Une estimation des populations d’origine étrangère en France en 2011

Thanks to the introduction of new questions on the parents’ country of birth and nationality at birth in Insee big surveys, opportunities to estimate the foreign-origin population have greatly increased in the last decade in France. The 2011 Family Survey (Family and Housing Survey) of a big random sample provides such an opportunity for a new estimation by origin. In fact, two estimations have been carried out. : one on two generations (immigrants and immigrant children) and one on three generations (including immigrant grand-children) restricted to people under 60 for technical reasons. In 2011, 19.2 % of the total population of metropolitan France are of foreign origin on two generations. Under 60, this proportion is nearing 30 % if we include a third generation. Taking into account this generation brings historical depth. Grand children of European immigrants still largely prevail in this generation while Europeans became increasingly scarce among children of immigrant(s) and even more among immigrants. The population of African origin can be expected to grow if only because of demographic inertia not to mention future migratory flows. Comparisons with other European countries are not easy because of the discrepancy between European definitions of foreign origin. Thanks to the 2011 survey, it has been possible to bring the French definition into line with some other European definitions. So in 2011, in a Swedish definition, France is just 1.3 percentage point behind Sweden, a country that has probably the largest proportion of foreign-origin population on two generations in Europe (very little countries set aside)

Apport démographique de l’immigration étrangère en France depuis 1960

Les discours sur les besoins d’immigration des pays occidentaux pour corriger les effets du vieillissement ne se sont pas toujours embarrassés de quantifier l’efficacité de ce remède. Si des simulations prospectives ont été réalisées, on a moins souvent tenté de mesurer rétrospectivement quelle avait été l’ampleur de l’apport démographique de l’immigration étrangère et ses effets sur la natalité et la structure par âge de la population d’un pays. Cet article réitère en 2011 une estimation de l’apport démographique de l’immigration étrangère en France, après celle réalisée en 1999, pour donner une idée de l’impact démographique des flux d’immigration étrangère qui se sont produits depuis 1960, par vague décennale d’immigration. Cet apport, tout en étant très important — 9,7 millions, soit l’équivalent de la croissance démographique de la France sur un peu plus de trente ans — n’a que très modérément rajeuni la pyramide des âges, sans avoir vraiment d’impact sur le rapport de soutien réel en raison des taux d’emploi encore trop faibles en France et encore plus faibles dans la population apportée par l’immigration. L’impact sur la démographie française a été avant tout quantitatif : il a fait s’accroître la population.Public statements on the needs of western countries for immigration to alleviate the burden of ageing rarely pay attention to quantifying the effectiveness of this remedy. Forward-looking simulations of the demographic contribution of immigration have been carried out, but retrospective estimations of its actual impact on the population of a given country, in terms of its age distribution and birth trends, are far fewer. This article reiterates, and updates to 2011, a study carried out in 1999 on the demographic impact of foreign immigration since 1960 by ten-year migratory waves. This impact, although quite large in scale at 9.7 million (the equivalent of just over thirty years of demographic growth in France), has had only a modest rejuvenating effect on the age pyramid, and no effect at all on the real support ratio. This counter-intuitive result is explained by the persistently low employment rates in France in general, and the even poorer performance in the labour market of the population originating from foreign immigration. The demographic contribution of foreign immigration in France has been mostly a quantitative one : it increases the number of inhabitants

L'enquête mobilité géographique et insertion sociale : une remise en cause des habitudes statistiques françaises

The «Geographic Mobility and Social Integration» Survey: a Challenge to Customary Practice in the French Data Production. In France, the study of migrations has been hampered by considerable inadequacies in the system of statistical production. This paper analyses the structural factors underlying this weakness, that is inadequate freedom for publicly-funded research, overhelming presence of ideology and lack of interest in truly empirical methods. Such factors have meant that relatively little priority has been given to migration study and have delayed the emergence of methodological reflections. Thus it was natural that the INED (National Institute for Demographic Studies), who had worked in this way, should undertake the first large-scale random survey on immigrants or foreign origin populations in France.La France a longtemps souffert des lacunes de son système statistique dans l'étude du phénomène migratoire. Ce papier analyse les facteurs structurels qui expliquent cette faiblesse : insuffisante émancipation de la recherche publique, prégnance idéologique et faible intérêt pour une véritable démarche empirique ; autant de facteurs qui ont relégué l'étude de ce phénomène en rang second et retardé l'émergence d'une réflexion méthodologique. L'INED, en développant ce type de réflexion s'est donc trouvé naturellement amené à entreprendre la première enquête aléatoire sur les populations immigrées ou d'origine étrangère en France, l'enquête MGIS.Tribalat Michèle.
