    Limits to the mega-city region: contrasting local and regional needs

    Interest in the city-region has been revived in recent spatial planning and development policy. The economic arguments have been most prominent, rather than the environmental and social dimensions. This paper analyses the tension between local needs and regional interests, using the Thames Gateway as an example. It plans to concentrate the supply of new housing in an area east of London in response to wider growth pressures. Yet the priority locally is economic and social development for existing residents rather than more housing for incomers. The paper explores the contrast between the regional housing agenda and the needs of local communities for jobs, skills and improved services. It shows how the pursuit of narrow regional objectives may complicate the task of local regeneration.     Does density drive development?

    Research ReportThere is growing interest among governments and researchers around the world in the contribution of cities to economic development. Several influential international organisations have argued that the spatial concentration of economic activity is necessary for faster economic growth. This paper examines whether the density of population and economic activity influences the rate of local economic growth in South Africa. Municipalities are the basic units of analysis and the time frame is 1996-2010. Contrary to expectations, no statistically significant relationship is found between density and growth across the full range of 237 local municipalities. However, searching hard for a relationship among particular kinds of municipality, some evidence does emerge. The influence of human skills on local growth is also examined and is found to be more robust than density. Several reasons are given for why the relationship between density and growth is generally weak or non-existent.NR

    Spatial inequalities and policies in South Africa: place-based or people-centred?

    SA has shifted from spatial rebalancing policies to a mix of place based and space neutral approaches. There has been much experimentation without an overarching policy framework or vision. Both the space neutral and spatial re-balancing approaches are difficult to justify in SA. The structure and character of the economy are neglected in spatial policy debates. The social, political and institutional environment shapes prospects for spatial policies.There is a robust international debate about how best to tackle spatial inequalities within nations and regions. The paper discusses three contrasting approaches: spatial rebalancing, space-neutral and place-based. They vary in the scope and purpose of government policy, from redistributing economic activity, to facilitating aggregate growth, and realising the economic potential of less-developed regions. The paper applies this framework to analyse South Africa’s five decades of experience of spatial policies. The context is one of stark spatial inequalities, uneven institutional capabilities, and mounting political pressure for change. Under apartheid, spatial targeting was highly instrumental and played a role in reproducing social divisions at considerable financial cost. Since the end of apartheid there has been much experimentation with spatial initiatives, but without any overarching vision or policy framework. A cautionary conclusion is that there are risks of extravagant spending in marginal locations when political pressures are strong, public institutions are weak and economic disciplines are lacking. Another is that place-based policies have potential, but require stronger vertical and horizontal policy alignment to stand any chance of tackling entrenched spatial divides.     Inclusive Urban Development in South Africa: What Does It Mean and How Can It Be Measured?

    Inclusive development is the seductive idea that a more dynamic and productive economy can go hand in hand with reduced inequality and exclusion. This requires crafting together different values and realities, through cooperation and negotiation between different economic and social interests. This is particularly difficult in South Africa (SA) because of the deep-seated social divisions and stagnant economy. The dominant discourses emphasise either ‘growth and redistribution’ or ‘radical economic transformation’. Both are driven from above, by national government. Neither recognise the value of mobilising the energy and talents of different communities and institutions within cities and regions to engage in democratic renewal and to support joint efforts to enhance skills, build capabilities, create assets, generate jobs, and improve livelihoods. Tracking progress through carefully chosen indicators can provide timely feedback and assist learning, to ensure that bold initiatives actually work and can be scaled up to achieve greater equity while expanding economic opportunities. Cities have considerable potential to combine prosperity with social inclusion, and thereby provide pathways out of poverty – but this is not automatic or inevitable, because a flourishing urban economy can also squeeze out the poor through the housing market. Proactive policies are required to manage the process of urban land and property development in ways that accommodate in-migrants and prevent social exclusion. A positive approach to investment in marginalised groups and communities is also necessary, so that they can develop and prosper over time, and reciprocate through higher productivity.Rockefeller Foundatio

