    Sustainability of Urban Sprawl: Environmental-Economic Indicators for the Analysis of Mobility Impact in Italy

    Sound empirical and quantitative analysis on the relationship between different patterns of urban expansion and environmental or social costs of mobility are still very rare in Europe and the few studies available provide only a qualitative discussion on this. Recently, Camagni et al. (2002) have performed an empirical analysis on the metropolitan area of Milan, aimed at establishing whether different patterns of urban expansion generate different levels of land consumption and heterogeneous impacts of urban mobility. Results confirm the expectation that higher environmental impact of mobility is associated with more extensive and sprawling urban development, more recent urbanisation processes and residential specialisation. The present paper enlarges further the empirical analysis to seven Italian metropolitan areas (namely, Bari, Florence, Naples, Padua, Perugia, Potenza and Turin) to corroborate previous results for the Italian context. The novelty of the present paper is threefold. Firstly, we are interested in exploring the changes occurred to the intensity of the mobility impact across a ten-year period, from 1981 to 1991, corresponding to the Italian economic boom years. Secondly, using an econometric analysis in cross-section, we consider several metropolitan areas at once, being therefore able to explore whether there are significant differences in the way the model explains variations in the mobility impact across various Italian urban areas. Finally, we propose a conceptual interpretation of the causal chain in the explanation of the mobility impact intensity and we test it using Causal Path Analysis.Urban mobility, Sprawl, Environmental sustainability, Collective costs

    Comparing Tax and Tax Reallocations Payments in Financing Rail Noise Abatement Programs: Results from a CE valuation study in Italy

    The paper examines the use of choice experiments (CE) to assess the economic value of alternative rail noise reduction interventions on the so-called Brennero railway, Italy. The novelty of this paper is threefold. To our knowledge, this is the first study on the valuation of noise conducted in Italy and it is the first example of CE applied in the field of rail noise valuation. Second, we consider not only the economic value assessment of noise reduction but also how this reduction is achieved, ranging from policy instruments such as barriers or train technology. Third, the paper provides an original contribution in the valuation literature since we test formally the econometric robustness of the CE estimates under three payment vehicles. In fact, we consider (a) a special regional tax, (b) reallocation of financial resource within the provincial budget on the public transport sector, and (c) reallocation of financial resource of the provincial budget from the administration and entertainment sector. Test results are mixed.     Are Italians Willing to Pay for Agricultural Environmental Safety? A Stated Choice Approach

    The widespread use of pesticides in agriculture provides a particularly complex pattern of multidimensional negative side-effects, ranging from food safety related effects to the deterioration of farmland ecosystems. The assessment of the economic implications of such negative processes is fraught with many uncertainties. This paper presents results of an empirical study recently conducted in the North of Italy aimed at estimating the value of reducing the multiple impacts of pesticide use. This type of analysis is rather novel in Italy. A statistical technique known as choice modelling is used here in combination with contingent valuation techniques. The experimental design of choice modelling provides a natural tool for tackling simultaneously the economic dimensions of several negative environmental effects associated with agrochemicals use. In particular, the paper addresses the reduction of farmland biodiversity, groundwater contamination and human intoxication.     A Meta-Analysis of the Willingness to Pay for Reductions in Pesticide Risk Exposure

    The use of environmental policy instruments such as eco-labelling and pesticide taxes should preferably be based on disaggregate estimates of the individuals' willingness to pay (WTP) for pesticide risk reductions. We review the empirical valuation literature dealing with pesticide risk exposure and develop a taxonomy of environmental and human health risks associated with pesticide usage. Subsequently, we use meta-analysis to investigate the variation in WTP estimates for reduced pesticide risk exposure. Our findings show that the WTP for reduced risk exposure is approximately 15% greater for medium, and 80% greater for high risk-levels, as compared to low risk levels. The income elasticity of pesticide risk exposure is generally positive, although not overly robust. Most results indicate that the demand for human health and environmental safety is highly elastic. We also show that geographical differences, characteristics of the survey, and the type safety device (eco-labelling, integrated management, or bans) are important drivers of the valuation results.Institutional and Behavioral Economics,

    Economic Assessment of Forest Ecosystem Services Losses: Cost of Policy Inaction

    This paper presents a bottom-up methodological framework for estimating some of the key ecosystem services provided by forests biomes worldwide. We consider the provision of wood and non-wood forest products, recreation and passive use, and forests’ contribution to climate regulation in terms of carbon sequestration capacity. The valuation framework derives per hectare estimates by applying meta-analysis, value transfer and scaling up procedures in order to control for existing heterogeneities across world regions and forest biomes. The first part of the study estimates stock values per hectare for each forest ecosystem service in the baseline year 2000 and in the year 2050. Carbon stocks represent, in general, the highest value per hectare, followed by provisioning services, passive use and recreational values. The second part provides an estimation of the welfare loss (or gain) associated with policy inaction in the period 2000-2050 leading to a change in the forest area. Welfare results are mixed and require a careful interpretation. Some recent tentative studies on the metropolitan area of Milan have empirically explored whether different patterns of urban expansion generate different levels of land use and heterogeneous impacts of urban mobility. The results confirmed the expectation that a higher environmental impact of mobility may result from more extensive and sprawling urban development, from recent urbanisation processes and from residential specialisation.
