    Development and validation of spatial distribution models of marine habitats, in support of the ecological valuation of the seabed

    The marine environment is subjected to increasing anthropogenic pressure. Although there is a willingness of the different activities to minimize their impacts, there is a strong need for the assessment of the ecological value of the seabed, comprising both the abiotic substrate and the living organisms related to it (together called a ‘habitat’). Therefore, ‘habitat mapping’ is crucial, not only for the assessment of the ecological value at a certain moment, but also to follow its evolution over time. Because of the world-wide application of marine habitat mapping, there is currently a great variety in approaches, methodologies to use, as also in the ways habitats are classified. Therefore, it is of utmost importance that attempts are being made to propose more ‘common approaches’ in marine habitat mapping. The general aim of this study is to apply and develop straightforward and statistically sound methodologies for highly reliable sedimentological and habitat modelling, in support of a more sustainable management of our seas. To achieve these aims, this thesis is subdivided into 2 themes: 1) Best coverage data for habitat mapping; and 2) Integration of datasets in the view of habitat mapping

    An SDI for the GIS-education at the UGent Geography Department

    The UGent Geography Department (GD) (ca. 200 students; 10 professors) has been teaching GIS since the mid 90’s. Ever since, GIS has evolved from Geographic Information Systems, to GIScience, to GIServices; implying that a GIS specialist nowadays has to deal with more than just desktop GIS. Knowledge about the interaction between different components of an SDI (spatial data, technologies, laws and policies, people and standards) is crucial for a graduated Master student. For its GIS education, the GD has until recently been using different sources of datasets, which were stored in a non-centralized system. In conformity with the INSPIRE Directive and the Flemish SDI Decree, the GD aims to set-up its own SDI using free and open source software components, to improve the management, user-friendliness, copyright protection and centralization of datasets and the knowledge of state of the art SDI structure and technology. The central part of the system is a PostGIS-database in which both staff and students can create and share information stored in a multitude of tables and schemas. A web-based application facilitates upper-level management of the database for administrators and staff members. Exercises in various courses not only focus on accessing and handling data from the SDI through common GIS-applications as QuantumGIS or GRASS, but also aim at familiarizing students with the set-up of widely used SDI-elements as WMS, WFS and WCS services. The (dis)advantages of the new SDI will be tested in a case study in which the workflow of a typical ‘GIS Applications’ exercise is elaborated. By solving a problem of optimal location, students interact in various ways with geographic data. A comparison is made between the situation before and after the implementation of the SDI

    Flood risk management in Flanders: past developments and future challenges

    This paper presents the state of the art of flood risk management in Flanders, a low-lying region in the northern part of Belgium which is vulnerable to flooding. Possible flood hazard sources are not only the many rivers which pass through the Flemish inland, but also the North Sea, which is sensitive to the predicted sea level rise and which can affect large parts of the Flemish coastal area. Due to the expected increase in flood risks in the 21st century, the Flemish government has changed its flood management strategy from a flood control approach to a risk-based approach. Instead of focusing on protection against a certain water level, the objective now is to assure protection against the consequences of a flood, while considering its probability. In the first part, attention is given to the reasoning and functioning of the risk-based approach. Recent improvements to the approach are discussed, as well as the GIS-implementation of the entire model. The functioning of the approach is subsequently demonstrated in two case studies. The second part of the paper discusses future challenges for the flood risk management in Flanders. The driving force behind these challenges is the European Directive on the assessment and management of flood risks, which entered into force in 2007. The Flemish implementation of the directive is discussed and situated in the European landscape. Finally, attention is given to the communication of flood risks to the general public, since the "availability" of flood risk management plans is among the requirements of the EU Floods Directive
