    Portfolio Analysis for Optimal Seafood Product Diversification and Resource Management

    Future harvests from commercial fish stocks are unlikely to increase substantially due to biological and regulatory constraints. Developing alternative sets of processed seafood products is one strategy for increasing welfare while managing the risks inherent in a variable and renewable natural resource. To quantify the risk-benefit tradeoffs of alternative strategies, a portfolio decision framework is embedded into a multi-period bioeconomic model. The model is used to generate an efficient portfolio frontier to estimate possible rent dissipation from status quo management. Frontiers are also generated for seafood processors and brokers. But after five years of hard work and three National Environ-mental Policy Plans (nepp), the effectiveness of all these policy plans are still up for debate, most of all in the Netherlands itself. Environmental policy is more than writing plans and as it turns out the implementation of policies is more unruly than expected.     THE EMERGING PATTERN OF CIVIL-MILITARY RELATIONS IN ISLAMIST STATES

    The rise of political Islam in the Muslim Middle East is a critical development certain to shape political and social change in the region for decades to come. Political Islam is bound to exert a particularly strong influence on civil-military relations due to the legacy of military dominance of state institutions. Drawing on the reform experiences in Iran, Turkey, and Egypt, this thesis argues that a distinct pattern of civil-military relations is beginning to emerge in which Islamist governments rely on ideology to mobilize and ensure the loyalty of supporters to a degree that clearly distinguishes them from their authoritarian and democratic predecessors. While these Islamist-dominated governments have utilized some democratic control mechanisms in their efforts to expand their control of the government and bring the military under civilian control, this owes more to expediency than to a genuine commitment to democratic reform.
