    Framing strategies and connective capacity in water governance policy: the case of the Second Delta committee

A third of the world's population has severe water shortage, while three quarters of the global population lives in deltas which run the risk of severe flooding. In addition, many more face problems of poor water quality. While it is apparent that drastic action should be taken, in reality, water problems are complex and not at all easy to resolve. There are many stakeholders involved - industries, local municipalities, farmers, the recreational sector, environmental organisations, and others - who all approach the problems and possible solutions differently. This requires delicate ways of governing multi-actor processes. This book approaches the concept of 'water management' from an interdisciplinary and non-technical, but governance orientation. It departs from the fragmented nature of water management, showing how these lack cooperation, joint responsibility and integration and instead argues that the capacity to connect to other domains, levels, scales, organizations and actors is of utmost importance. Connective capacity revolves around connecting arrangements (such as institutions), actors (for instance individuals) and approaches (such as instruments). These three carriers of connectedness can be applied to different focal points (the objects of fragmentation and integration in water management). The book distinguishes five different focal points: (1) government layers and levels; (2) sectors and domains; (3) time orientation of the long and the short term; (4) perceptions and actor frames; (5) public and private spheres. Each contributor pays attention to a specific combination of one focal point and one connective carrier. Bringing together case studies from countries including The Netherlands, United Kingdom, Romania, Sweden, Finland, Italy, India, Canada and the United States, the book focuses on the question of how to deal with the various sources of fragmentation in water governance by organizing meaningful connections and developing 'connective capacity'. In doing so, it provides useful scientific and practical insights into how 'connective capacity' in water governance can be enhanced

    Contains fulltext : 111658.pdf (publisher's version ) (Open Access) Contains fulltext : 111658-1.pdf (author's version ) (Open Access)In 2008, the Second State Delta Committee, commissioned by the Dutch Secretary of Public Works and Water Management, provided suggestions on how to defend the Netherlands against the expected impacts of climate change, such as sea level rise, longer periods of drought, more intense periods of rainfall and additional land subsidence over the coming two hundred years (Veerman, 2008). In this paper we show that even though no crisis actually occurred, the Second Delta Committee succeeded in three areas. First, the committee managed to create awareness and set the agenda for climate adaptation policy and the issue of safety in Dutch water management. Second, the committee succeeded to a large extent in getting the media, the public and politics to accept its frame and framing of the problems, causes, moral judgments and suggested remedies. Third, the committee has to a certain degree already succeeded in having its recommendations translated into policy programmes. It will be argued that framing strategies were key to the committee’s success and that the committee used various framing strategies to convince the Cabinet, citizens and others of the urgency and necessity of implementing adaptation measures. The most important framing strategies identified were adherence to the climate adaptation narrative, using the story of our delta identity, creating a sense of urgency and collectiveness, and creating a crisis narrative.16 p

    Pushing the Radical Nature Development Policy Concept in the Netherlands: An Agency Perspective

    Contains fulltext : 135022.pdf (publisher's version ) (Closed access)In the 1990s, Dutch nature policy adopted a new policy concept, ‘nature development’, whereas, until then, ‘nature preservation’ had largely dominated both the discourses and practices of nature policy-making. Nature development can be regarded as the Dutch counterpart of concepts such as ecological restoration, emerging simultaneously in other national nature policies. This paper argues that the rise of the nature development concept in the Netherlands is mainly due to the entrepreneurial strategies of a relatively small group of individuals. To study the impact of the latter’s entrepreneurial strategies on the adoption and implementation of the new concept, we first made a content analysis of nature-policy documents issued between 1977, when the concept of nature development was coined for the first time, and 2012. Next, we analysed newspaper articles covering the debate on Dutch nature policy. Third, we conducted semi-structured interviews with the key individuals involved. This article deliberately takes an agency perspective, emphasising the complementary roles that policy entrepreneurs played in the different phases of the policy change process, with concept developers, early adopters and translators, and early implementers. Their success is to be attributed to a smart combination of discursive and network strategies.23 p
