    Gender crime convergence over twenty years

    Men have typically been responsible for the majority of criminal activity and dominate prison populations around the globe. The twentieth century witnessed significant male-female convergence in a myriad of positive dimensions including human capital acquisition, labour force participation and wages. This has prompted the question, to what extent are women ‘looking more like men’? In this paper we examine whether similar forces are at play in the context of criminality. We study the pattern of gender convergence in crime using rich administrative data on the population of young people in Queensland, Australia. We present evidence of significant narrowing of the gender gap in criminal activity over the course of the last twenty years. Crime convergence occurs for broad aggregates of both property and violent crime, as well as for almost all sub-component categories. Convergence occurs largely because crime has fallen significantly for men, combined with much less of a downward trend for women. Results are supported by aggregate analysis of rates of offending in police force districts matched to census data by gender between 2001 and 2016

    School indiscipline and crime

    This paper studies the impact of compulsory schooling on violent behaviour and victimization in school using individual-level administrative data matching education and criminal records from Queensland (Australia). Exploiting a legislative increase in the minimum dropout age in 2006, this study defines a series of regression-discontinuity specifications to show that compulsory schooling reduces crime but increases violent behaviour in school. While police records show that property and drugs offences decrease, education records indicate that violence and victimization in school increase. Thus, prior studies that fail to consider in-school behaviour may over-estimate the short-run crime-reducing impact of compulsory education

    Larrikin youth: new evidence on crime and schooling

    This paper reports new evidence on the causal link between education and male youth crime using individual level state-wide administrative data for Queensland, Australia. Enactment of the Earning or Learning education reform of 2006, with a mandatory increase in minimum school leaving age, is used to identify a causal impact of schooling on male youth crime. The richness of the matched (across agency) individual level panel data enables the analysis to shed significant light on the extent to which the causal impact reflects incapacitation, or whether more schooling acts to reduce crime after youths have left compulsory schooling. The empirical analysis uncovers a significant incapacitation effect, as remaining in school for longer reduces crime whilst in school, but also a sizeable crime reducing impact of education for young men in their late teens and early twenties. We also carry out analysis by major crime type and differentiate between single and multiple offending behaviour. Crime reduction effects are concentrated in property crime and single crime incidence, rather than altering the behaviour of the recalcitrant persistent offende

    Collaboration in electronic resource provision in university libraries: SHEDL, a Scottish case study

    This case study examines the growth of collaboration among Scottish higher education institutions. Following a summary of the work of the Scottish Confederation of University and Research Libraries (SCURL), more detailed information is provided on collaboration in the fields of acquisition, licensing, selection, and purchasing. Some of the UK background is outlined, relating to NESLi2 in particular, in order to illuminate the options within Scotland. The origins of negotiations on electronic resource provision within Scotland are described, drawing on developments in other countries including Ireland and Scandinavia. After initial setbacks, the implementation of the Scottish Higher Education Digital Library (SHEDL) from 2007 to 2009 is detailed. Current benefits arising from SHEDL are explained, and some possible future developments are discussed

    Repulsive Axon Guidance Abelson and Enabled Play Opposing Roles Downstream of the Roundabout Receptor

    AbstractDrosophila Roundabout (Robo) is the founding member of a conserved family of repulsive axon guidance receptors that respond to secreted Slit proteins. Little is known about the signaling mechanisms which function downstream of Robo to mediate repulsion. Here, we present genetic and biochemical evidence that the Abelson (Abl) tyrosine kinase and its substrate Enabled (Ena) play direct and opposing roles in Robo signal transduction. Genetic interactions support a model in which Abl functions to antagonize Robo signaling, while Ena is required in part for Robo's repulsive output. Both Abl and Ena can directly bind to Robo's cytoplasmic domain. A mutant form of Robo that interferes with Ena binding is partially impaired in Robo function, while a mutation in a conserved cytoplasmic tyrosine that can be phosphorylated by Abl generates a hyperactive Robo receptor

    Age in cohort, school indiscipline and crime: regression-discontinuity estimates for Queensland

    Youth crime involves millions of people each year, imposing extensive costs on society. This paper examines the effect of school starting age on in-school disciplinary sanctions and youth crime. Using administrative data matching education and criminal records for Queensland State secondary school students, the paper exploits school-entry administrative rules to define a regression discontinuity design. Younger pupils in cohort appear to receive more disciplinary sanctions during secondary school and to commit more crime after secondary school. A recent school-leaving age reform is also exploited to show that this crime-age profile is consistent with an incapacitation effect of school on crime

    Larrikin youth: crime and Queensland's earning or learning reform

    This paper analyses the impact of the introduction of an Earning or Learning reform on youth crime in Queensland, Australia. The 2006 reform increased learning and reduced earning as school participation rose post-reform, while teen employment fell. Empirical analysis of detailed administrative data reveals that criminal offending fell significantly after enactment of the reform. For males, violent, property and drug crime all declined, while the main effect for females was a significant fall in property crime. The property and drug crime falls are underpinned by a significant incapacitation effect, with some evidence of a persistent crime reduction for young men and women at later ages. Crime reduction resulting from the reform is concentrated in significant falls in the likelihood of ever offending by marginal individuals, rather than lower criminality of recalcitrant persistent offenders

    Using surveillance data to determine treatment rates and outcomes for patients with chronic hepatitis C virus infection

    The aim of this work was to develop and validate an algorithm to monitor rates of, and response to, treatment of patients infected with hepatitis C virus (HCV) across England using routine laboratory HCV RNA testing data. HCV testing activity between January 2002 and December 2011 was extracted from the local laboratory information systems of a sentinel network of 23 laboratories across England. An algorithm based on frequency of HCV RNA testing within a defined time period was designed to identify treated patients. Validation of the algorithm was undertaken for one center by comparison with treatment data recorded in a clinical database managed by the Trent HCV Study Group. In total, 267,887 HCV RNA test results from 100,640 individuals were extracted. Of these, 78.9% (79,360) tested positive for viral RNA, indicating an active infection, 20.8% (16,538) of whom had a repeat pattern of HCV RNA testing suggestive of treatment monitoring. Annual numbers of individuals treated increased rapidly from 468 in 2002 to 3,295 in 2009, but decreased to 3,110 in 2010. Approximately two thirds (63.3%; 10,468) of those treated had results consistent with a sustained virological response, including 55.3% and 67.1% of those with a genotype 1 and non-1 virus, respectively. Validation against the Trent clinical database demonstrated that the algorithm was 95% sensitive and 93% specific in detecting treatment and 100% sensitive and 93% specific for detecting treatment outcome. Conclusions: Laboratory testing activity, collected through a sentinel surveillance program, has enabled the first country-wide analysis of treatment and response among HCV-infected individuals.
