Pemberdayaan Masyarakat di Kepenghuluan Bagan Batu Barat Kecamatan Bagan Sinembah Kabupaten Rokan Hilir

This study aimed to determine the programs and the factors that thread to attending empowerment program in Kepenghuluan Bagan Batu Barat Bagan Sinembah Distric of Rokan Hilir Regency that doing by Community Empowerment (BAPEMAS) Rokan Hilir Regency. This research occurs at the Kepenghuluan Bagan Batu Barat Bagan Sinembah distric Rokan Hilir Regency. This research using qualitative method. The data collection techniques in this study using the technique of in-depth interviews and documentation and the data obtained from the study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.From the interview to the informant and based on the data and information obtained by researchers when doing research on-site research, it can be concluded that the Empowerment program conducted in Kepenghuluan Bagan by Community Empowerment (BAPEMAS) has not been implemented optimally, there are still some obstacles in its implementation, both internally and externally. Inhibiting factors internal include: infrastructure is inadequate, lack of Human Reseources, there is postphone program, lack of coordination, lack of expert people, while factors external lack motivation of the society, officer is inaduquate, lack of Human Resources that Expert, the economic community unoptimal

Strategi Partai Kebangkitan Bangsa (Pkb) dalam Pemenangan Pasangan Joko Widodo-muhammad Jusuf Kalla pada Pemilihan Presiden di Kabupaten Indragiri Hilir Tahun 2014

The Presidential Election is a performance conduced by country that recognizes itself as a democratic state. This research aim to obtaining picture about strategy Partai Kebangkitan Bangsa (PKB) the winning pair Joko Widodo and Muhammad Jusuf Kalla on the Presidential Election in the Indragiri Hilir district 2014. Strategy is some of tactic to achieve the objectives that have been prepared and that which has been applied. Theory used in this research is democracy, political party, strategy and patron-client. Data collecting technique that writer use is interviews and documents. Whereas the data analysis was done descriptively. The result showed that strategy Partai Kebangkitan Bangsa (PKB) the winning couple Joko Widodo and Muhammad Jusuf Kalla in the Presidential Election in the Indragiri Hilir district 2014 by : (1) Ofensif Strategy, consist of (a) Developing a network outside political parties, (b) Support of Indragiri Hilir community, (c) Improving the member amount. (2) Defensif Strategy, consist of (a) Maintaining sound granaries, (b) Political recruitment, (c) Political socialization. The potential and strength that is used as a support the winning pair Joko Widodo and Muhammad Jusuf Kalla is : (1) Partai Kebangkitan Bangsa the winning legislative elections 2014, (2) Partai Kebangkitan Bangsa increase the number of seats DPRD (Indonesian legislatives) in legislative elections, (3) The structure of the winning team mate Joko Widodo and Muhamamd Jusuf Kalla.Key words : Strategy, Partai Kebangkitan Bangsa, Presidential Election

Pembinaan Teritorial Desa di Kecamatan Balai Jaya Kabupaten Rokan Hilir Tahun 2015

Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015 is all the effort, work, and activities related to the design, development, deployment, and control potential of the region with all its aspects conducted by the Military Command 08/Bagan Sinembah empowerment strength region in Balai Jaya District of Rokan Hilir Regency, in the interests of national defense essentially to embody Oneness People TNI and TNI fundamental duty to succeed.This research was conducted in Balai Jaya Distric of Rokan Hilir Regency which is one target area Military Command 08/Bagan Sinembah. The method used in this research is descriptive qualitative method, which in this study researchers tried to explain the implementation of The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015 were carried out using three methods The Guidance of Territorial Center, namely Bhakti TNI, Fostering Resilience Region, and the Development of Social Communication. The data collection techniques in this study using the technique of in-depth interviews and documentation relevant facts and data collection about The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015. Furthermore, the data obtained from the study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.From the interview to the informant and based on the data and information obtained by researchers when doing research on-site research, it can be concluded that the implementation of The Guidance of Territorial Center Village in Balai Jaya District of Rokan Hilir Regency in 2015, conducted by the Military Command 08/Bagan Sinembah, has not been implemented optimally, there are still some obstacles in its implementation, both internally and externally. Peran Kepala Desa Meningkatan Partisipasi Anggota USAha Ekonomi Desa Simpan Pinjam (Ued-sp) Mekar Maju di Desa Tanjung Medang Kecamatan Rupat Utara Kabupaten Bengkalis Tahun 2012-2015

The role of the village head is as a motivator and community mobilizer; Facilitators, planners, implementers, controllers, supervisors and tutors; And mediators between communities and governments. The role of Village Head to increase community participation is part of efforts to accelerate the level of community welfare development in Tanjung Medang Village.The purpose of this study is to: (1) Know the factors that cause low level of participation activities of members of Economic Enterprises Savings and Savings Village Forward; (2) Describe the Village Head's Role to Increase the Participation of Members of the Savings and Borrowed Country-Owned Economic Enterprises in Tanjung Medang Village. This research uses qualitative research method with descriptive research type, which can be interpreted as problem solving process which is investigated by describing the state of research subject based on facts that appear during the research which then continued with based on the existing theories. Data analysis is done by data reduction, data presentation, and conclusion or verification. The subjects of this study were the Village Head, the Chairman of the Village Consultative Board (BPD), the UED-SP Mekar Maju management, the Village Assistant, the Community Leader and the UED-SP Mekar Maju Member.Based on the results of this study concluded that with the role of village head then the level of public participation in activities UED-SP Mekar Maju in Tanjung Medang Village is increasing. But the fact that the participation of the less active community is caused by several factors, namely the mindset of the community is a factor that influences the progress of UED-SP Mekar Maju, a closed or passive mindset is a factor that hampers public participation in UED-SP Mekar Maju program. Inhibiting factors in the role of village heads to the community: lack of cooperation or coordination between village and village heads, village heads who are less sociable with communities and communities who are less concerned with the environment
