    The article presents results of an innovative technologies application – the thermal imaging generalization method for environments assessing that make possible the accumulation of hydrocarbon in the Western Desert of Egypt. This method was first applied in the cumulative desert in new modification, which applies not only the field of thermal radiation, but also an indicator of relative water saturation. It gives an opportunity to confirm and specify the discovered contours of oil and gas deposits and similar to them to discover some new, which are predicted for the first time

    The relevance of the work is due to the growing influence of the processes of globalization and the need for a systematic and theoretical understanding of the interdependence of different levels of development and adaptation of the political system in the modern world. The situation of the COVID pandemic, which began in 2020 and demonstrated the dominance of global attitudes and rules over regional and local attitudes and rules, gives special relevance to this article. The purpose of the work is to clarify the essence and possibilities of applying system analysis to the process of public administration at the level of global integration, regional and local levels of public administration. At the same time, the essence of system analysis is not reduced to solving problems of management and decision-making on very complex problems, but a complete system and methodology for analyzing the adaptation practices of modern political systems at the global, regional and local levels is built. The author comes to the conclusion that it is the local level that is the basis for the formation of the modern political system, and it is worth focusing on it, and not on the global and regional levels, when carrying out certain political changes and transformations. The regional level is an add-on to the local level, and can include multiple local levels. The task of the regional level is to prevent conflict between multiple localities, to ensure their harmonious coexistence and development. Due to the spread of digitalization, the regional level loses its function as an intermediary between the local and the global. The global level of formation of the political system today, in turn, is an “umbrella” level. It appears as a categorical imperative of the political system, but it is not its mandatory guide or guide of development

    The Dominants of Contemporary Political Culture and the Transformation of Political Governance

    Contemporary political governance is increasingly dependent on the trends of global globalization, changing in the context of global migration and constantly creating and changing multinational communities. This article aims to analyze the existing policies of social inclusion that form the basis of political culture, which plays a significant role in the system of modern political governance in the era of globalization. The aim of the paper is to substantiate the importance of changing the political space for creating a policy of diversity and inclusion, aimed at forming a modern political culture that meets the current trends in governance in the era of globalization. The major research issue of this paper is the question of which points of political culture are the most transformative for the modern political system. The article analyzes the dominant features of modern political culture, which should be paid attention to both in theoretical analysis and in making managerial decisions. The research method is an open-ended written expert survey — 23 experts took part in the survey; the volume of the material obtained as a result of the survey is 48,000 words. The analysis and processing of information was carried out using the methods of systematization, problem-management design and the method of identifying problem dominants. Expert interviews allowed us to identify a number of measures that the political authorities can take to strengthen the transformational potential of political culture. These include the creation of political initiatives and easily accessible opportunities for political integration; the development of an inclusive and tolerant society through the reallocation of resources to help various kinds of minorities, aimed at helping them understand and use their rights and responsibilities; and the development of creativity and innovation as the basis of a new type of political culture. The results of the analysis of expert interviews complement modern international research on the formation of a new political culture and its impact on the formation of the political system. As a result of the research, the author comes to the conclusion that modern political culture assumes controlled diversity, and this is the basis for the transformation of the political system in the near future. The main dominants of political culture are the strengthening of the importance of the local and, in particular, the strengthening of the importance of the urban environment; the development of the political culture of migrants; inclusiveness of political communities, especially at the local level

    The Formation of a Stable Political Governance: Structural-Functional and Morphological Analysis

    The purpose of the article is to implement a systematic analysis of the factors of the formation of a stable system of political governance. To clarify the functions and structure of a stable political system, the characteristics of stability are highlighted, according to which the political system: has signs of legitimacy; is able to cope with the threat of illegitimate violence; supports the constitu-tional system; reproduces a model of behavior based on stability. Methodologically, the article is based on the works of classical and modern scientists (P. M. Khomyakov, M.A. Gaydes, I.B . Rodionov, A. A. Khomiakov). Makarycheva), devoted to the systematic analysis of political systems. The paper also uses morphological analysis, analysis of political efficiency, and in the final part — the method of state-management design. The author comes to the conclusion that the functions and structure of the modern political system should be considered from the point of view of the defini-tions of “political stability”, viewed through the prism of the absence of political threats, adaptive irremovability of political subjects and the balance of political forces. Political stability implies that the distribution of resources in society involves not only the institutional subsystem of the political system, but also the functional, regulatory and ideological subsystems. Morphological analysis demonstrates that a stable political system is characterized by a balanced interaction of subsystems, in which at least the institutional, regulatory and functional subsystems jointly determine the process of functioning and development of the political system. Stability is the basis and guarantee of po-litical development in the modern world, and stability is not contrary to innovative development or development in general. Both stability and development are the basic conditions for the development of a modern political system, methods of avoiding negative adaptation in the global environment. Stability is not synonymous with closeness — on the contrary, it implies horizontal and vertical mobility, a constitutional system, and a focus on maintaining the activity of political actors. At the same time, all these processes cannot be allowed to take their course and develop outside the political control of the vertical structures of power. Integrity as a system-wide property is an integral basis for the stability of the political system

