Labor Market Trends and Institutions in Belarus
In most countries of Central and Eastern Europe and the Commonwealth of Independent States, the transition to market led to the emergence of a private sector and open unemployment. The Belarusian labor market is characterized by low official unemployment, combined with a low share of the private sector in the aggregate employment. However, the cumulative fall in employment since 1990 has been similar to other transition economies, leading to a sharp reduction of labor force, and the youth unemployment remains high. The mismatch in skills between the unemployed and the vacancies and the geographical mismatch suggest that policies aimed at improving skills and increasing mobility are needed. At the same time, the low vacancy-unemployment ratio calls for policies aimed at encouraging private job creation. An immediate policy concern for the government is to launch a labor market reform that would balance providing adequate protection for workers with the need to design the incentives for the unemployed workers to search for new jobs.http://deepblue.lib.umich.edu/bitstream/2027.42/40163/3/wp777.pd

The Role of Cultural Preservation within the Resettlement Landscape: A Case Study of the Puerto Rican Vernacular in Philadelphia
This thesis examines the modification of the social and architectural landscape within their new place of residence, as Puerto Rican migrants move from their home state to the receiving state. By investigating the physical adaptation of space, I question what role cultural preservation, if any, serves the migrating communities in these periods of transition, specifically in cities with substantial development and growth pressures. For the purpose of this research, I define cultural preservation as the act of safeguarding and protecting a community-defined and identified interpretation of a collective and shared history and culture as it is represented within the physical and social space - as it is contained in both the neighborhood’s architecture and the memories of its residents. I analyze existing preservation practices whose aim is to safeguard cultural community assets and questioned whether or not these policies and practices potentially hinder or aid communities during periods of migration and integration. Finally, I question whether or not these adapted and integrated spatial forms define a new category of preservation, confronting the need to reconsider its, at times, static terminology
A Study of mutispectral temporal scene normalization using pseudo-invariant features, applied to Landsat TM imagery
A new technique for performing temporal image normalization using pseudo-invariant features was investigated. The technique was applied to the six reflected spectral band images of the Landsat TM sensors. The temporal normalization of pseudo-invariant features yielded linear normalizing functions for all bands. The errors in the normalization of pseudo-invariant features was determined to be on the order of three digital counts, which was estimated to be equivalent to reflectance errors on the order of one percent reflectance. Temporal normalization of all features in the Landsat scene shows great potential for both quantitative and qualitative temporal change detection
