throttles for flight control

    Flight tests and simulation studies using the throttles of an F-15 airplane for emergency flight control have been conducted at the NASA Dryden Flight Research Facility. The airplane and the simulation are capable of extended up-and-away flight, using only throttles for flight path control. Initial simulation results showed that runway landings using manual throttles-only control were difficult, but possible with practice. Manual approaches flown in the airplane were much more difficult, indicating a significant discrepancy between flight and simulation. Analysis of flight data and development of improved simulation models that resolve the discrepancy are discussed. An augmented throttle-only control system that controls bank angle and flight path with appropriate feedback parameters has also been developed, evaluated in simulations, and is planned for flight in the F-15