In particular, the article examines the main provisions of the Constitution of the Russian Federation, which regulate the legal status of subjects in the Russian Federation, their rights and responsibilities, limits of autonomy and differentiation principles of conducting and mutual delegation of powers between the Federal bodies and regional bodies of state power and administration. The study is based on methods, such as systematic, formal-logical, concrete-historical method of comparative legal analysis. The complexity of the provisions’ implementation of the Constitution of Russia is dictated by several factors, one of which is the feature of formation and development of government forms. In our state, there are a lot of subjects with their national and cultural characteristics and distinctive history, significantly distinguishing the current situation - economic, political, and legal – of some subjects from others. This work deals with the topic of the legal status of republics (States) in Russia from the point of view of their characteristics as a state, relying primarily on provisions of the Russian Constitution and the constitutions of several subjects in Russia

It is considered that the Soviet education was characterized by his accessibility, free, commonality at all levels and fairly good quality. Together with this it is necessary to pay attention to the occurred problems of practical realization of the citizens of the country of Councils of the right to education. In General, of course, the educational system created in the Soviet state, have indisputable advantages: education at all levels was available, absolutely free and quality, which, unfortunately, cannot be said, for this time about education in modern Russia

    Low-energy general relativity with torsion: a systematic derivative expansion

    We attempt to build systematically the low-energy effective Lagrangian for the Einstein--Cartan formulation of gravity theory that generally includes the torsion field. We list all invariant action terms in certain given order; some of the invariants are new. We show that in the leading order the fermion action with torsion possesses additional U(1)_L x U(1)_R gauge symmetry, with 4+4 components of the torsion (out of the general 24) playing the role of Abelian gauge bosons. The bosonic action quadratic in torsion gives masses to those gauge bosons. Integrating out torsion one obtains a point-like 4-fermion action of a general form containing vector-vector, axial-vector and axial-axial interactions. We present a quantum field-theoretic method to average the 4-fermion interaction over the fermion medium, and perform the explicit averaging for free fermions with given chemical potential and temperature. The result is different from that following from the "spin fluid" approach used previously. On the whole, we arrive to rather pessimistic conclusions on the possibility to observe effects of the torsion-induced 4-fermion interaction, although under certain circumstances it may have cosmological consequences.Comment: 33 pages, 1 figure.     The Constitutional Regulation of Citizens' Rights and Freedoms in the Soviet State: Main Periods of Development

All rights reserved.The constitutional regulation has passed through a dramatic Soviet epoch where the chronological frameworks and the formation of the institute of rights and freedoms of citizens took place. The chronology of events of the given period can be divided into two stages: the first stage: from the 2nd Russian Congress of the Councils of Workmen's and Soldier's Deputies until January 1918, until the issue of the Constituent Assembly was solved. In this connection, almost all statutory acts were adopted by the Soviet authorities. The second stage: from the 3rd Russian Congress of the Councils of Workmen, Soldier's and Peasant' Deputies until the Constitution of RSFSR was adopted in 1918. At that moment, the Soviet state rejected the reservation about the temporality of power and confirmed its previous acts, started working out the first Constitution. Weakness of the Constitution of the USSR is in the certainty of rights and freedoms of citizens. The provision and operation of the Constitution were perceived by many citizens as attributes of the state, somebody noncommittal. However, that, in its turn, created the corresponding attitude of the officials, who went on looking at the issue of realization of rights and freedoms of citizens 'down upon'. These phenomena should just be overcome in the modern Russian society

    Objective: full and objective evaluation of a tutorial “Criminological victimology” by P. A. Kabanov and R. R. Magizov, published in 2018 at Kazan Federal University.Methods: dialectical approach to cognition of social phenomena, allowing to analyze them in the historical development and functioning in the context of a set of objective and subjective factors, which determined the choice of the following research methods: formal-legal, comparative-legal, etc.Results: the presented concept of modern criminological victimology as an academic discipline is analyzed, as well as its structure, relationships with other disciplines, and the main trends and prospects of its development. It is emphasized that the publication is undoubtedly useful, for those who study the criminal law direction of jurisprudence, first of all, because, as the authors rightly point out, modern criminological victimology is an extremely dynamic interdisciplinary field of knowledge, in respect of which a single approach in understanding its basic categories has not yet been developed. The reviewers’ views on the status, structure, subject of criminological victimology as a branch of criminological science are presented. The conclusions obtained by the authors as a result of their research are evaluated, the contradictions between the authors’ research results and the tutorial content are revealed.Scientific novelty: for the first time the tutorial by P. A. Kabanov and R. R. Magizov “Criminological victimology” is evaluated; its main advantages and the provisions requiring additional scientific study are revealed. The paper describes the current state of Russian criminological victimology as an academic discipline in the sphere of jurisprudence and outlines the prospects of its conceptual development. A conclusion is made about the significant contribution of the authors to the development of the Russian legal doctrine.Practical significance: the reviewers concluded that the tutorial by P. A. Kabanov and R. R.