    COVID-19 amplifies urban inequalities

    COVID-19 has had asymmetrical spatial impacts across South Africa. New evidence from the National Income Dynamics Study: Coronavirus Rapid Mobile (NIDS-CRAM) survey shows that the pandemic and lockdown reflex have magnified pre-existing divisions within cities. Although COVID-19 has severely impacted the whole country, townships and informal settlements have proved more vulnerable than suburbs. As South Africa was already one of the most unevenly developed countries in the world, COVID-19 has widened the gap between places, which face very different levels of risk and resilience.Significance: We present original evidence that COVID-19 has affected poor urban communities more than it has suburbs in South Africa. This is apparent in terms of employment and hunger. The effect has been to magnify territorial divisions and exacerbate social discontent. Premature withdrawal of government relief will aggravate the hardships facing poor communities that rely on these resources following the slump in jobs

    Deconstructing density: strategic dilemmas confronting the post-Apartheid city

    Public authorities in many countries around the world are seeking to raise urban densities. Residential densification is particularly important in South Africa because of the colonial and apartheid legacy of sprawling, fragmented, racially divided cities. The paper examines the case for densifying central Cape Town and provides a framework to help deconstruct the concept and explore the policy challenges faced. It focuses on the bold aim to treble the area’s population within 10 years, and identifies issues where further consideration and public debate are required for how this can be achieved in a way that is desirable, affordable and fair. A key message is the need to understand both the composition of demand for central city living and the challenges involved in supplying suitable housing and amenities at higher densities.     Falling Incapacity Benefit claims in a former industrial city: policy impacts or labour market improvement?

    This article provides an in-depth study of Incapacity Benefit (IB) claims in a major city and of the factors behind their changing level. It relates to the regime prior to the introduction of the Employment and Support Allowance (ESA) in 2008. Glasgow has had one of the highest levels of IB in Britain with a peak of almost one fifth of the working age population on IB or Severe Disablement Allowance (SDA). However, over the past decade the number of IB claimants in Glasgow, as in other high claiming areas, has fallen at a faster rate than elsewhere, and Glasgow now has twice the national proportion of working-age people on IB/SDA rather than its peak of three times. The rise in IB in Glasgow can be attributed primarily to deindustrialisation; between 1971 and 1991, over 100,000 manufacturing jobs were lost in the city. Policy response was belated. Lack of local statistics on IB led to a lengthy delay in official recognition of the scale of the issue, and targeted programmes to divert or return IB claimants to work did not begin on any scale until around 2004. Evidence presented in the article suggests that the reduction in claims, which has mainly occurred since about 2003, has been due more to a strengthening labour market than to national policy changes or local programmes. This gives strong support to the view that excess IB claims are a form of disguised unemployment. Further detailed evaluation of ongoing programmes is required to develop the evidence base for this complex area. However, the study casts some doubt on the need for the post-2006 round of IB reforms in high-claim areas, since rapid decline in the number of claimants was already occurring in these areas. The article also indicates the importance of close joint working between national and local agencies, and further development of local level statistics on IB claimants

    Towards a developmental state? Provincial economic policy in South Africa

    This paper explores the meaning of the developmental state for spatial economic policy in South Africa. Two main questions are addressed: do provincial governments have a role to play in promoting economic prosperity, and to what extent do current provincial policies possess the attributes of a developmental state? These attributes are defined as the ability to plan longer term, to focus key partners on a common agenda, and to mobilise state resources to build productive capabilities. The paper argues that the developmental state must harness the power of government at every level to ensure that each part of the country develops to its potential. However, current provincial capacity is uneven, and weakest where support is needed most. Many provinces seem to have partial strategies and lack the wherewithal for sustained implementation. Coordination across government appears to be poor. The paper concludes by suggesting ways provincial policies could be strengthened

    The New Deal: jeopardised by the geography of unemployment?

    The New Deal is the Labour government's flagship programme to "end the tragic waste of youth and long-term unemployment" by getting people off welfare benefits and into work. This paper argues that the principal weakness of the New Deal is that it seeks to influence the character of labour supply (i.e. the motivation and skills of the unemployed) while neglecting the state of labour demand, which varies greatly between places. The uneven geography of unemployment in the UK is likely to have a crucial bearing on the programme's impact and effectiveness, but this has been largely ignored in its development. The paper outlines some of the practical consequences of this imbalance and suggests how it could be rectified for the programme to be more effective
