Defined Adequacy: Developing a Standards-Based Framework for Evaluation of Municipalities and Municipal Services
The services of municipalities have been subject to the same methods of comparison in use in business in America and, in the absence of the clarity that profit brings to business, cities and towns compare services with dissimilar competitors. This research examines present methods of municipal service evaluation and available professional standards to determine if these standards would enhance existing measures with a comprehensive means of comparison. Through a review of public administration theory, the research discusses the role of bureaucrats in both the development of services and the standards established for comparison.Current methods of comparison of municipal services meet niche requirements but are not comprehensive nor do they offer the ability to serve as a âsingle indicatorâ for service comparisons. The addition of professional standards does create a powerful tool for effective cross-jurisdictional comparisons and service improvements. The use of professional standards calls for early engagement of bureaucrats and experts and a firm foundation in theory. Beyond simple participation, advocacy by the bureaucracy in the public policy process can exist under the control of legislators. Further, bureaucratic advocacy can play a critical role in providing competent comparisons on core services

Trapped-ion quantum error-correcting protocols using only global operations
Quantum error-correcting codes are many-body entangled states that are
prepared and measured using complex sequences of entangling operations. Each
element of such an entangling sequence introduces noise to delicate quantum
information during the encoding or reading out of the code. It is important
therefore to find efficient entangling protocols to avoid the loss of
information. Here we propose an experiment that uses only global entangling
operations to encode an arbitrary logical qubit to either the five-qubit
repetition code or the five-qubit code, with a six-ion Coulomb crystal
architecture in a Penning trap. We show that the use of global operations
enables us to prepare and read out these codes using only six and ten global
entangling pulses, respectively. The proposed experiment also allows the
acquisition of syndrome information during readout. We provide a noise analysis
for the presented protocols, estimating that we can achieve a six-fold
improvement in coherence time with noise as high as on each

Illumina mate-paired DNA sequencing-library preparation using Cre-Lox recombination
Standard Illumina mate-paired libraries are constructed from 3- to 5-kb DNA fragments by a blunt-end circularization. Sequencing reads that pass through the junction of the two joined ends of a 3-5-kb DNA fragment are not easy to identify and pose problems during mapping and de novo assembly. Longer read lengths increase the possibility that a read will cross the junction. To solve this problem, we developed a mate-paired protocol for use with Illumina sequencing technology that uses Cre-Lox recombination instead of blunt end circularization. In this method, a LoxP sequence is incorporated at the junction site. This sequence allows screening reads for junctions without using a reference genome. Junction reads can be trimmed or split at the junction. Moreover, the location of the LoxP sequence in the reads distinguishes mate-paired reads from spurious paired-end reads. We tested this new method by preparing and sequencing a mate-paired library with an insert size of 3 kb from Saccharomyces cerevisiae. We present an analysis of the library quality statistics and a new bio-informatics tool called DeLoxer that can be used to analyze an IlluminaCre-Lox mate-paired data set. We also demonstrate how the resulting data significantly improves a de novo assembly of the S. cerevisiae genome
Case 10 : Middlesex-Londonâs Public Health Emergency: HIV in People Who Inject Drugs
Middlesex-London is experiencing an alarming rise of new HIV cases in people who inject drugs (PWID). Despite a demonstrably successful harm reduction program and primary care effort, the rapid increase in HIV remains. To help reduce the incidence of HIV in PWID, in association with Regional HIV/AIDS Connection (RHAC), My Sisterâs Place, and the Middlesex-London Health Unit (MLHU), the Counterpoint Needle and Syringe Program in Middlesex-London distributed over three million needles in 2016. Nevertheless, healthcare workers continue to diagnose PWID with HIV and other infections. Of those needles distributed, only 1,895,798 were recovered through these organizations and, thus, improperly discarded needles have been spotted across the city on multiple occasions.
PWID in Middlesex-London face significant barriers when accessing care and support. Barriers, including, but not limited to, psychosocial (i.e., stigma, social support), structural (i.e., housing, treatment access, poverty), and institutional factors (i.e., patient-physician relationship), can hinder PWID from accessing adequate healthcare and support services. With an aim to address some of the barriers faced by PWID, the Middlesex-London Health Unit has established an HIV Leadership Team that works collaboratively with key system partners in the field of HIV treatment and support, substance use, and support for people who experience homelessness.
This case demonstrates the impact of social determinants of health such as poverty, homelessness, and inequalities in PWIDâs health, well-being, morbidity and mortality patterns, as well as their access to care. This case also highlights the importance of recognizing the influence of social determinants of health in the planning, implementation, and evaluation processes of public health programs to ensure that interventions are effective, cost-effective, and equitable
