Local Ties as Self-Reported Constraints to Internal Migration in Spain
The internal migration literature has identified various factors that deter migration and encourage staying, but has been less concerned with people’s own reports about what makes it difficult for them to migrate or makes them want to stay. We explore factors that make it difficult to change the place of residence—from here on denoted as constraints—reported in the Spanish survey on Attitudes and Expectations of Spatial Mobility in the Labour Force (N = 3892). These constraints were uniquely asked from all respondents through an open-ended question, regardless of their migration intentions. We find that many self-reported constraints correspond to factors that have previously been associated with decreased migration propensities. In order of frequency, respondents reported ties to family and friends, ties to their residential environment, financial limitations, and ties to work as constraints to migration. Our results further show that the likelihood of mentioning ties to family and friends as constraints decreased with age, was higher for women than for men and for people who lived close to most of their social network than for those who did not. Mentioning ties to the residential environment as constraints was positively associated with being partnered, and also with living in one’s birthplace. People who were unemployed were less likely to mention ties to work and were more likely to report financial limitations as constraints than people who had a permanent contract—whereas being self-employed was positively associated with mentioning ties to the residential environment
Economic linkages between urban and rural regions: what's in it for the rural?
Urban-rural interdependences are modelled based on wages, cost of living and inter-regional migration and commuting. Rural-to-urban commuting generates a scenario where the relative level of urban wages can continue to outperform rural wages without residential migration and increased costs of living acting as equilibrating forces.
The spread of urban workers could be detrimental for rural regions without clear mechanisms for their human and financial capital to penetrate local economies. Therefore, “What’s in it for the rural?” depends upon the ability of rural regions to capture the value attached to highly mobile, skilled workers choosing to live in the rural region
Graduate migration and regional familiarity
<p>This paper provides insights into the spatial mobility patterns of young graduates in the Netherlands. Both home-to-HEI (higher education institution) as well as HEI-to-work mobility results in net flows towards the central economic region of the Netherlands. However, many graduates move within the larger central and peripheral regions and these flows are focused on cities. There is a strong regional component to graduate mobility as origins and destinations tend to be relatively close to the chosen HEI. Flows seem to be influenced by regional familiarity, with relatively many graduates moving back to familiar home regions. Often, a city's young graduate labour force and graduate residents have studied at a local HEI. Cities close to the economic core areas benefit from outflows of graduates from the largest employment centres.</p>
Geslaagd in de stad
Deze studie geeft een unieke en zeer gedetailleerde inkijk in verhuis- en woonpatronen en arbeidsmarktgedrag van verlaters van hoger onderwijs in Nederland over een lange tijd. Op basis van registratiegegevens van het CBS, de Gemeentelijke Basisadministratie en de belastingdienst beschikken we over informatie van in totaal 17 jaargangen afgestudeerden van het hoger onderwijs gedurende de periode 1990 tot 2006. Iedere jaargang wordt gedurende een bepaalde periode in de levensloop gevolgd. De combinatie van gegevens over een langere tijd plus de gedetailleerde ruimtelijke schaal (soms op wijkniveau) waarop deze informatie beschikbaar is, maakt het mogelijk in detail inzicht te verkrijgen over woon- en werkgedrag van hoger opgeleiden. Een analyse op deze schaal zijn voor Nederland nog niet eerder vertoond en biedt daarmee unieke informatie voor het onderbouwen van beleid van gemeenten en andere factoren.
Steden en kennisinstellingen
Welke positieve effecten mag een stad verwachten van een hogeschool of een universiteit binnen de stadsgrens? Deze vraag heeft recent veel aandacht gekregen, zowel in beleid als in wetenschap. De effecten vallen grofweg in twee categorieën uiteen. Ten eerste zorgen deze onderwijsinstellingen voor een constante stroom van afgestudeerden. Anders gezegd: zij zorgen voor het beschikbaar komen van de productiefactor human capital in de stad. De aanwezigheid van jonge afgestudeerden heeft zowel directe effecten (via een hogere arbeidsproductiviteit) als indirecte effecten (leereffecten, ondernemerschap en de sociale stijging van lager opgeleiden). Het is dan ook in het belang van gemeenten om deze hoogopgeleide jongeren aan zich te binden. Voor veel steden is dit ook een expliciete beleidsdoelstelling.
Ten tweede produceren hogescholen en universiteiten nieuwe kennis in hun onderzoeksprogramma’s.
Van oudsher was dit het domein van de universiteit, maar ook aan hogescholen worden steeds
omvangrijker onderzoeksprogramma’s uitgevoerd, vooral georganiseerd rondom lectoraten. Als kennisinstellingen deze kennis voor het lokale bedrijfsleven toegankelijk maken (valorisatie), bijvoorbeeld via samenwerking tussen wetenschappers en bedrijven in kenniskringen, kan dit leiden tot
innovaties en verhoogde productiviteit. Het valoriseren van kennis is ook een belangrijk mechanisme waarmee het positieve effect van kennisinstellingen op de lokale economie kan worden vergroot.
An Analysis of Trends in Spatial Mobility of Dutch Graduates
Abstract Considerable attention in the literature has been devoted to spatial mobility as a mechanism in the transition from study to work. In this paper, the relationships between migration and both regional economic circumstances and individual characteristics are investigated using a micro-dataset on Dutch college and university graduates. Over the last decade, some Dutch regions have retained increasingly higher proportions of college graduates. We find that the presence of a large labour market is the most important structural economic determinant for these higher retention rates. Cyclical determinants appear to affect university graduate migration more than college graduate migration. Doel van de Participatiewet is om mensen weer op eigen benen te laten staan en (snel) uit te laten stromen naar (betaald) werk of, als dat niet kan, op een andere manier te laten participeren. De afgelopen jaren hebben een aantal gemeenten experimenten uitgevoerd in de bijstand. Alle experimenten hebben met elkaar gemeen dat de interventies als “meer eigen regie, meer maatwerk en minder dwang” kunnen worden omschreven. Onderzoekers buigen zich over de vraag of deze experimentele aanpak effectiever is dan de huidige aanpak.
